Solicitor General about preparing the draft of a Proclamation for
settling the rates at which foreign coins are to be received throughout

William Blathwayte dated from Whitehall to Mr. Addington
[Deputy Auditor in Massachusetts Bay &c.] I have received yours
of Dec. 29 last by which I am sorry to find that yours of 17 Sept.
aforegoing had miscarried so that I am not so well informed of what
you intended thereby, relating to the public accounts of the
Massachusetts Bay and those of the Province of New Hampshire.
As to these latter I have by these [last coming] ships received those
of the years 1696, 1698, 1699, 1700, 1701, 1702, 1703. But I thought
you had been acquainted that the accompts for the year 1695 were
likewise wanting, as now are those from 1696 to 1698 and I must
entreat you to take the necessary care that the accompts for "both"
those years be duly transmitted, either with the vouchers or with
your certificate of your having sent them [the vouchers] and the
nature of them.
As to the public accounts of the Province of the Massachusetts
Bay which I have now received [covering] from 27 May 1702 to
26 May 1703 I have presented a state of them to my Lord Treasurer
who thinks it requisite that for the final settling and declaring of
all accompts there should be the oath of the Treasurer and Receiver
General taken in New England before the Governor and Council
to be certified over by you as Deputy Auditor. And as to this
accompt from May 1702 to May 1703 my Lord Treasurer would
have an oath made accordingly by the Receiver [of the Revenue
there] as [likewise] of the former accompt from 27 May 1701 to 27
May 1702, as also to as many of the other immediately preceding
accompts as can be : which oath may be certified by you for what
is past, in a separate paper : and for all future accompts such
certificates may be in the same sheet of paper in which the approbation
of the Governor, Council and Assembly is certified : which
oath and certificate (whereof you will likewise send duplicate for
fear of miscarriage) are judged absolutely necessary and fit to be
observed in like manner for the accompts of New Hampshire.
I cannot conclude without further recommending to you the
recovery of the arrear due to her Majesty of the seven beaver skins
per annum from the Proprietors of Mount Hope ; which arrear
appears to be [due] from the death of King Phillip in the Indian War.
And though it be true that these Proprietors do pretend a former
grant of exemption under the Colony of New Plymouth or otherwise
yet I desire you to acquaint them that my Lord Treasurer is no ways
satisfied with that pretence but does expect for her Majesty this
small acknowledgment, which appears to be due by a later and more
perfect concession from the Crown since the death of King Phillip
and conquest of those parts. This acknowledgment is insisted on
so that I hope there will be no further delay in the due return of it
pursuant to the last grant. I have nothing further at present but
to thank you for the care and pains you take in what relates to my
business.
P.S. I now write to the Governors so that I do not trouble you
with anything relating to those affairs. It will be very fit that the
Receiver General have some agent here in relation to his accompts
which are to be declared before my Lord Treasurer. Out Letters
