Royal warrant to the Lord Lieutenant, Ireland, for a patent for a commission to John Price, of London, esq., to be Receiver General of the Revenue of Ireland, the farm of the revenue having expired Dec. 25 last, and the King thinking it expedient, instead of a Vice-Treasurer, Receiver General and Treasurer at War, to have only a Receiver General of the Revenue, who shall have the same power and authority that any Vice-Treasurer formerly had for receiving and issuing the revenue from Dec. 25 last and for granting Exchequer acquittances and discharges for same to any the King's tenants, collectors, receivers, sheriffs, bailiffs or subjects making any [revenue] payments to him; with power to issue the said revenue to the Civil and Military lists and to other uses according to establishments made or to be made for the kingdom of Ireland. Price to account once a year at least, and as often as required, to the Commissioners for taking the Accounts of the revenue of Ireland. Price to obey the instructions of the Revenue Commissioners, Ireland, in pursuance of such instructions as the said Commissioners have or shall receive from the King, the Chief Governor of Ireland or the Treasury Lords, England. On receiving moneys from any collector [etc.] Price is to give acquittances and discharges for same. Price and his deputies to have power to demand the fee of 6d. per £ of lawful English money on all moneys paid by him in Ireland by virtue of his office; and also to receive all such other fees as have been or are due or payable to the Vice-Treasurer or Receiver General of Ireland: for all which fees he is from time to time to be accomptable to the King or to such as the King shall appoint to receive the same, he retaining thereout to his own use without account only the yearly sum of 1,000l., which is to be hereby allowed him for salary and to be hereby by him deducted quarterly during his continuance in said office, the first payment thereof to be made to him for Lady day quarter last past. The Treasury Lords to [the Earl of Arran], Lord Deputy of Ireland. Sir William Petty and John Marshall have by several petitions represented that the lands set out to them in co. Kerry have been withheld from them almost since the Restoration upon account of quit rents charged thereon and that the profits of said lands have been received by the [late] Irish Revenue Farmers by virtue of custodiums granted to other persons in their behalf. There is a cause now depending in the Irish Exchequer concerning the legal measure of said lands, either by the extreme or reduced columns of the Downe Survey in order to ascertaining the quit rents. It is the King's pleasure that said case be proceeded in to a determination according to law and right without regard to any letters written from hence [London] on that subject and that meanwhile the Irish Exchequer dissolve the custodiums so that the present custodees or the said late Revenue Farmers may receive no more profits of the said lands and that the best means possible be used to make the said custodees and Farmers bring in the money due to the King on account of said custodiums; and further that you appoint some indifferent person between the King and said Petty to take the said land in custodium, whereby the quit rents may be secured to the King until there be a legal determination. We enclose a petition of Capt. Tuite for the reversion of an estate. Report us what the King can grant and what lives are in being. We also enclose the warrant for a new patent of the office of Accountant General and the additional power to the [Irish Revenue] Commissioners to pay salaries; and the warrant for Mr. Price's patent to be Receiver General and the King's instructions to him. We also send a paper received from Sir James Shaen, which he calls a prospect of their whole account "the beginning of which agrees with the account sent over hither, the latter part is meerly a prospect rather than an account." He gave us another paper whereby he proposes to secure the King for all demands whatsoever upon himself or his partners. The first article of it relates to a third party being named to receive all the arrears from the Farmers' collectors. This we take to be already done in Mr. Robinson's appointment, ut supra, p. 753. At the end of the paper it is said that the late Vice Treasurer's accounts must be despatched before the Farmers can finally close theirs. This we think necessary to recommend to you. Please direct the Commissioners of Accounts to call upon Sir John Champante to despatch that account to Christmas last. The rest of the Farmers' paper we submit to your consideration. "There is a third paper (all three are delivered this morning to [sic for by] Sir James Shaen) that mentions several periods of accounts as he calls them by which they [the Farmers] would methodize their accounts; but to that we told him that no direction could be given, but that their accounts would be passed according to the times agreed on in their contract." We send you this paper. "Upon this occasion of discourse this morning with him we thought fit to recommend either his going himself into Ireland for quicker despatch of all these affairs or else to send such effectual orders to his partners that no delay might be pretended there for want of his consent and he has promised us to go suddenly over, which if he do not comply with we cannot think it reasonable that upon the pretence of having recourse to him your Excellency should admit of any delay or excuses from his partners there."
