March 16. Royal warrant under the King's sign manual dated Kensington for the issue of 50799l. 12s. 9½d. to the Trustees for Exchequer Bills which sum (together with 735l. overpaid for their 10 per cent reward or interest on the subscriptions to the Second Contract for circulating the said Bills; and 237l. 7s. 2½d. for a like overpayment on the sum of 2707l. 16s. 6d. lately issued to them under the royal sign manual of Jan. 12 last supra p. 219–220) will complete 51772l. being 10 per cent interest or reward on 517720l. subscribed on the Third Contract for the exchanging and circulating the 1,500,000l. of said Bills as by the Act for the 3s. Aid and the 1,200,000l. of said Bills as by the Act for the Further Subsidy [8–9 Wm. III. c. 24]: to be issued out of such of the said Bills as shall be lent upon credit of the Exchequer in General: to be as imprest and to be paid by the said Trustees to the respective subscribers. Same to the Clerk of the Signet for a privy seal for 1200l. per an. to Ralph Grey Esq. as Capt. General and Governor in chief of Barbados for his support in that employment: to be paid out of the profits of the Four and a Half per cent. Duty arising within the said island by the hands of the Receivers thereof within the said island out of the goods of the said Duty [payments in the form of goods for the said Duty] at the price current on the place or if need be out of the profits of the said Duty in the Exchequer, England: to be paid as from July 24 last and the first two quarters thereon to be paid forthwith. Governor and Commander in Chief of the Bermudas or Summer Islands in America: it being signified to him by the King's instructions that he should take to himself 12 shares of land there at the value of 60l. per an. and the profits arising by licences granted for the fishing for whales at the value of 100l. per an. and that he should have [the abovesaid] 240l. per an. more out of such revenue as the King should appoint: same is hereby to be paid out of unappropriated moneys in the Exchequer. Royal warrant to the Earl of Ranelagh to place on the present and all future Establishments of the Forces England the several allowances of 160l. per an. to the Constable of Dover Castle and 50l. per an. to Sir Basill Dixwell as Lieutenant of the said Castle: to be payable quarterly as from Lady day last [1697] during pleasure: and thereupon to pay said Dixwell 37l. 10s. 0d. for three quarters hereon to Xmas last: all by reason that the said 160l. per an. hitherto payable out of the Crown revenues in Co. Kent and the said 50l. per an. granted by the privy seal of 1697 April 9 to be payable out of the profits of the manor of Reigate have been paid no further than Lady day last and cannot [any more] be paid out of the said revenues because the said revenues are overcharged [for fixed county charges, &c. the sale of fee farm rents of the Crown having reduced said revenue] as is certified by Auditor Henry Shales. March 16. Treasury warrant to the [Principal] Commissioners of Prizes to give allowance to Capt. James Moody of 203l. 10s. 0d. being part of the sum by him paid to Sir George Rook ut supra p. 212; the said Commissioners having reported Mar. 14 inst that Moody's account of the sale of the two prizes in question came to 470l. 4s. 0d. for which he has given security to be answerable when demanded, of which he remitted 328l. 10s. 0d. to Rook who has accounted for 203l. 10s. 0d. thereof to the Navy Office, which is the sum Moody craves allowance of; which sum may be placed to account of the thirds payable to the Treasurer of the Navy out of the proceed of prizes. Same to same to take from the Principal Commissioners of Prizes, or from purchasers under them, only such Duties for prizes as have been hitherto taken: the said Principal Commissioners having represented by their memorial of the 7th inst that you have laid a stop on the cargo of several prize ships which are ordered by them to be sold (but said orders since repealed) on pretence that if the said cargoes should be restored either by the Lords of Appeal or by the Admiralty Court they ought to be subjected to pay the Duty of Aliens (the ships not being condemned) as well as the Additional Duty on French goods; and that if these Duties are insisted upon, contrary to all former practice, the captors will be brought in debt, [and] the merchants [will be] injured in their former bargains, for which the Prizes Commissioners are liable to be sued and the remainder (being 1000 tons) left unsold which must consequently perish though otherways would pay the King about 30000l.: upon which matter we the Treasury Lords after advising with you the Customs Commissioners see no reason why the Prizes Commissioners or those that buy of them should pay the Aliens' Duty or the 25l. per ton on French goods. Low, late of Bristol tobacconist from the debt of 762l. 6s. 2d. due from her said husband on tobacco bonds on her paying 200l. composition, her husband having left her insolvent and in a most calamitous condition by reason of losses at sea in the war. Royal warrant under the King's sign manual dated Kensington to the Lords Justices of Ireland, to direct the payment of 25,000l. for the building of barracks in Ireland in accordance with the Act of Parliament, Ireland, granting an Additional Duty on tobacco &c.: "which being an extraordinary charge for which no provision is made by the establishment" cannot be regularly issued except by authority of a royal warrant. Same to same to insert on the Civil List of the present and all future Establishments of Ireland a pension of 200l. per an. during pleasure to George Fitzgerald, son of Capt. Robert Fitzgerald late Comptroller of the Musters, Ireland lately deceased, the Lords Justices having proposed by their letter of Feb. 14 last a saving of 465l. per an. by the suppressing of the said office for the future but it appearing that the patent for the said office still remains in force for another life viz. to the son of the deceased but the said son being willing to surrender in return for pension as above payable during pleasure. William Lowndes to the Agents for Taxes to report on the enclosed memorial [missing] complaining against Mr. Jenkins, Deputy to the Receiver General for Co. Cornwall, that he came to receive money very much in drink and refused guineas at 22s. and hammered money at 5s. 2d. an ounce [being the same rate] as the Collectors had received it. Treasury reference to the Customs Commissioners of the petition of the Mayor and burgesses of Newcastle praying a reversionary grant of the office of Tronor and Peisor in the said town. Reference Book VII, p. 259.

Same to the Surveyor General of Crown Lands of the petition of Isaac Garner shewing that James II granted to Mary Rosse, spinster, three several tenements parcel of the manor of Bonialva and Duchy of Cornwall for 99 years terminable on the lives of her and Thomas Le Feure and the said Mary has mortgaged to petitioner and is willing to surrender: therefore praying a new lease.
