Treasury warrant to the Postmasters General to cause such boats to be made use of for carrying the mails between England and Holland as were used before the late war; it having been necessary during the war for the safety of the mails to establish such sorts of vessels as required a greater number of hands to sail them and consequently were more expense than those employed in time of peace. Same to the Customs Commissioners to permit Gilbert Heathcote to ship out from London port goods to an equal value in Customs to those lost in his ship Gabriel; he having lately built at Shoreham in Chichester port a ship called the Gilbert of London, Abraham Cole master, and sent her [in] lading from London coastwise and entered same outwards and paid Duty thereon at Chichester but same was captured by the enemy in her voyage to Guinea and made prize: all by reason that though by law such allowance can only be made in the port of entry, the said Heathcote will not probably have the like opportunity of shipping out goods in that port of Chichester. The Treasury Lords to the Justices of the Peace for Co. Pembroke. Regard has not been had in your county to the survey made by Mr. Grant for the Duties on Houses pursuant to the Act; nor has the opinion of the King's learned Counsel had any weight with you on points that may seem doubtful to you in relation to the said assessments though the same has been useful to and observed by the Commissioners acting in the several counties of England. We desire you to give all assistance to the officer for the just improvement of that Duty and not give opinions prejudicial to his Majesty's service and directly repugnant to the intention of the Act and to the practices of all other Commissioners therof. Same to Sir Richard Musgrave, Anthony Hutton Esq. and John Foster Esq., Justices of the Peace for Co. Cumberland. The books of assessments upon houses and upon marriages &c. are not yet signed and settled for the Cumberland and Eskdale Wards in your County by reason of the want of justices in those Wards: whereby the collection of those Duties is altogether omitted. Please apply and pay same for the course of the Navy and Yards as follows viz. that the whole interest due on the said tallies to April 6 last be computed and that out of it there be allowed to the persons who receive the said tallies after the rate of 24l. with every 100l. principal but the overplus of the interest above the said 24 per cent due to April 6 is to be reckoned and paid to them as principal money: and in regard of the said allowance of 24l. per cent you are to take care that no part of the 6 per cent interest [earned or] running on any of the Navy Bills, which shall be satisfied or discharged in pursuance hereof, be paid or allowed thereupon. Money warrant for 30l. to William East Esq., Clerk of the Estreats in the Court of Common Pleas, for 1½ years to 1698 Lady day on his allowance of 20l. per an. Money Book XIV, p. 76.
Treasury warrant to the Receipt for transferring to the Land Tax [the second 3s. Aid as by 9 Wm. III, c. 10] certain deficiencies as follows as directed by the Act for the said Land Tax: viz. so much as on the 16th April 1698 should remain due and unsatisfied of the sum of 255,663l. 5s. 8d. for clearing several annuities incurred between 17 May 1696 and 17 May 1697 and which should have been paid out of the 5–7ths of the late Duties on Tunnage [see supra p. 154–5] and out of the 2–7ths of the same and out of Duties on Salt, on which three heads the deficiencies respectively are certified to be 100,000l., 31,911l. 14s. 10d. and 97,784l. 10s. 0d. or in all 229,776l. 4s. 10d.
In accordance with the directions of the said Act therefore, money orders are hereby to be drawn for paying the said 100,000l. to the Bank of England; the said 31,911l. 14s. 10d. to Sir Robert Howard Auditor of the Receipt [to be employed by him so as] to complete the satisfaction of the said arrears of annuities payable out of the said 2–7ths; and the said 97,784l. 10s. 0d. to Richard Taylor as imprest to complete the satisfaction of the Lottery tickets payable out of the said Salt Duties within said period.
The abovesaid money orders are to be registered on the Register appointed by the abovesaid Act next after 850,000l. loans as therein and are to be accordingly paid without interest as the Act directs.
Furthermore divers orders have been drawn and registered on the Salt Duties on account of the abovesaid arrears to wit for 100,000l. to the Bank of England; for 20,000l. to William Burton for arrears of annuities on the 2–7ths; and for 120,000l. to William Knight for arrears on the Salt Lottery tickets; no part of which orders or the interest thereon has hitherto been satisfied. The said orders are hereby to be taken in and vacated, with the tallies and foils or counter tallies thereof and effectual entries or memoranda thereof are to be made in the records of the Receipt.

Treasury reference to Charles Twitty of the petition of John Holland praying to be relieved in [the matter of] a half yearly payment of three annuity orders of 14l. per cent. which is shared among the rest of the survivors by reason certificates were not lodged (in the Office for Paying the said Annuities) attesting the persons in the said order being living (according to the directions of the Act of Parliament) though the petitioner sent up regular certificates to his agent in town who has testified he delivered the same into the said Office. Same to same for a pension of 8s. a day to James Du Borda as late a Lieut.-Col. of Foot: the said pension having been inserted on the Military List of French pensioners on the Establishment of Ireland and thereon 162l. was by the royal sign manual of 1695 May 4 ordered to be paid to him in satisfaction thereof to 1694 April 1 from which date the said pension was thereby to be removed from the Irish Establishment and he was in lieu thereof to receive a pension of 5s. a day paid him by the Paymaster of the Forces England; but no payments have been made him thereon and it is the King's intention that he be replaced on the Irish Establishment for the said former pension of 8s. a day. Treasury warrant to the Customs Commissioners to permit the wines of James de Peygrove as follows to be condemned on an information in the Exchequer Court and to be sold by inch of candle, with one moiety of the proceeds to the King and the other moiety to the proprietors: the said Peygrove having petitioned shewing that the ship Paradise, a Dutch ship, Simon Brinn master, on her way from France to Holland laden with white wine for Amsterdam was by bad weather forced on the Goodwin sands about Christmas last and the master and company were drowned &c. ut supra p. 321; the ship and goods having remained ever since in a spoiling condition at Sandwich during a controversy in the Admiralty Court whether the ship and her lading was a wreck of the sea or not, which controversy is now determined in favour of the proprietors to whom the ship and her lading are adjudged to be restored, paying salvage, whereupon the Customs Commissioners proposed his refitting the ship to carry away the wines but as the same is so damnified and he so unable to bear the costs of the suit and of refitting &c. that he has offered as a last expedient to consent to a condemnation of same on conditions of dividing the proceeds as above.
