Treasury reference to the Agents for Taxes of the petition of
Thomas Richards, late Receiver General for Co. Herts, shewing that
John Gape junr., one of his sureties, has seized all petitioner's estate
into the King's hands and continues the prosecution of same and
will not permit him to receive his rents which are in danger of being
lost, notwithstanding that petitioner hath in the Exchequer and in
said Gape's hands more than the 2400l. which appears due to the
King according to the account stated by Auditor Aldworth; that
petitioner is suing Mr. Gape's brother in law (whom this continued
prosecution is to shelter) for money gotten of collectors and justly
due to petitioner; and that he is not able to support his family

Treasury warrant to the Excise Commissioners to repay to Excise
officers of not more than 100l. per an. salary their assessments to
the [second] 3s. Aid [imposed by the Act 9 Wm. III, c. 10.] Money

Same to same to allow in account to the several collectors of Excise
the several sums mentioned "in the annexed paper" [missing] as
deficient: the said Commissioners having represented by their
memorial of June 20 last that in pursuance of the Treasury warrant
of 1697 Sept. 9 the sum of 1746l. 4s. 10d. received by Excise collectors
part by tale and part by weight at 5s. 8d. and 5s. 2d. per ounce not
standard was melted down and made into sterling in presence of
Sir Stephen Evance, one of the Excise Commissioners, and when
coined by the mill and press did produce but 1276l. 17s. 6d. whereof
51l. 18s. 4d. was deducted for charges of the Mint and 1224l. 19s. 2d.
was paid to Mr. Hall, Excise Cashier; thus producing a deficiency
of 520l. 15s. 7d., which they prayed to be placed to the account of
incidents or to be allowed to the respective collectors according to
the proportions set down in the said paper. Ibid, p. 155. |

by receiving gold money as follows: the said Commissioners having
represented in their memorial of July 22 last that between Xmas
1694 and Lady day 1696 several such collectors received guineas
and other species of gold coin at several rates then current which
they could not put off at the same rates; and they have made
affidavit that they made no advantage to themselves thereby;
"a list of which collectors is hereto annexed" [missing] with the
quantities of gold received; and the loss they sustained thereby is

of Thomas Everard in behalf of himself and others, owners of the
Griffin frigate of Southampton, 56 tons, which in 1691, after the
surrender of Limerick, was hired by General Ginkell for transporting
the Irish Forces to France, and in her return by stress of weather
she was lost at sea, the master and some of her men being taken up
by a French man of war; and that 356l. 1s. 6d. was due to petitioners
for freight and the value of the ship, which sum is included in a list
of Transport Debts and is part of a sum mentioned in a late Act of
Parliament [8–9 Wm. III, c. 25]: therefore praying directions to the
Transport Commissioners to grant a debenture for said sum so that

have been in the Receivers General in not examining the produce
and duplicates of the Duties on Marriages &c. and in failing to attend
the receipts of the same as directed by the Act [9 Wm. III, c. 32]
for preventing frauds in the Duties on Marriages &c. and on Houses;
and that thereby the amount of said Duties has fallen considerably
short of what might be reasonably expected. We strictly require
you to observe the provisions of said Act and to pay in forthwith
all your receipts. |

3s. Aid and the first payment on the Quarterly Poll. (The like

Report to the Lords Justices from the Treasury Lords on the
annexed papers [missing] concerning Nicholas Green who was
arrested at Dublin on an action against him in the King's name for
fraudulently sending into France a ship laden with provisions on
the King's account. Neither Green nor any one on his behalf has
appeared before us. We have discoursed the matter with the
Attorney General and the Victualling Commissioners who ordered
the freighting of the ship with provisions and who directed the
prosecution of Green. We are induced to think him a very ill man
and that he with others contrived the carrying away the said ship
and that he should be prosecuted effectually for the value of the
