of ships &c.: it appearing that said Culpeper of Bastow Co. Surrey
bart, paid 2000l. into the Receipt 1694 June 28 on the Act for said
Duty of Tonnage &c. and thereby became entitled to said annuity:
and by the Act for enlarging the times for purchase of annuities
Edward Dutton Colt of the parish of St. James's Middlesex paid
1260l. into the Receipt 1695–6 Feb. 6 in consideration whereof he
is entitled to the aforesaid annuity in reversion of the life of said
Culpeper for 96 years from 1695–6 Jan. 25: and the said Culpeper
and Colt have agreed to assign their interests to Isaac Battaile of
St. Martin's in the Fields to the extent of 80l. per an. part of the said
280l. per an.: in order therefore that each assignor may have in his
hands a proper tally and order to entitle him to the receipt and be
able to give a legal title thereto to said Battaile the separate tallies
and orders as above [for 2000l. and 1260l.] are to be taken in and
fresh tallies are to be given out, to wit two tallies of 1428l. 12s. 0d.
and 571l. 8s. 0d. to Culpeper of the same date as his 2000l. tally and
of 900l. and 360l. to Colt of the same date as his 1260l. tally; and
two orders are to be drawn one for 200l. per an. and one for 80l.

and Richard Bigg from accompting for or paying the port of letters
as follows on their paying their rent from the beginning to the end
of their farm: it appearing that they are farmers for 3 years from
1687 Lady Day of a Branch of the Post Office which includes several
towns and places in Cos. Herts, Bucks and Warwick at a rent of
950l. for the first year and 1000l. for the second and 1000l. for the
third year and are obliged by their contract to accompt to the General
Post Office for the port of all letters coming from beyond sea or from
Scotland to London for towns within their farm and they have
represented that they did not apprehend the consequence of this
when they took the farm and if obliged thereto shall be unavoidably
ruined: upon which the Postmasters General reported the 6th inst.
that the said farmers are accomptable for both the Country and
Foreign port and that it will be a hardship to oblige them to it because
in the computation by which they took that branch the Country
and Foreign port were actually included and on examining the
accompt it appears they will be considerable losers, and that without
same the King receives more from the farm than was ever made of
said branch and farther that the said farmers have been careful
and industrious in the management thereof to the great satisfaction

Prefixing: the Surveyor General's report on said Topham's petition
for said grant supra p. 225. The tenement was granted in lease in 1684
to Mary Helhouse widow for 14 years from 1701 at 4l. 5s. 4d. per an.
She assigned to petitioner and he obtained a new lease in March 1696–7
for 12 years more at the same rent. I value a grant of the inheritance
at the fee farm rent of 5s. 4d. at 180l. The former wood ground
called Avelyn's Grove is held by Thomas Wardham for 3 years from
1699 at 5s. per an. rent. The ground is 12 acres in extent. The
wood has been rooted up many years ago and converted to arable
and is now let for 6l. a year. I estimate the reversion in fee under
5s. rent at 104l. As to the land to be laid into the avenue I find that
John Darnell was heretofore in possession of 3 closes containing 6
acres by lease from the Dean and Chapter of Windsor for 21 years
from 1676 Michaelmas at 4l. per an. rent. Of this the lease of
about 4 acres lying within the Avenue was purchased by the Crown
from Darnell in 1683 for 72l. The whole lease was renewed to
petitioner at Michaelmas last. He now offers to assign the lease
as to the said 4 acres (which are very good pasture or meadow
valued at 40s. an acre) for 104l. Petitioner was very ready (for accomodating the King in his design of enlarging [Windsor] Little Park)
to part with some lands held by him in Mill Mead and Datched Mead
and to accept in exchange two closes of Shaw farm. But he now
desires that four small pieces of land on the sides of the avenue (which
were purchased for that purposes but lie without the pale) may likewise be granted to him. They make not an acre together and I value

James I's time for 3 lives, of which the last, Humphry Mitchell, died

in petitioner by assignment. They have been esteemed worth 50l.
per an. but by reason of the great increase of the deer the lands in
the Forest have become of less value than formerly and the rest of

Report to the King from the Treasury Lords on the petitions of
Lieut. Col. Vaughan and Mris. Hellen Vaughan, the former praying
that an order for him to pay 150l. per an. to a certain woman out of
300l. per an. granted to him may be taken off, the latter praying leave
to prove herself his lawful wife. The privy seal granting said
pension in 1692 states that it is in consideration of 3050l. due from
your Majesty to said Lieut. Col. and for other good causes and
considerations but Mris. Vaughan's counsel alleges that same was
bounty for service and not for debt and a certificate of Mr. Sadler
(agent to [the Regiment] of Lord Salisbury) shows that no money
was due to said Lieut. Col. for clothing (viz. for clothing furnished
by Mr. Coleby, since deceased, on said Vaughan's credit, no proof
of which has been discovered); and it is further alleged by Mr.
Webb that Lord Salisbury's Regiment was raised by Independent
Troops which were clothed before the date of Vaughan's commission;
that Vaughan took out Lord Salisbury's commission just as your
Majesty landed in the West and upon taking out the money for
clearing the Regiment Vaughan produced letters of attorney for
234l. 13s. 0d., which he received for several officers together with his
own pay and then had no further demand on account of that
Regiment. Vaughan's counsel allege he undertook for 106 of the
troopers of the Regiment and brought them in with their horses
and clothes and that those horses were bought with his money and
credit, and a Mr. Laughton certifies that he lent him 1200l. which
he heard was for clothing; and Lieut. Col. Billingsley says he
engaged for 500l. for Vaughan to the said Mr. Coleby and Mr. Michael
Cope one of the Farmers of the Lotteries certifies that the said 300l.
per an. has not always been paid to Vaughan but sometimes to
assigns. Mris. Hellen Vaughan's counsel alleges that she is his lawful
wife and brought him a portion, has two children by him and lived
seven years with him and that final sentence was given by the
