March 18. William Lowndes to the Auditor of the Receipt. The King is to be at no further charge concerning the inspection of the Tellers' cash and vouchers in the Receipt. Please take care thereof as a matter incumbent on you in respect of your office of Auditor of the Receipt. Treasury reference to the Customs Commissioners of the petition of Hugh Mason, collector of Hull port, shewing that in Oct. last he sent to Mr. Hutchinson late Customs Cashier a bill of exchange for 150l. drawn on one Kite a merchant in London which was accepted and would have been paid if demanded, which Hutchinson neglected and the said Kite is gone off and the bill returned to petitioner by Mr. Tollet without being accepted as the Act directs and he is likely to be a sufferer thereby: therefore praying that Hutchinson's executors may give petitioner credit for same. March 20. William Lowndes to the Customs Commissioners enclosing the petitions [missing] of Peter Emes formerly a slave among the Moors and now a tidewaiter. It is the King's pleasure, signified by Secretary Vernon, that you give him such a place as will afford him a sufficient subsistence and with less pains and hazard of his health. Treasury warrant to Isaac Newton, Master Worker of the Mint, to pay 29l. 16s. 0d. to Henry Ballow and John Smith, Deputy Chamberlains in the Exchequer for joining tallies, for their service and pains in joining tallies for 2,384,608l. 7s. 6½d. which was paid into the Receipt by Thomas Neale late Master Worker of the Mint for the product of the clipped money melted and re-coined "upon the twelve general remains": viz. on a recompence of 3d. per 1000l. which the Treasury Lords think sufficient for the said service. I return your report on Mr. Vaux's petition and with it a memorial from the King's Remembrancer in the Exchequer touching a debt for which that office is liable by reason of a misapplication by Mr. Eden, late Deputy Remembrancer, of public money deposited in Court. The money due to Eden's widow for her late husband's recompence (for receiving and entering duplicates of several taxes) is to be divided and the said debt deducted thereout. Ibid.

Treasury reference to the Excise Commissioners of the petition of John Rampley shewing that in Feb. 1697–8 he sent by post from Diss in Suffolk 77 Exchequer Bills to the Excise Office in London, which he had received for Excise Duty on malt and that the said Bills were lost by the post: therefore praying to be allowed same in his account. March 25. Treasury warrant to the King's Remembrancer for a commission under the Exchequer seal to Robert Lucy to be Receiver to the King's use of the sede vacante temporalities of the bishopric of St. David's vacant by the deprivation of Thomas Watson D.D. 1699 Aug. 3.

Report to the King by the Treasury Lords on the petition of Richard Poyke, late one of the clerks of the cheque to the Messengers of the Chamber, as referred to the said Lords by the King in Council 1699 Nov. 23; the said petition complaining of the ill practices of some of the Messengers and praying to be heard in Council thereon. Hereupon the Treasury Lords report as follows: we received a paper signed A.B. concerning frauds committed by the clerks of the cheque to the Messengers and by several of the said Messengers and did refer same to William Vanbrugh gent, Deputy Comptroller of the Office of Treasurer of the Chamber. And on his report we heard said Poyke and Smith, the clerks of the cheque, and some of the Messengers in the presence of said Vanbrugh and investigated several complaints of fraud, detailed at length, and reported as to same to your Majesty and thereupon received your commands for the dismissal of Poyke and Smith which was done by our letter of 17 Feb. 1698–9 to the Vice Chamberlain. Poyke's present charges amount to accusations against seven Messengers, detailed, of disaffection and other ill practices on the part of the Messengers against your Majesty's person; as to which accusations Vanbrugh has reported their falseness, particularly as to the escape of Sir James Montgomery, the not sinking of despatches by Messenger Young when captured by a French privateer when sent from Flanders to Genoa, and the escape of Montigny a French spy. The Treasury Lords to the Barons of the Exchequer. By an Act of 7 and 8 Wm. III. c. 8 Col. John Granvill, William Bromley and Sir Thomas Dyke were inter al appointed Commissioners for taking the Public Accounts of the Kingdom for one year from 1696 April 24 with the allowance of 500l. each. From a constat from the Pipe Office it appears that 70l. is set in super on each of them for the 4s. Aid on their said salary for said year. But it appears unto us that none of the said three did act as Commissioners or receive any salary or allowance on account thereof. Please cause them to be discharged from the said super.

