Royal letter to Richard Coney, Lieutenant Governor and Commander in Chief of the Bermuda or Summer Isles. Upon vacating the charter of the late
Bermuda Company several of the members thereof have applied to the King to confirm the sale of eight shares of the public lands for the satisfying of debts formerly contracted by that Company, amounting to 828l., in lieu whereof they offered to relinquish their claim which they had lately endeavoured to place in trustees for the payment of those debts and [likewise their right] to all the guns, negroes, and other estate belonging to that Company. "But as we did not think fit to alienate any part of our Crown lands which we find necessary to be applied to the security and defence of those islands, so for the removing of all pretences we have agreed that one-third part of all such levies or taxes upon tobacco or otherwise as shall be hereafter imposed within those islands be set apart to satisfy the said debts proportionably till they shall be extinguished: provided always that the members of the said Company or their trustees do first quit claim to all pretences abovementioned and release us from all demands whatsoever relating to those islands, which [quit claim] they have promised forthwith to put in execution." On receiving further order from the King herein you are to cause this agreement to be performed on the King's part and in the meantime you are to take possession of all the said guns, negroes and other estate formerly belonging to that Company and are to apply same to their respective uses in the support of the King's government there. You are to be accomptable for same to the King. And you are to give effectual order that one-third part of all levies and taxes as aforesaid be reserved in the hands of his Majesty's Treasurer [of said islands] to be disposed of in such manner as the King shall hereafter direct. |

Royal warrant to the Lord Lieutenant of Ireland to give warrant to the Receiver General of the revenue of Ireland for the payment of the moneys already due from 1682, Dec. 25, on the annuity of 300l. to Sir Edward Scott, which is inserted in the present establishment of Ireland which commences from April 1st last, as in lieu of a pension of 500l. per an. charged upon the Exchequer in England in the name of Sir Robt. Holmes; the King having granted that Scott's pension should commence from 1682, Christmas: and likewise for the payment of what sums shall hereafter grow due to him thereupon according to the said establishment. |

Same to the Attorney or Solicitor General for a great seal for a grant to Edward, Earl of Gainsborough, his heirs and assigns, of free liberty and licence to convey in pipes or otherwise in and through any of the King's highways or grounds the water from the springs in the said Earl's manor of Hampstead to the cities of London and Westminster and the suburbs thereof for the use of the inhabitants there at reasonable rates; and for that purpose to set up engines and instruments and to dig and break up
the earth and pavements between said springs and said cities making good the same at his own charge "so as no damage happen thereby to us or our subjects": with a proviso that said patentee shall not prejudice the pipes or other conveyances of the water already laid by any former patentees of the like nature and further that the present patentee shall lay no pipes or make any works in the ground of any the King's subjects without a previous contract with the owner thereof. The present grant is to be at the reserved rent of 13s. 4d. per an. to be paid after the pipes shall be laid and the water conveyed. |

The Treasury Lords to the Revenue Commissioners. Ireland. We have seen the large confessions made by William Dobbins, late clerk to the collector of Carrickfergus of the counterfeiting certificates falsely [for this or that ship's captain] to attest his [the said captain's] having given bond in England to return thither goods laded in Plantations; and also the voluntary affidavit of Mr. White, the merchant who has been concerned in such frauds. We find thereby that George Mackartney, the Surveyor General, although intrusted in so considerable a station, has been with others guilty of the like during his employment. You are to dismiss Mackartney forthwith, also Dobbins and all others whom you find concerned in these wicked practices, as we think it altogether inconsistent with his Majesty's service to continue in office persons who have been accessory to such forgery so detrimental to the revenue both here and in the Plantations. We shall consider what remedy to take for recovery of what the King has been damnified by the merchants and for the further punishment of the offenders. Take all possible care to prevent these abuses for the future. We have directed Henry Davis, the collector of said port, to forthwith repair to his duty. We notice that by a very good rule you have made Edward May, the collector of Waterford, will cease to be employed. We have received a good character of him and recommend you to continue him in that employment. |

Appending: report dated Dec. 14 last to the Treasury Lords from Sir Christopher Wren, Surveyor General of the Works, on said Gwin's petition for same. The ground is 60 feet by 35 feet and consists of lodgings belonging to several persons, as the Physician of the Household, the Gentlemen Sewers, Serjeants at Arms, wind musicians and others, and petitioner asserts that all the persons concerned are satisfied; "but whether new lodgings will not be expected (if not by themselves yet by their successors, as I have continually found by experience) may be inquired. Other inconveniences in such new buildings I shall not mention, having often laid them before your Lordships as I thought was my duty. Only this seems particular in this case. My Lady Pye's building and this building being very high will render the low buildings contiguous to them to be of no use, by reason the chimney funnels of the one are below the eaves of the other and there will seem a necessity of a charge to his Majesty of rebuilding the rest: notwithstanding it cannot be denied but that the buildings desired will much better become the Court than the contemptible sheds there at present"; and the petitioner deserves your Lordships' favour. |

Prefixing: (a) said petition shewing that by the mystery and trade of pinmaking many hundreds
of the King's subjects are employed and have been heretofore comfortably supported and great quantities of English pins were transported to foreign parts to the increase of the royal duties. But of late years for want of a due regulation divers frauds and abuses have been practised in said trade by the making of bad and unserviceable pins which brought the said commodity into disrepute in foreign parts to the great decay of the said trade, diminution of the Customs and impoverishing many of the artists therein. For prevention thereof on a petition from said Corporation and on a full hearing at the Council Board your Majesty was pleased in 15 Car. II. to enter into a contract with petitioners to prepare a stock of 20,000l. to purchase from them at a price certain all the pins they should make of the wire they should buy of your Majesty and no other person. In the said contract it was, inter al. provided that two skilful and able pinmakers should be appointed to receive in and view all pins sold to your Majesty and to cut in pieces and destroy all that were not well and sufficiently made. The said pins were to be disposed of by your Majesty's Commissioners at no higher price than they paid for them to the pinmakers; and in the said contract there were other covenants and rules for the well governing the said trade. But soon after the making of said contract the visitation and dreadful fire of London happened, which discouraged your Majesty's Commissioners appointed for that business, from prosecuting the same. For want thereof the frauds and abuses in the said mystery daily increase and the value and esteem of English pins in foreign parts does more and more decay, which threatens the utter loss of that trade to your Majesty's subjects and the encouragement of foreigners to import pins into your Majesty's dominions to the total ruin of petitioners. They therefore pray the King to renew the execution of the said contract with petitioners, who are ready to perform their part therein "in everything, but in buying back all the pins that shall remain upon the hands of the Commissioners if any future discouragement shall oblige your Majesty or them from pursuing it." They therefore pray the King to constitute such persons, as are willing to advance the stock of 20,000l. necessary for carrying on the same, to be Commissioners therein. |

We have received an order of the King in Council of the 21st inst. signifying the King's pleasure that the forfeiture of a 2,000l. bond in Barbados, entered into by Capt. Richard Young, commander of the ship Malaga Merchant, and by his sureties, should be prosecuted to execution for the escape of Samuel Hanson, his Majesty's prisoner. You are to give
order accordingly and to put the money you levy into the hands of Edwyn Stede, his Majesty's Receiver in Brabados, till further order.
