Treasury warrant dormant to Isaac Newton, Master and Worker of the Mint, to pay the salary of 50l. per an. to John Bull as probationer in the art or mystery of graving in the Mint, viz. from the time John Grillet was last paid in the like capacity: the officers of the Mint having represented that said Bull is a more ingenious artist in that mystery and had been employed during the late great coinage in making and preparing dies under the Chief Engraver to the Mint: whereupon the Treasury Lords agreed that he should be employed as probationer in the place of said Grillet. The Treasury Lords to the Barons of the Exchequer. It appears by certificate of George Medcalfe, Assistant to the Customs Solicitor that Henry Courthalse alias Shortneck, arrested for abusing the Customs officers, was admitted to bail by the King's Bench on sureties of — Lofting and — Byrn and on default 50l. was levied on Lofting but Courthalse has since given satisfaction to the Customs officers. Please therefore compound the recognizances at as low a rate as may be. Out Letters (General) XVI, p. 206.

April 2. William Lowndes to the Revenue Commissioners of Ireland. I have read to my Lords your letter of March 15 last relative to the Earl of Antrim's quit rents in Ireland. You are to take care that the proceedings in this cause be carried on with effect on the King's behalf and to take the opinion of the King's Counsel as to putting those rents in charge. Royal warrant to the Lords Justices of Ireland from and after May 1 next to pay to Lady Katherine FitzGerald such arrears of salary as remain due in respect of the office of Comptroller of the Musters in Ireland, to wit, being due to George FitzGerald Esq. and to his late father Robert FitzGerald deceased in respect of that office, and also the arrears and growing payments due on the pension of 200l. per an. payable to the said George FitzGerald in lieu of his interest in the said office: provided and unless the said Lady Katherine and the said George her nephew have not before the said date come to an agreement in relation to a debt due from the said Robert to the said lady. [after April 3.] Unfinished and undated entry of a royal warrant to [the Attorney and Solicitor General] for preparation of a great seal containing an indenture of the Mint between the King of the one part and Isaac Newton, who by a great seal dated 3 Feb. last was appointed Master and Worker of the Mint of the other part for the coining and making of his Majesty's moneys viz. four sorts of Crown gold (10s. 1l. 40s. and 5l.) and eight manner of moneys of silver (crown, half-crown, shilling, half shilling, groat, half-sixpence, half-groat and the penny) with standards and equivalents detailed. (as by the patent of 14 July 1669 which granted same to George Duke of Albemarle as in lieu of the fee farm rents of 33l. 6s. 8d. and 5l. 7s. 1½d. issuing out of the Honor and Manor of Beaulieu, Newhall and Boreham Co. Essex which were intended to be granted him by the patent of 1666–7 Feb. 26 but were found to be assigned to the Queen Dowager); and likewise to pay thereout the arrear of 425l. 13s. 6½d. due thereon from 1688 October the time of the said Duke's death: the Earl of Montague being entitled to the said annuity in right of his wife the Duchess of Albemarle. Treasury reference to the Navy Commissioners of the petition of Samuell Shepeard et al of London merchants shewing that in 1693 they with others sent out a ship to the West Indies called the Henry and William 260 tons 24 guns 40 men, Capt. John Addison Commander, which arrive at Bermudas about 18 May 1693 but Isaac Richier then Governor of the said Island pressed the ship by warrant for the service of the Government in that island to prevent a mutiny and rebellion there and detained her in that service about two months and then discharged her: and the ship with victualling and wages cost petitioners 300l. a month: therefore praying satisfaction. Same to the Customs Commissioners of the petition of Henry Johnson, a waterman at Portsmouth shewing that about Xmas 1698 he was drawn in by one Mr. Buck to fetch some wines from board a ship, and same was seized and an information was entered in the Exchequer by John Weaver and petitioner was committed to the Marshalsea: therefore praying remission of his penalty, he being ignorant of the law. April 11. Royal warrant dated Kensington to the Clerk of the Signet for a privy seal to authorise the Treasury to place on and to transfer to the 2s. Aid the loans as follows viz. by the Act for said Aid it is provided that loans made between 1699 Dec. 5 and 1699–1700 March 13 not exceeding 220,000l. and 100,000l. shall in the first place be placed on the loans register on said Aid; and thereafter any loans to be made to a total of 933,333l. 6s. 8d. including the several sums appointed by the said Act to be transferred to the said Register.

April 11. Royal warrant dated Kensington to the Clerk of the Signet for a privy seal to authorise the Treasury Lords to appoint Receivers General for the 2s. Aid. King's Warrant Book XX, p. 294.
April 12. Same to same for a privy seal for payment out of the Exchequer of the yearly sum of 50l. to the Mayor &c. of New Windsor in lieu and compensation of the damage by them sustained by the King's enclosing the lands adjacent to the Little Park of Windsor, which lands include divers gravel pits which have hitherto supplied the said town with gravel for repair of their highways, and the tenants thereof were hitherto bound to keep divers teams or carriages towards the repair thereof all which damage (including loss of rates) is estimated at 80l. per an. towards which the King is pleased to allow them the 50l. per an. as herein and the profit of 31 acres of land left out of the said Little Park between the wall thereof and the river of Thames, which is valued at 20l. per an.: all to continue until a more certain recompence be granted to the said town for same. Money warrant for 286l. 14s. 2½d. to Henry, Earl of Romney and John Glover for a moiety of 573l. 8s. 5d. being the King's moiety of the value of ships, goods &c. seized by the Royal Africa Company of England from persons for unfree loading within the limits of their charter: the present issue being authorised by the privy seal of 1694 April 5 for the pains of the said Earl and Glover in discovering and prosecuting the premises: it appearing that the said Company has lately paid into the Exchequer pursuant to a decree of the Exchequer Court of Dec. 7 last the said sum of 573l. 8s. 5d. as above and the further sum of 1039l. 1s. 7d. for the value of ships, goods &c. taken by the said Company as prize from the French during the late war.
