on the revenues on the Plantations in America in reply to William
Lowndes's letter of July 2 last supra p. 304. |

Caribbee Islands. The Duty of 4½ per cent. in the Caribbee
Islands on all dead commodities of the produce of the said islands
shipped off thence was granted to the King, his heirs and successors
by Act of Assembly in Barbados in 1663 in consideration of the
charge of maintaining his Majesty's authority there and for other
considerations mentioned in the said Act; and in 1664 the like Acts
were passed in the respective Assemblies of the Islands of Nevis,
St. Christopher, Montserrat and Antigua. |
|
These Duties were farmed in 1670 for 7000l. per an. for the first
7 years and for 5000l. per an. for the succeeding 7 years: which
being expired, the said Duties were in 1684 committed to the
management of the Customs Commissioners [England] and for the
last year [1700] amounted in the net proceed to 10,234l. 3s. 2d. |
|
There are other casual profits accruing to the Crown in the Caribbee
Islands [to wit] by Fines, Forfeitures, Prizes &c. which in Barbados
from 1 Sept. 1694 to 5 March 1697–8 (being the last accompt)
amounted in the net proceed to 1377l. 12s. 2d. then remaining in
the Receiver's hands. |
|
Jamaica. In Jamaica a revenue was granted by Act of Assembly
from 1 Nov. 1683 for 21 years arising by an Impost upon liquors
and other commodities imported and [by] licences for selling wine
by retail &c.: whereof 1250l. per an. is appropriated to the fortifications; the residue to the charges of Government: and for the
year ended 1700 March 25 amounted in the neat proceed to 3378l.

In the year 1688, during the Government of the Duke of Albemarle,
an Act was passed in the Assembly there whereby the said revenue
was made perpetual. But some disputes arising relating to that
Assembly his Majesty at the instance of the merchants has hitherto
thought fit to suspend the confirmation thereof in expectation that
another Act to the like effect should be passed there: and in February
last notice has been given by a letter to the Governor from his Majesty,
to be communicated to the Assembly, that in case they should not
within one year more comply with his Majesty's expectation herein,
his Majesty will be obliged to confirm the said Act. |
|
The Quit Rents in Jamaica being ascertained by Act of Assembly
in 1682 to be one shilling for every 30 acres and 2 shillings for every
100 acres granted before June 1671 and a half penny per foot for
all lands granted since that time, has been constantly applied to the
use of the Government of that island according to the Act of Assembly:
and amounted in the neat proceed thereof for the said year ended
1700 March 25 (being the last accompt) to 423l. 3s. 9½d. |
|
The Fines, Forfeitures and other casual revenues accruing to his
Majesty in that island have been also applied to the use of the
Government there and amounted in the neat proceed thereof for the
said year ended 1700 March 25 to 183l. 16s. 6d. |
|
So that the whole net proceed of the Continued Revenues arising
to his Majesty in that island for the said year ended 1700 March 25
(being the last accompt) amounted to 3985l. 14s. 9¾d. |
|
In the year 1693 by Act of Assembly in Jamaica an Additional
Impost was raised upon wines and other goods imported and a Duty
upon negroes exported [was granted] for 5 years and appropriated
to the reimbursing his Majesty's Treasury and for the encouragement
of persons to come to that island: by virtue of which Act there was
received from the 25th of March to the 17th of July 1699 the sum
of 1966l. 10s. 3d. for the neat produce: which being added to the
former sum of 3985l. 14s. 9¾d. as above makes in all 5952l. 5s. 0¾d. |
|
Of all these revenues there was then [1700 March 25] remaining
in the Treasurer's hands the sum of 2556l. 9s. 7d.: whereof the sum
of 1966l. 10s. 3d. (neat proceed of the Additional Duty and Impost
upon negroes) being deducted as being appropriated to particular
uses, there was remaining in the Treasurer's hands on the 25th March
1700 the sum of 589l. 19s. 4d. due to his Majesty for the support of
the Government of the said island. |
|
All the said revenues, as in divers other Colonies, are received by
a Collector or Receiver General by letters patents from the Crown,
who makes up his accounts before his Majesty's Governor and Council
there, which are thereupon transmitted to England from time to
time. |
|
Virginia. In Virginia by Act of Assembly in 1680 were granted
to the King, his heirs and successors the Duties of 2s. for every
hogshead of tobacco exported from that Colony, 15 pence per ton
upon all ships arriving there and not belonging to the Colony,
and 6 pence for every person, not being a mariner, coming thither:
