Same to the Earl of Ranelagh. By the Lord Treasurer's warrant
of 1704 May 17 you were ordered to dispose of tallies and orders for
reversionary annuities and so many of the returned debentures in
your hands as would suffice thereout to pay the outpensioners of
Chelsea Hospital. On your certificate that you had satisfied all the
said outpensioners and that 1417l. 8s. 10d. of said moneys remained
in your hands the Lord Treasurer by his warrant of 1704 Sept. 25
directed you to apply same towards a debt of 2200l. for clothing for
Col. Collingwood's Regiment which was sent to the West Indies in
1698. I wrote you several times last summer for a list of the said
reversionary annuities and returned debentures and of the produce
of sale thereof in order to charge you properly therewith in your
accounts. But the Lord Treasurer never received such lists or
accounts and several widows and others in behalf of deceased persons
belonging to the said Hospital have frequently represented to him
that they cannot obtain payment of their arrears and are told by you
that they must apply to the Treasury for same : and the clothiers
of Collingwood's Regiment are also applying to the Lord Treasurer
for their debt. I am to repeat his orders and earnest desire to you
for an immediate, faithful and exact account of the above viz. the
numbers of all the reversionary orders which you owned to the
House of Commons almost two years to be in your hands, and of the
whole produce thereof ; and a distinct account of all the returned
debentures and what they have been sold for ; and what you
have paid out of the produce of the annuities and the returned
debentures : and what now remains in your hands of the said money,
orders or returned debentures, that so it may be directed to be
applied to the uses intended by the said Act and prevent the
clamours which, till this be done, will too justly be made against
your Lordship : also I am to desire of you an account of what remains
in your hands of the 30 per cent. directed by Act of Parliament to be
deducted out of the pay of the arrears to the Forces in New York
for the saving by the difference of exchange in that place. Ibid.,

Royal warrant to Treasurer Godolphin to give warrant to the
Auditor of Crown Revenues of North and South Wales from time
to time to renew and grant leases for all such small tenements and
cottages where the full annual value thereof shall not exceed 50s. for
such term as the Lord Treasurer shall think fit, not exceeding 31
years : all such leases to be enrolled in his [the Auditor's] office and
the reserved rents to be delivered in charge to the respective Receiver
of North and South Wales : at every Michaelmas the Auditor to
transmit to the Lord Treasurer a certificate of such leases :
the said auditor having represented that there are several such small
tenements &c. which as he is informed have been anciently leased
by the Auditor of Wales, the value being so small that the tenants
do not think it worth the charge of renewing them by Exchequer
leases "whereby we do not only lose the ancient fine and reserved
rent but often the said tenements and wastes are enjoyed by the