April 21. The Treasury Lords to the Revenue Commissioners, Ireland. In reply to yours of the 4th we have written today, ut supra, to the Lord Deputy concerning the Irish Revenue Farmers' accounts. Baron Harstong, who attended several times upon the Lord Lieutenant at the Treasury Chambers upon this matter, will inform you at his return of all that passed relating thereto. We shall be glad to have the quarterly account you mention of the produce of the whole revenue and likewise the particulars of the charges of management for this quarter. As to the business of the Isle of Man, we have not yet received the expected account from the Customs Commissioners. We have received the King's commands not to proceed to any treaty at this time for the victualling of Tangier out of Ireland. This we have declared to all persons here that were concerned in it so that no one may be longer in expectation on that account. As to your agreement with Mr. Babe for the Excise, we have had the advice of Baron Harstong upon it, the Lord Lieutenant being present. We return it herewith, with our approbation for this year and with Baron Harstong's observations upon it. We know of no custodiums lately granted. If any are desired we shall have regard to your wish to be first heard in it so as to prevent the inconveniencies which otherwise might happen. As to our report on Tilson's petition for 60l. a year for his interest in the Custom House, Dublin, we do not know whether it proceeded afterwards to a grant; nor do we know of any persons that are soliciting here for rooms near the Excise Office. If they are persons in Ireland, you had better apply to the Lord Deputy to prevent any such grants. We will take care that nothing of that kind shall pass here that might incommode the King's service and bring a further charge upon his Majesty. Mr. Loftus has a quantity of plate that he desires to import from England into Ireland, Customs free. We think fit that you let it pass for this time. We directed Mr. Guy to recommend Sir Thomas Crosby to you to be Receiver or Commissioner for the Province of Munster, but all such recommendations are upon the condition that you need such an officer and that the person recommended is fit. April 23. William Blathwayte to Henry Guy in reply to the letter of Mar. 31 last, supra, p. 747, as to the Governor of Jamaica accounting for the 600l. per an. for fortifications. The Auditor of the Receipt may be ordered to certify to the King's Remembrancer the moneys issued on that account so that process may go out from the Pipe; or, alternatively, the Treasury Lords may give notice of the order in Council to Lord Vaughan and the Earl of Carlisle, who are the persons concerned. April 26. The Treasury Lords to the [Revenue] Commissioners, Ireland. In reply to yours of the 16th we have sent to the Lord Lieutenant the agreement you have made with his agents relating to the Prizage. He approves thereof. We will obtain a royal letter to the Lord Deputy to direct the Receiver General to pay the money in accordance with this contract. As to the late Farmers' collectors, we have gone fully into this matter in our advice to the Lord Deputy. The main thing wherein you seem most to want our direction is in relation to the application of the growing revenue, which you think would be best issued to the growing uses. We are not so clear in it, as we find from the Lord Lieutenant that if such an order were sent over all persons concerned therein might possibly look upon themselves as quite cut off from the expectation of their arrears and [so left] in the same disappointment they have been in by having been postponed at other times, and it is not our intention to bring them into this. But while we cannot come to a resolution in this we intend to write to the Lord Deputy to desire that the growing revenue as it comes in (and we expect a considerable sum from it next month from quit rents and Hearthmoney) may be applied in the first place to three months' more pay to the army by way of imprest in the same manner the last three months' was paid without saying particularly for what three months, and that the remainder may be applied to the Civil List according to the establishment which was sent on Wednesday last by Baron Hartstong. Meanwhile we will consider of the best ways to satisfy the arrears due in the late Farmers' time. For this purpose send us a particular account what you judge may remain of solvent arrears after the June assignments are satisfied to the military lists and what is due from the Farmers to the Civil List at the end of their farm last Christmas. Privy seal ordaining that the 4,000l. to be raised by felling wood in New Forest (as by the Treasury warrant of Feb. 26, based on the royal sign manual of Feb. 9) shall not be paid to the Treasurer of the Ordnance for the fortifications of Portsmouth, but shall be paid into the Exchequer, to be thence issued in part to the Marquis of Halifax upon his making the loan of 4,000l. which he has promised to lend to the King. The said 4,000l. loan when made is to be hereby paid out to the Treasurer of the Ordnance as imprest for the fortifications at Portsmouth. Of the 4,000l. to be so raised by wood sales, the first 1,000l. is to be applied to such uses for the King's service as the Treasury Lords shall think fit: the other 3,000l. as it shall be raised and paid in is to be paid to said Earl in repayment as above and to complete said loan the further sum of 1,000l. is to be raised by dotard trees in said forest.