which [Duties] by the said Act are appropriated to the use of the
Government there; and amounted in the neat proceed for the 8
months ended 10 June last to 3808l. 4s. 6¼d., being indeed the proceed
of the whole year, the ships being then ready to come away with
the last year's crop of this revenue. There did then remain in the
hands of the Receiver General the sum of 2358l. 9s. 9½d. |
|
The revenue of 2s. reserved as a Quit Rent to the Crown for every
100 acres of land granted in Virginia amounted in the neat proceed
to 1453l. 0s. 1d. for the year 1700, to be applied to the use of the
Government there in such manner as shall be directed from time to
time by your [the Treasury] Lordships and to answer emergencies
pursuant to order given by his late Majesty Charles II the 25 July
1684; the same being a fund in Virginia to answer such emergencies:
it appearing that for want of the like provision to hinder the progress
of Bacon's Rebellion in that Colony it cost the Exchequer in England
above 80,000l. sterling to suppress the same besides the interruption
of trade to a greater value. Of this revenue there remains in the
hands of the Receiver General the sum of 4970l. 11s. 0d. |
|
Bermudas. The revenues accruing to his Majesty in the Bermudas
or Summer Islands for the support of the Government there consists
in 60 shares of land of 25 acres each, valued at 5l. each share:
whereof 12 shares are applied towards the Governor's salary, the
rest being applied to the salaries or allowances belonging to the
Sheriff, the Secretary and other public officers there; amongst whom
they are divided according to their respective proportions and
[according to] an ancient Establishment in those islands. |
|
The profit of licences for fishing for whales about these islands
does also belong to his Majesty and is further applied towards the
Governor's salary at the value of 100l. per an.: which together with
the said 12 shares of land make 160l. per an. towards the Governor's
salary. There is further allowed him 240l. per an. to be paid out
of such part of his Majesty's revenues as shall from time to time
be thought fit. |
|
Maryland. In Maryland an Impost of 2s. for every hogshead of
tobacco exported was granted by Act of Assembly to the Lord
Proprietor; whereof the moiety being appropriated to the use of
the Government and a fourth part of that moiety to the buying of
arms and repairing the fortifications, upon taking that Province
under the immediate government of the Crown it was ordered in
Council the 20th Feb. 1690–1 that pursuant to the said Act one
moiety of the said Impost should be applied to the use of the Government and the other moiety be received by the Lord Proprietor to
his own use. The said moiety appropriated to the use of the Government amounted to 1786l. 12s. 6d. for the year 1700 being the last
accompt thereof. |
|
By Act of Assembly in that Province in the year 1692 a further
Impost of 3d. per hogshead upon tobacco exported was granted to
the Governor for 3 years for his support in the government and has
been since continued by Act of Assembly in like manner till the
year 1699, when pursuant to his Majesty's Instructions to the present
Governor he has obtained an Act to be passed in the Assembly there
whereby the said Impost is continued to him for his support in the
Government during such time as he shall be Governor of that Province.
By the last accompt, being for the year 1700, the same amounted
to 446l. 13s. 1½d. |
|
In September 1694 there was further granted by Act of Assembly
in Maryland a Duty of 3d. per ton upon all ships not belonging to
the Province and trading thither: to be paid to the Governor towards
his support in the Government: which Duty has been in like manner
continued to the present Governor by Act of Assembly in Sept. 1699.
In the year 1700 it amounted to 186l. 16s. 0d. |
|
So that the revenues arising to his Majesty in the Province of
Maryland and annually accounted for amounted in the year 1700 to
2420l. 1s. 7½d. Hereof 446l. 13s. 1½d. being the fourth part of the
moiety of the 2s. per hogshead is appropriated to the buying of arms
and to the fortifications there. The remaining 1973l. 8s. 6d. is
applied to the Governor's salary pursuant to Instructions from his
Majesty and the Acts of Assembly abovementioned. |
|
The [casual revenue of] Fines and Forfeitures accruing to his
Majesty in this Province are accounted for separately at such times
as the Sheriffs of the several counties (who hold their offices during
pleasure) can be got to make their returns. By the last accompt
being from the 12th May 1692 to the 27 May 1697 they amounted
to 220l. in money besides 27780 pounds of tobacco: which at the
rate of 6s. per cent. [per 100 pound weight] amounts to 83l. 6s. 9¼d.
