Same to the Excise Commissioners of the petition of George Banson shewing that in 1683 he become surety for 2000l. for his brother Hen. Banson as collector for Excise in the bishopric of Durham and Newcastle-on-Tyne : that Henry died in 1688 and petitioner believes his said office was faithfully executed as no claim was ever made till Hilary term last when petitioner was served with a scire facias on his bond : therefore praying stay of proceedings as he is unable to make a defence after so long a time. The Lord Treasurer approves your proposal that the Navy Board should examine the accounts of Edmund Dummer for the sloops employed in the mails between Falmouth and the Plantations in the West Indies from 1702 Aug. 20 to 1703 Oct. 31. Please consider a scheme for carrying on the said service in future "and towards refunding the great charge thereof." (Same to the Navy Commissioners to examine said accounts). Joseph Saunders for importing French silks "the said Saunders having on payment of the said money discovered to petitioner, who is a Customs officer, many persons who had exported great quantities of wool, whereby the Government hath gained above 4500l." Same to same of the petition of Stephen Taylor shewing that he has lain in Canterbury gaol upwards of 3 years for transporting wool ; and all his goods were seized and he hath nothing to subsist on but what he begs at the prison windows : therefore praying to be enlarged. Ibid.

Entry of a Treasury caveat in behalf of Phillip Harris, administrator to the late Duchess of Mazarin in trust for the many creditors of said Duchess, against any lease of the house in which she lived near St. James's House till the creditors be heard. Warrant by Treasurer Godolphin to the Surveyor General of Crown Lands for a particular of a lodge and several parcels of land at Richmond (the Keepers Close in the possession of Thomas Barnes and the Broom Close alias Barbados Close with a parcel of ground called Brickfeild paled in by Mr. Latton) all in order to a lease thereof to James, Duke of Ormonde.

Report dated Whitehall by William Blathwayt [as Auditor General of the Plantations] to the Treasury Lords in reply to their order of Nov. 30 last supra p. 464 calling for a state of what is due to Lord Fairfax on account of the Quit Rents of Virginia and when his grant therein ends. Hereon Blathwayt reports that 1800l. is due to Lord Fairfax as executor to the late Lord Colepeper for three years ended at Michaelmas last in compensation of the said Lord Colepeper's patent and grant of the Quit Rents and other profits in Virginia. The term of 21 years during which Lord Colepeper was to receive 600l. per an. in lieu of his pretentions commenced 25 Aug. 1683 and will end 25 Feb. next. Royal warrant to the Clerk of the Signet for a privy seal for 1,444,006l. 15s. 0d. to Charles Fox as imprest for the year 1704 for the Forces to act in conjunction with the Allies viz. 884,072l. 2s. 6d. for the 40,000 men ; 55,272l. 10s. 6d. for the Queen's proportion of the subsidies to be paid to the Allies for part of the said 40,000 men for said year ; 178,180l. 11s. 0d. for the additional 10,000 men ; 176,481l. 11s. 0d. as imprest for 8000 men to act in conjunction with the Forces of the King of Portugal ; 150,000l. as imprest for the Queen's proportion of the charge of 13,000 men to be maintained by the said King of Portugal for said year. Subscription by Treasurer Godolphin for the execution of a Lord Chamberlain's warrant dated Nov. 30 to the Master of the Great Wardrobe to give orders for enlarging and fitting the tapestry hangings to the wainscot in the New Drawing Room at St. James's : at a cost of about 60l. "for the charge of enlarging the rich gold and silver hangings abovementioned." Warrants not Relating to Money XVIII, p. 119.
Dec. 7. Dormant warrant by same to the Postmasters General to pay the allowance of 200l. per an. to Richard Swift who for many years has been Solicitor to the Post Office : to be for his care in taking the securities of the deputy postmasters, letter carriers and [Post Office] Farmers : as from Lady day 1702, he having taken care of the said securities for 2 years past. Warrant by same to same to pay the assessments to the 1703 Land Tax and Subsidies on [Post Office] officers of salaries not exceeding 60l. per an. Ibid., p. 24.
Same by same to same to settle a new post for the midland towns in co. Cornwall at a charge of 260l. per an. : by reason that as the present post road passes along the south coast of said county several inland towns are under a great disadvantage in their correspondence. At the end of 12 months you are to certify the Treasury how far such a post doth answer the expense thereof. Ibid.
Same by same to same to pay 84l. 3s. 6d. to Mary Bastinck, widow of Francis Bastinck, who was some years ago manager of the pacquet boats at Dover : being at the usual rate of 6d. a head for 3367 soldiers whom her husband carried over for France and Holland between 1686 and 1689 : she being left with several small children and under very low circumstances. "Mr. Blathwayt having received information of a tract of land of considerable value belonging to the Queen that has been lately discovered between Maryland and Pennsylvania does humbly propose that a letter of Commission be sent by her Majesty to those parts appointing five persons of credit there to make further enquiry into this matter and to cause a survey to be made of those lands in order to their being disposed of as her Majesty shall direct. The Commissioners if your Lordship shall so think fit may be the Governor of Maryland, William Bladen Esq. (Mr. Blathwayt's deputy there), Col. Robert Quarry, Robert Moor Esq. and William Clark Esq. (2) William Blathwayte dated Whitehall Dec. 13 to the Lord Treasurer containing an information of a prize taken in the West Indies. By my last [incoming] letters from Maryland I have received advice from my correspondent there that her Majesty's ship Oxford, Capt. Moore, Commander, on his way thither has taken a French prize loaden with sugar, which was condemned by a Court of Vice-Admiralty in that [Maryland] Government and that there being no officer commissioned by the Commissioners of her Majesty's Prize Office to take care of the Queen's interest it was put into the hands of Mr. George Plater, Receiver of her Majesty's revenue in the District of Patuxent River. The value of the ship and goods is said to amount to 6000l. sterling besides what was between decks which was the men's plunder there being 600 hogsheads of sugar in the hole, which proves generally very good.

Treasury reference to the Customs Commissioners of the petition of Capt. Edward Hopson shewing that in August 1702 he took as prize the ship St. Andrew from Martinique and delivered her to Sir Cloudesley Shovell who sent her to Plymouth : that afterwards in the action at Vigo "petitioner was placed one of the first ships to attack the boom with Sir Thomas Hopson and there seized a galleon : great part of her lading was put aboard his ship the Mary and afterwards when she came up the river was taken out in presence of Sir Cloudesley, one of the Prize Commissioners and the Customs House officers, exactly according to the account to which Sir Cloudesley had charged the petitioner. But one Humphrey Staples a seaman of the said ship Mary informing that the petitioner had privately put on shore at Plymouth part of the goods taken out of the St. Andrew prize viz. 11 bags of cocoa, 50 [pound weight] each, 2 barrels of tortoise shell and 2 casks of sugar and that he had put on shore at Gravesend 5 powder barrels full of cochineal weighing 100 [pound] each being part of the goods taken at Vigo, a verdict last term was given against the petitioner for 500l. upon the single testimony of the said Staples : and whereas the petitioner can prove that he [the informer] was not on board the ship at the time the informer swears he was aiding and assisting in running the barrels of cochineal, which barrels the informer swears weighed 100 each though it appears by the prize books a powder barrel full of cochineal weighs no more than 60 pounds" therefore prays relief in consideration of the little credit to be given to the said Staples.
