Royal warrant, dated Kensington, under the King's sign manual to the Clerk of the Signet for a privy seal to authorise the Treasury to take in loans, not exceeding 800,000l. in all, on the Exchequer in General on the Act [10 William, c. 1] for Disbanding the Army: at 7 per cent.: to be registered in course as provided in said Act. Royal warrant to the Lords Justices of Ireland for a patent to pass the great seal of Ireland for a grant to Capt. Richard Fitzpatrick of all the Crown's right and title in the estate which belonged to Barnaby, Lord of Upper Ossory or Bryan, late Lord of Upper Ossory and descended to James Fitzpatrick and is become forfeited by his outlawry or attainder: to hold to the said Richard his heirs etc. for ever as of the Castle of Dublin in free and common socage but charged with the payment of 25l. per an. to Dorothy Lady Dowager of Upper Ossory relict of Lord Barnaby for life: the said Richard having petitioned shewing that in consideration of the circumstances and sufferings of Bryan late Baron of Upper Ossory the King ordered the reversal of the outlawry against his deceased uncle Barnaby Lord of Upper Ossory which was accordingly done and Bryan was restored to said estate but died without issue within 3 months thereafter and before he received anything thereout: whereby in course of law the said estate ought to come to one James Fitzpatrick who is now and for some years past has been in the French service, by means whereof the said estate is again forfeited: and that petitioner being nearly related to the said Bryan did lay out more than the value of the estate in supporting " his" [Bryan's] poor mother and sisters and in getting him restored: and that said estate was formerly set for 25l. per an. and is not now worth more than 60l. per an. Feb. 1. Same to same for a same for a grant to Major General William Steuart of the forfeited lands as follows for 99 years at the quit and crown rents payable thereout at the time of the forfeiture: together with the arrears and mesne profits thereof: all by reason that on stating the accounts of the said Steuart's Regiment to 1691 Dec. 31 the sum of 6905l. 3s. 3d. remains due to it for the service in Ireland, of which 3537l. 12s. 8d. is due to said Steuart including 2097l. which he advanced in ready money to subsist the officers and soldiers under him for which sum he pays 10 per cent. interest in Ireland and further he underwent great loss in discounting the tallies which were given him for the clothing of his Regiment, making his debt in all to above 7500l. as well as the loss of his right arm in the service there and his chargeable expedition into Spain and afterwards into Ireland to regulate the army and militia and review the forts and garrisons when an invasion was threatened from France.

William Lowndes to the Auditor of the Receipt to issue 12864l. 2s. 0d. (out of the Civil List moneys) to Edward Nicholas for the service of the late Queen's servants and family viz.: 10,709l. 2s. 6d. to to clear the servants in her establishment for 3 quarters to 1697 Xmas and 2154l. 19s. 0d. for 1698 June 24 quarter on the list of yearly charities given by her. Same to Sir John Talbot. Mr. Topham has paid the purchase money for 2 fee farm rents in Berks. amounting to 14l. 5s. 3d. per an. You refuse to execute the Commission alleging that all such fee farm rents as remain unsold should be reserved for reprisals and as a security for the covenants of the [Fee Farm] Trustees. My Lords think he ought to have his conveyances. But before any more [such] rents are conveyed by you my Lords desire you to represent what rents have been doubly conveyed so that care may be taken of reprisals. Out Letters (General) XVI, p. 82.

Same to the Agents for Taxes enclosing a representation [missing] from the [Assessment] Commissioners of the Land Tax for Co. Devon to the Treasury Lords touching a deficiency in an assessment of the Hundred of Clifton and the contempt of certain assessors shown to the said Commissioners' warrant for re-assessing same. You are to advise with the Attorney or Solicitor General thereon and particularly as to the fine therein mentioned to be imposed on the said assessors but without naming them, whether the same be sufficient to ground process against them. Feb. 4. Same to the Attorney General to report on the enclosed petition [missing] of the King's servants belonging to the Castle and Forest of Windsor praying that their several pensions, fees and salaries may be paid them as usual out of the revenue of that Castle, "the Receiver of that revenue not having paid any money to the petitioners since Michaelmas 1697, alleging the same to be lately granted away." Treasury warrant to Thomas Neale, Master and Worker of the Mint, to pay 229l. 14s. 2d. to Robert Yate (Yates) for disbursements in taking into the Mint at Bristol from several private importers divers parcels of old hammered silver money and wrought plate to be coined after the 4th of Nov. 1696 and for salaries and allowances to officers employed in melting, paying out and accounting for same.

Treasury reference to the Excise Commissioners of the petition of Matthew Deane, shewing that he was bound for Thomas Smith, late exciseman at Baldock in Herts. who was turned out and petitioner is charged with a debt of 20l. to the King as surety and is thrown into Wood Street Compter: therefore praying in consideration of his poverty that bills due to petitioner for quartering soldiers may be accepted for the said debt. Same to Henry Baker of the case of John Jemmet gent plaintiff against Nicholas Miles defendant for lading 400 weight of wool for transportation for which he hath forfeited 600l.: Miles to prove himself not guilty says there was wool carried over his land being near the sea but he was not there and brings Mary Chalker and William Cleave to prove that he was not from home the day (viz., 12 Nov. 1697) that the wool was shipped, and can prove that for 3 years past he has sold his wool to John Humphrey of Hastings. William Lowndes to the Agents for Taxes to write to the respective Receivers of Taxes not to take any guineas, that are not yet collected, at more than 21s. 6d. each and to be careful on this occasion that no fraud be committed against the King or country "for that they may expect a narrow scrutiny will be made into their respective behaviours in this matter." (The like directions to the Commissioners of Excise, Glass Duty and Customs respectively, the Receiver General of the Post Office and the Receiver of the Stamp Office, and to Mr. Montague, Auditor of the Receipt for the four Tellers.) Royal warrant to the Lords Justices of Ireland for a patent to pass the great seal of Ireland to grant to John Ellis for ever the estate of William Ellis forfeited to the Crown: all in consideration of many good and acceptable services: to be held as of the Castle of Dublin in free and common socage: the said John having petitioned shewing that when he was in Ireland in 1688 his brother William became indebted to him in 1200l. sterling, which with interest now amounts to double, for the security whereof John has only penal bonds not being able to great real securities perfected by reason of coming to England with design to serve the King: on which petition the Revenue Commissioners, Ireland have reported as in the Lords Justices' report of 1698–7 Feb. 15 viz. that the said William's estate has been continually in the hands of creditors since the forfeiture and no profits have arisen thereout to the Crown; that the yearly value is 726l. 3s. 0d., quit rent 104l. 12s. 0d., and the yearly interest of incumbrances 318l. 10s. 0d. besides petitioner's debt Out Letters (Ireland) VII, pp. 484–5.

Lanesborough from the arrear of 162l. 7s. 10½d. remaining due for the lands of Drummaheir and Cornegillah at the 25th Dec. 1688 as charged in the accounts of Richard Philips, late collector of quit and crown rents in Co. Leitrim, viz. 167l. 2s. 2d. on the manor of Drummaheir for 2 years' crown rent etc., 37l. 1s. 3d. for 2½ years on the lands of Cornegillagh; concerning which arrear Brigadier Wynn, since deceased, then tenant to the said lands assured the said viscount he had paid same but in the hurry of the late troubles had lost the receipt except one for the half year ended at Xmas 1687 which reduced the said arrear to 162l. 17s. 10½d.
