  • 1. There were two acts for disbanding the Forces passed in the latter part of Charles II.'s reign. (1) 30 Car. II, c. 1, for granting a supply of 619,388l. 11s. 9d.; (2) 31 Car. II, c. 1, for granting a supply of 206,462l. 17s. 3d. In the present appendix there is question of the first-named. The first of these two Acts is divided into two parts. The first part grants 206,462l. 17s. 3d. to be raised by six months' assessment, at the rate of 34,410l. 9s. 6½d. per month: this part to be appropriated to and for the pay and discharge of all the new Forces raised since 1677, September 29, and to no other intent and purpose whatsoever, save for the usual allowances to collectors and receivers and the usual fees to the officers of the Exchequer. All the Treasury warrants and all the Auditor's orders for the issue of these moneys were to be directed to the Treasurer or Paymaster of the Land Forces, and they were to specify that such issue was for such disbandment as above. The second part of the Act of 30 Car. II, c. 1, grants a sum of 412,925l. 14s. 6d. by twelve months' assessment at the same rate of 34,410l. 9s. 6½d. per month. This second portion or grant of 412,925l. 14s. 6d. was not appropriated, and was therefore in the nature of a general supply, but it was intended to meet the extraordinary charge of the Navy, the marriage portion of the Princess of Orange and the loan of 200,000l. on the Excise incurred under the Act of 29 Car. II, c. 2. As between these two portions of the total grant of supply made by this Act of 30 Car. II, c. 1, the second part is a general supply, and not appropriated. It therefore needed no special entry books, no special form of warrants and no special routine of Exchequer and Treasury proceeding. The first part, on the contrary, was appropriated, and therefore needed all these things. Special accounts were required to be kept of it, a special form of warrant reciting the appropriation clause had to be used, and the money had to be issued solely to the Paymaster or Treasurer of the Forces and in accordance with precepts from the Commissioners for disbanding the Forces (Sir Gilbert Gerrard, Sir Thos. Player, Col. Roger Whitley and Col. John Birch). Warrants Early, Vol. XXIX. is therefore the Treasury Entry Book specially used for this purpose in accordance with the spirit of the Act. The first five entries occur in duplicate in the General Money as will be noticed, but it is evident that the Secretary of the Treasury quickly had his attention drawn to the special nature of the fund and at once thereupon adopted a special entry book for money warrants drawn upon it. For this reason it has been decided to reserve the whole of this entry book to the present appendix. The entries in this record are divided into four sub-heads, as follows (and this arrangement is preserved in the present appendix)— (A) Warrants payable out of loans on the 206,462l. 17s. 3d. (B) Warrants for pay of the Commission officers. (C) Warrants for quarters. (D) Warrants for clothes.