March 27. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Charles, Earl of Carlisle of the personal estate of Sir John Fenwick at the time of his attainder, in consideration of 500l. to be first paid to Derrick Stocke: as royal bounty: the said Earl having petitioned shewing that he lent the said Fenwick considerable sums on bond and on assignment of his personal estate and therefore praying a grant thereof for the benefit of himself and the other creditors. Beyond the abovesaid 500l. the Earl is to retain 260l. for himself for his charges in and about the recovery of said estate and thereafter is to satisfy all other bona fide debts of the said Fenwick either in whole or so far as the same will extend. Same to Phillip Ryley, Surveyor of Woods Trent South, to fell 20 trees in the King's wood called the Grove in the Upper Marsh at Twickenham the same being an inconvenience to his house there: and to dispose of same as he thinks fit without account; but first to satisfy the present tenant for any damages he may sustain thereby. Same to the Clerk of the Signet for a privy seal for passing the accounts of Phillip Packer Esq. deceased as late Paymaster of Works and Buildings from 1683 March 31 (to which time those accounts are declared and passed) to 1686 Dec. 24 (the time of his death): with items of charge and of allowances as follows viz.: in an extraordinary account for building the Customs House there is a balance of 627l. 13s. 3¾d. due from him to the King; and in a like account for building St. James's Park Wall there is a surplusage of 2469l. 3s. 10¼d. due from the King to him; and similarly a surplusage of 70l. 9s. 1d. on a like account for building Richmond Park wall; and similarly a surplusage of 9157l. 10s. 2¾d. on a like account for the new [Hospital] building at Greenwich rendered jointly by Hugh May (the preceding Paymaster of Works) and the said Packer; and similarly a surplusage of 1719l. 17s. 10¾d. in an extraordinary account of the new building at Winchester: and the said Packer further craves allowance of 2476l. 18s. 11½d. discharged by privy seal of 31 March 1686 and of 3340l. 17s. 2¼d. paid for interest and gratuities for money advanced for the service of the Works and 70l. 15s. 0d. for work done at the Council Chamber by order of the Privy Council (the vouchers for which together with the said privy seal are lost) and 1000l. due upon a tally in the Customs payable after Michaelmas 1671 but not yet paid: the King being satisfied of the truth of the said cravings and Thomas May as executor of Hugh May having certified his quitting all claim and pretension to any part of the surplusage for the Greenwich building; all the above allowances are hereby to be made to Packer in his said accounts "although the due time of executing the said privy seal for discharge of 2476l. 18s. 10½d. was not observed." March 27. Royal warrant dormant to Isaac Newton Esq. Master and Worker of the Mint, to pay the salary or allowance of 60l. per an. to Sir John Stanley bart., Warden of the Mint, as formerly allowed to the said Newton (when Warden of the Mint) for the business of detecting and prosecuting clippers and coiners. Same to Marmaduke Soull and Thomas Hassall to make search (in the presence and with the assistance of Samuel Travers, Surveyor General of Crown Lands) for treasures of which they have lately received information, being divers sums of money and other things of value concealed and hidden within the parishes of St. Mary Magdalen Bermondsey, Shoreditch, Edmonton and Chesterford in Cos. My Lords leave it wholly to you as to who ought to make up the said account. All the moneys for the said Regiment have been and will be issued to you or your agent. We recommend you to take the greatest care that such moneys be put into the hands of such as ought to have the payment thereof. Same to the Attorney General of the petition of John Redoubt of London shewing that he is prosecuted by one Goupy for a parcel of goods left in his shop by a kinsman and the Treasury Lords directed stay of process as being a hard case and the Attorney General has awarded 50l. to the informer but Goupy refuses to comply therewith: therefore praying a stay of further proceedings. Same to the Agents for Taxes of the petition of Samuel Meade, shewing that he was Collector of Land Tax, Capitation Tax and other Duties for 1697 for part of the parish of Standon Co. Herts and has paid, in his own wrong, 18l. 13s. 10d.: that Richard Lawrence and Thomas Surridge, collectors for other part of the said town, have in their hands several sums of the said taxes above what they have returned into the Exchequer thereon, which petitioner can make appear; therefore praying to be paid the above sum out of such moneys as he shall so make appear.