and with the said 220l. makes in all 303l. 6s. 9¼d. and has been applied
towards the payment of the salaries allowed by his Majesty to the
2 Collectors and Receivers of his Majesty's Revenues in that Province
at the rate of 100l. per an. each. |
|
New York. In the Province of New York by Act of Assembly in
1692 a revenue was granted to his Majesty for the support of the
Government there, to be raised by an Excise upon liquors, an Impost
upon goods and merchandises imported, upon furs exported and upon
the Indian trade; to continue for 2 years: and has by Act of
Assembly been since continued to the year 1698 when the Assembly
passed an Act to continue the same for 6 years longer: which
revenue in the year ended at Midsummer 1699 (when last accompted
for) amounted to 4474l. 2s. 2¾d. |
|
In the year 1692 it was likewise enacted in the Assembly in New
York that all goods imported or exported from the city of New York
or bartered there should be brought to the King's Beam to be weighed
and pay a certain Duty to his Majesty for the Government: which
for the said year ended at Midsummer 1699 (when last accounted for)
amounted to 194l. 19s. 2d. |
|
The Quit Rents in this Province received in that year amounted
to 165l. 14s. 9d. |
|
So that the whole revenue arising to his Majesty in the Province
of New York for the said year ended at Midsummer 1699 (when last
accompted for) amounted to 4834l. 16s. 1¾d., which falling short of
the public charges of Government for that time the said revenue was
then indebted in the sum of 263l. 13s. 2¼d. |
|
Massachusetts Bay. In the Province of Massachusetts Bay in
New England the revenues arising to his Majesty for the support of
the government there are granted yearly by Acts of Assembly or
for 6 months only: and by the last accompts being for the year
ended the 27th of May 1700 were as followeth viz. two assessments
upon Polls and Estates amounting to 3079l. 10s. 0d. each, being in
all 6159l.; an Impost upon goods and merchandises imported and
a Duty of 12 pence or one pound of powder for every ton of shipping
not belonging to the Province and coming thither: which [Impost
and Duty] in the said year amounted to 1757l. 14s. 7d.: and an
Excise upon strong liquors retailed within the Province; for which
was received within the said year only 300l. but according to the
accompts for the year before had been farmed for 895l. |
|
So that the whole revenues arising in the Province of the Massachusetts Bay in New England in the year ended the 27th May 1700
amounted to 8811l. 14s. 7d. Of the revenues arising in this Province
there was remaining on the said 27th May 1700 the sum of 1672l.
10s. 0d. in the Public Treasury. There was likewise due for arrears
of Assessments of this and the former years 3725l. 14s. 10d. and for
Excise and Impost 174l. 4s. 6d.; making in all 5572l. 9s. 4d. |
|
New Hampshire. The revenues arising to his Majesty in the
Province of New Hampshire for the support of the Government are
of the like nature and raised by the like methods as in the neighbouring Province of Massachusetts Bay: and by the last accompts
received from thence (being for the year ended the 16th May, 1695)
the Tax and Assessments upon persons and estates amounted to
700l.; the Duties of Impost upon goods and merchandises imported
into that Province amounted to 64l. 11s. 8d. and the Duty of Excise
received that year amounted to 20l. 16s. 0d.; making in all 785l.
7s. 0d. whereof was then remaining in the Treasurer's hands only
1l. 9s. 11d. |
|
There are likewise divers other profits and acknowledgments due
to the King from the respective Proprietors in the Plantations upon
account of their grants; which are as followeth |
|
East New Jerzey: for the Colony of East New Jerzey the yearly
rent of 10 nobles from the 24th June, 1664. |
|
West New Jerzey: for the Colony of West New Jerzey the like
yearly rent of 10 nobles from the 24th June, 1664. |
|
Pennsylvania: for the Province of Pennsylvania the yearly
acknowledgment of two beaver skins the 1st day of January from
the 4th of March, 1680–1. |
|
Newcastle: for the County of Newcastle upon Delaware River
the yearly rent of 5 shillings at the feast of St. Michael from the 24th
August, 1682. |
|
Lower Counties: for the Lower Counties upon Delaware River
half the Quit Rents and other profits from the 24th August, 1682:
for an accompt whereof a letter from your [the Treasury] Lordships
dated 27th March last supra p. 235 has been sent to Mr. Penn who
holds the same [Lower Counties] by virtue of a grant from the late
King James then Duke of York. |
|
Carolina: for the Province of Carolina the yearly rent of 20 marks
from the feast of All Saints 1690, the Proprietors having paid to that
time. |
|
Hudson's Bay: for the lands held by the Governor and Company
of Hudson's Bay the yearly acknowledgment of two black beavers
and a moiety of the seizures and forfeitures there by reason of unlawful trading to those parts. |
|
Mounthope: for the Territory of Mounthope in New England
the yearly acknowledgment of 7 beaver skins, the same having been
conquered from King Philip in the late Indian war. |
|
Country Revenues: There are divers other revenues or levies
granted and raised annually in the respective Plantations by the
respective Assemblies there under the denomination of Country
Revenues; for which they appoint particular Treasurers with
directions that those revenues be not issued without warrant from
the said Assemblies and for which those Treasurers do not hold themselves accomptable to any other than the Assembly, who take to
themselves the cognizance and disposal of what is so raised for uses
relating to themselves and for presents to their Governors; as
particularly in New York during the late war and elsewhere at several
times and upon several occasions: whereof no regular accompt is
returned from thence. |
|
Plantation Duties: there is also a Duty arising to his Majesty in
the Plantations upon the several Enumerated Commodities exported
to England or from one Plantation to another: wherewith the
Auditor by his patent is directed not to intermeddle: the same
being granted by Act of Parliament and wholly under the management of the Commissioners of the Customs [London] and their under
officers: from whom your [the Treasury] Lordships may have a
