J. Taylour (in the absence of William Lowndes) to the Prizes
Commissioners enclosing 2 papers from Secretary Harley against
permitting the Agent for Prizes at Newfoundland to trade. You
have represented that if he be debarred from trade you will not be
able to find any person of reputation that will go thither for the
usual allowance of 5 per cent. which you make to foreign Agents.
The Lord Treasurer thinks the Agent ought to be restrained from
trading. Please therefore report what may be a proper encouragement
for an Agent for Prizes. Ibid., p. 122.
Treasury reference to the Commissioners of Transports of the
petition of the owners and masters of ships in the Transport service
shewing that by their charter parties they are paid 2 months upon
letting their ships, 2 months more after they have been 6 months in
service and the remainder at their discharge ; that the second two
months has not been paid, nor such of them that are discharged ;
that they are informed the Transports Commissioners are making
out debentures to be paid in course without interest which they
allege will undo them : therefore praying that such debentures be
dated at the dates due under their charter parties and to carry
interest from such date and interest and principal to be paid together
"which will enable them to supply her Majesty's occasions without

last Session ; provided the purchasers make it appear to you by
authentic certificate that the lives are in being at the time of purchase.

Same to Mr. Brydges [Paymaster of the Forces Abroad]. The
Prizes Commissioners have reported that their agent at Lisbon
has delivered for the use of the King of Portugal out of a Spanish
galleon prize called the Lady of Porta Coeli guns, ball and shot
to the value of 11,146 milreis 256 reis but that spite his utmost
endeavour he has not obtained payment for same. As this prize
was taken 1703-4 March 23 the captors are clamorous for their
shares. Please deduct this sum out of the next money you are to
pay on account of subsidy to the King of Portugal. Give notice to
Mr. Morrice. your deputy in Portugal, so that he may acquaint the
King of Portugal therewith.
Same to Mr. Methuen enclosing Secretary Harley's state [missing]
of moneys received and paid by you in relation to the preservation of
Gibraltar and other services between the middle of June 1704 and the
10th May 1705. Please supply as many of the missing vouchers as
possible. As for the rest, [viz. items] for which vouchers are not
to be had, the Lord Treasurer will move the Queen for a royal warrant

much in arrear of their salaries. The Attorney General has reported

so that he may give directions for paying said wages out of such
wood.
Will Windsor Forest be prejudiced or defaced by the felling of the

Warrant to the Customs Commissioners to allow an additional
salary of 35l. per an. to William Bladen, Collector of Customs in the
port of Annapolis in the province of Maryland, to make his salary
60l. per an. : to date as from 1703 April 12 being the time he was
referred to said Commissioners upon a recommendation from the
Surveyor General of the Plantations.
Prefixing : said Commissioners' report on said Bladen's petition.
In the first Establishment of officers in the Plantations dated 20
November 1690 there was a surveyor settled at Annapolis with 25l.
per an. for inspecting the trade of that port and district. On the
24 Dec. 1697 Mr. Randolph, then Surveyor General of the Plantations,
appointed Mr. Bladen thereto loco Hen. Wriothesly who had quitted
the service. For his good character and behaviour Bladen was
confirmed therein by Treasury warrant of 28 June 1699. In 1702
Randolph represented that he was a diligent and laborious officer
having seized several vessels for trading contrary to law to
the great discouragement of the unfair traders ; that he had a
large district and deserved an addition of 35l. per an. the better to
enable him to maintain a boat. Also Col. Blackison, formerly
Governor of Maryland, did in 1703 similarly certify in his favour
and that "when there came one ship when that salary was settled
there now come six, the port of Annapolis being lately made the seat
