The Treasury Lords to the Lords Justices of Ireland. We have laid
before the King yours of Jan. 7 last concerning points in the adjusting
the accounts of the Forces in Ireland. The King's pleasure thereon
is as follows:— |
|
(1) As to the subsistence of the Foot from 1 Jan. 1691–2 to 1692
March 31 (which is alleged to have been paid for that time by the
Cols. for 3 serjeants 2 drums and 60 private soldiers in each Company
because the Establishment which reduced same to 2 sergeants 1
drum and 50 men per Company did not arrive in Ireland till 1692
April), as timely notice was given of that Establishment the King
will only allow according to the actual muster rolls, "his Majesty
judging it a very great neglect that those muster rolls are not at
hand and very unlikely that they should be all lost, since by the
rules for mustering the Forces there ought to have been 3 authentic
muster rolls of each Company signed at each muster, one for the
Paymaster, one for the Commissary and [one] to remain with each
Company in the army. |
|
(2) You are to give warrant to the Treasurer or Paymaster
of the Army to make good to the Forces one day's pay more than is
allowed upon the establishment for 1692 and 1696 to answer the
29th day of February in those years as Leap years. |
|
(3) As to the clearing the four Regiments raised in 1694 the King
gave order Jan. 18 last as to that of Col. George Villiers raised by
Sir Richard Atkins. The same order is to apply to the other 3
Regiments raised by Lord Mountjoy, Lord Charlemont and Col.
Courthop so far as they shall appear by proper vouchers to have been
raised and subsisted in England. |

(4) The Regiments lately disbanded are to be paid for the days
on which they were broke. The Ordnance charge against each
Regiment is to be laid before the King who will decide what part
thereof shall be borne by the Regiment. |
|
(5) As to the additional sergeant, drum and 10 men to each
Company of Col. Mitchelburn's late Regiment alleged to have been
transported to Chester when the Regiment was ordered for England
and to have remained there some time upon English subsistence
until countermanded, English subsistence is to be allowed upon
sufficient vouchers being produced. |

(6) The Forces are to be charged with provisions furnished for
them on board ship during their passage to and from Ireland at the
usual rates viz., 12d. a day for each Trooper and his horse; 9d. a
day for each Dragoon and his horse; 4d. a day for each foot soldier
and proportionably for the officers' horses and servants. You are to
receive an account hereof from the Transports Commissioners.

to divide and deliver to each Regiment a copy of the names of those

of such [arrear] assignments as are yet unsatisfied are chargeable
on the year 1697 as well as those that are given for the [clothing]

Treasury reference to the Customs Commissioners of the petition
of Randolph Knipe et al on behalf of the owners of the ship Fortune
of Narva shewing that John Russell, her master, contracted with Mr.
Riggs to go to Dram [Drammen] in Norway for masts etc. to be
delivered at Portsmouth, whereupon she is seized etc. ut supra, p. 286
and on a petition for a non pros as to the King's part the owners had
a writ of delivery out of the Exchequer to put them in possession of
said ship, but Russell having privately entered a claim to the said
ship moved to be admitted to his said claim alleging same to be long
to English owners whereon the Court ordered him to be admitted to
his claim and the right of the seizure to be tried last term. Whereupon
a verdict was obtained for the King and the seizing officer, whereby
the King is entitled to a moiety of the said forfeiture notwithstanding
the former favour granted to them the owners: therefore praying
a further direction to the Attorney General to non pros for the said
