Warrant under the royal sign manual directing that the ancient method heretofore used for providing jewels by [warrant of] the Chamberlain of the Household be observed for the future and that the royal warrant of 1698 July 18 be hereby revoked; which said warrant directed that in order to the keeping of a more regular account of the Jewels all such Jewels as were to be provided for the King or as presents for Ambassadors &c. should be provided by the Master of the Jewel House under warrant of the said Chamberlain or Vice Chamberlain of the Household when approved by the Treasury Lords; but it has been represented by Edward, Earl of Jersey, Lord Chamberlain of the Household that by the ancient constitution of the Household the Chamberlain has the sole care and direction of all such presents and that there was always regular accounts kept of all such jewels in the books of the Chamberlain's Office and that since the Foreign ministers are still to apply to the Chamberlain as well for their presents as for redress in case they shall be ill served he thinks the restoring the former method will be more for the King's service because the Chamberlain will have thereby a more immediate authority over the [King's] Jeweller to see all presents of jewels well provided for the King's honour. Dec. 3. Warrant under the royal sign manual to the Clerk of the Signet for a privy seal to abate from 1701 Dec. 25 the sum of 1,000l. per an. out of the rent of 4,200l. payable for 11 years by the farmers of the Royal Oak Lottery: (to wit Henry Acourt of Waltham Abbey gent., Joseph Arnold of St. Anns Westminster, Charles Fitzherbert, Henry Wellington of London merchant, William Dean and Thomas Chambers of London gent) under the indenture dated 1692 Sept. 28 for the sole use and exercise of the said lottery and of all other lotteries to be exercised in England and Wales: they having represented that by the Act for Suppression of Lotteries [10–11 Wm. Royal warrant to the Clerk of the Signet for a privy seal to direct the Receiver General of Crown revenues in any county where the estate of Edward Lord Griffin shall be found and seized into the King's hands, to satisfy the interest and principal of a bond of 200l. given by the said Lord Griffin 1690 Dec. 2 to Lewis Williams, formerly a servant to the said Lord and now over 60 years of age and altogether destitute, as representing money laid out and several years' wages: the said Lord having absented himself beyond seas and standing outlawed for high treason and there being some part of his estate free from his creditors which is now seized and the rents thereof ordered to be paid to the King's receiver. Dec. 5. Royal warrant dated Hampton Court to the Earl of Ranelagh, in stating the accounts of the late Regiment of Foot under Col. Thomas Farrington for the musters of Sept. and Nov. 1694 to compute Capt. John Dally's Grenadier Company as complete; by reason that on the march of the said Regiment from Southwark to Portsmouth in 1694 many of the soldiers deserted and particularly 28 men and 2 sergeants from the said Company by reason whereof there were considerable respits on the said Company at the two succeeding musters in Sept. and Nov. 1694 but Dally having petitioned that the respits may be taken off towards the charge of recruiting and clothing the Company. Dec. 6. William Lowndes to the Navy Commissioners to imprest 990l. to Sir Cloudesley Shovell (who succeeded Lord Berkeley in command of the second Marine Regiment) to be paid to Mary Cordwent, widow of Richard Cordwent clothier, in part of 2,648l. 5s. 0d. due for clothing furnished by her husband for said Regiment pursuant to a contract with said Lord Berkeley. Treasury reference to Mr. H. Baker of the petition of John Wakelin, Peter Bell, John Donover and John James, farmer in the Isle of Canvey Co. Essex showing that 2 years since George Green a waterman brought their wool at the common price being 9½d. a pound pretending it was for a gentleman at Greenwich and desired their help to bring it to the waterside after sunset, but only of design to ensnare them in the penalty: as he shipped it to France and afterwards gave notice to one George Mackay who brought an information against petitioners. Royal warrant to the Lords Justices of Ireland to transfer as from June 24 last the allowances of 12d. a day each from Timothy La Fitte, Jean Fauche, Abraham Genevrau, Jean Duchesne, Charles Denie and Jaques Marc (standing on the Civil Establishment of Ireland commencing 1st May 1699) and to pay same from June 24 last to Charles Galician, John Bessiers, Peter Denys, John Odat, John Vialas and Peter Du Mas. Dec. 6. Same to same to pay the arrears of pay due to the 5 French Regiments (Earl of Galway's, Marquis de Miremont's, Maj. Gen. La Meloniere's, Brigadier Belcastell's and the Earl of Lifford's) which were broke in March 1699, according to the musters as follows: out of the sum of 138,978l. 14s. 8½d. granted by the late Parliament in Ireland for clearing all pay and arrears of the Army, Civil List and pensions in Ireland to 1699 June 24.

Royal letters patent constituting James de Cardonnell Esq. to the office of Court Post (Post or Carrier of all our letters and despatches between our Court or Palace [place] of Residence and the first post stage or post office of our Post Master General): for life: in succession to William Van Huls surrendered whose grant thereof was dated March 17 1698–9. The Treasury Lords to the Earl of Romney [Master of the Ordnance]. It is the King's pleasure to allow for 2 years 1698 and 1699 (but no further) on the salaries of the officers of the Ordnance, as the same have been allowed for preceding years. Treasury reference to the Customs Commissioners of the petition of William Culliford, Inspector General of the Imports and Exports of the Customs, shewing that he has been at charge of above 100l. beyond his allowance for clerks in making up his account and has also paid the full taxes for all his clerks ever since he entered upon his office, without deducting any part of it from them in regard of the meanness of their salaries: therefore praying an additional allowance. Royal warrant to the Clerk of the Signet for a privy seal to grant to Thomas Bray D.D., the debt of 2,244l. 8s. 4d. due to Charles II from Ralph Hollingshead, Receiver General for Co. Chester on the Disbanding Act of 30 Charles II, c. 1: one third of the realisation of said debt to be for Richard Heath the discoverer of some of said Hollingshead's estate and the remaining two thirds to be to the said Bray in reimbursement of his expenditure in raising libraries as follows: the said Bray being appointed by Henry bishop of London to preside as his Commissary over the clergy of the Province of Maryland, which charge he undertook on condition he might be assisted in raising libraries of necessary books to be fixed in the several parishes there for the use of the ministers there whereby they might be enabled to instruct the people; and he having with the assistance of the nobility, clergy and gentry of this kingdom sent to Maryland and to other the Provinces in America 30 libraries to the value of above 2,000l. for which service he wants further assistance, being a considerable sum out of pocket. Dec. 10. Same to the Customs Commissioners to allow to Sir Owen Buckingham the drawback on debentures of re-exported flax, it appearing from his petition that out of the great plenty of flax in Holland the Dutch have usually prepared a coarse sort of dressed flax called Snowlings which the English have bought and sent from Holland to the Canaries, but last year it happened that the importation of flax was greater into England than into Holland and petitioner prepared about five tons of dressed flax for the Canaries out of a greater quantity of rough flax duly entered inwards here; and the Customs Commissioners being of opinion that the dressing of the flax was not such an alteration of the nature or quality as might reasonably hinder the benefit of the drawback. Dec. 14. Same to the Customs Commissioners of the petition of Henry Ayloffe shewing that Hen. Fanshaw, late Register in the Office of the King's Remembrancer, had formerly an allowance of 240l. per an. for his and his clerks' extraordinary pains in looking after the Port Books, Coast Bonds and New Coast Rules and putting bonds in suit and prosecuting frauds; and petitioner has been for some years in that employment and the charge thereof has of late been double what it formerly was: therefore praying some allowance.
