Report by the Treasury Lords to the Lords Justices of England on
the petition of Charles Newy (as referred to the Treasury Sept. 17
last). He was committed to Newgate in November last for subornation, bigamy and assaulting a constable and fined 320l. and has
been burned in the hand and stood in the pillory. Lady Russell
to whom he alleges that the said fine belonged as lady of the manor
of Bloomsbury Co. Middlesex where he was resident has received
satisfaction and given him her discharge. We have perused the copy
of the patent for the franchises and profits claimed by her within
the said manor and are of opinion she has no right or title to fines
of this nature but that the same are wholly in the Crown, and that

Appending: (a) the Information of David Davies being a true
account of the practices and correspondences of Charles Mason Esq.
(now one of the Comptrollers of the Mint) with the said Davies in
relation to the clipping trade. In Feb. 1694 Joseph Loyde a drover
acknowledged he got several pounds by clipping broad money and
that if Davies would go with him into Montgomeryshire (where
he lived) he would bring him acquainted with his partner Mr.
Charles Mason who would furnish him with all the broad money
which was to be had on that side of the country pretending that
Mason was a steward to several noblemen whereby great quantities
of money passed his hands. In May 1695 he rode with Loyde to
his house at Kerry in Montgomeryshire and took with him a goldsmith's note for 300l. and Loyde took him to Mr. Mason's father's
house at Rockly 4 or 5 miles away where Mr. Mason made him dine
and advised him to act the part of a drover and discoursed the
business for which they met viz. of transmitting broad money
to be clipped at the profit of 2s. per £ which Mason demanded
and insinuated that the greatest part of their country money was
broad and therefore demanded 2s. per £ for the common money
without picking. After several other meetings it was agreed that
Loyde should accompany Davies to Shrewsbury and there pay him
100l. to begin with. In the said sum Davies found not above 70l.
fit to be clipped for which he allowed Mason 2s. in the £1. Mason
agreed to meet him between Bishops Castle and London with
300l. in broad money. On his return to London Davies paid 200l.
to one Mr. Munks by Mason's orders and several other sums
amounting to 356l. by like orders. All which Mason promised
to return to Davies in broad money deducting 2s. in the £
according to the agreement. Mason then desired Davies to meet him
in Worcester for the purpose of other like payments but Davies was
apprehended and imprisoned in his way thither. Mason remains
indebted 266l. to Davies which Mason all along refused to pay denying
his letters and at last insisting on his privilege as a Member of the
