Dec. 11. William Lowndes to the Auditor of the Receipt to issue 29l. 15s. 4d. to the Earl of Ranelagh on the unsatisfied order in his name as Paymaster of the Forces: to be issued out of money remaining in the Exchequer for the rent of Hackney coaches: and is intended to be paid over to Cha. Badham, Chaplain to Brigadier Windham's Regiment, to clear his subsistence to the time he was discharged. Disposition Book XIV, p. 138.
Same to the Navy Commissioners to assign (out of the Exchequer Bills remaining in the Navy Treasurer's hands for wages) a fortnight's subsistence to be paid to the soldiers of each of the two Marine Regiments. Ibid, p. 139.

Dec. 12. Treasury reference to the Attorney General of the petition of Thomas Tayloe [Taylor] ut supra p. 172, together with the Customs Commissioners' report thereon. The Attorney General is to report whether the King can discharge or stop this process without making good the debt found by inquisition [to be due] to the collector. Reference Book VII, p. 255.
Dec. 13. Treasury warrant to Edward Wharton, Receiver General of the rents of Hackney Coaches, to pay 24l. 6s. 0d. to Robert George, administrator of John Rawkins, late Receiver General of the said revenue, as an allowance for the charge of passing the said Rawkins' account which was declared 1696 Oct. 1. William Lowndes to the Customs Commissioners to report on the enclosed letter [missing] of Mr. Secretary Vernon of the 10th inst. to the Treasury Lords relating to goods which were saved out of the ship St. Christo lately cast away near Rye. Out Letters (General) XV, p. 403.

Dec. 13. Treasury reference to Samuel Travers, Surveyor General of Crown Lands, of the petition of the Lord Mayor and aldermen &c. of London praying a new lease for 31 years of a house called the Lord Mayor's Bargehouse, parcel of the manor of Kennington, at the yearly rent of 10l. Reference Book VII, p. 247.
Same to the Agents for Taxes of the petition of Ralph Williamson, Receiver General of the Duties on marriages, &c. and on Houses for Cos. York, Durham and Northumberland, shewing that he is at great charge in collecting those Duties and the allowance to him by Act of Parliament is very small being 2d. in the £ and that for the future it cannot be done under 12d. per £: therefore praying to be at a certainty for his allowances for the future by way of salary or otherwise. Ibid.
Same to the Postmaster General of the petition of Henry Finch, postmaster at Sandwich, shewing that in May 1696 he sent in the Sandwich bag to the General Post Office in London 12l. of money received by him for postage [of] letters; which never came to their hands: therefore praying to be allowed same in his account and also 4l. 12s. 0d. loss by the sum of 55l. 3s. 6d. sent up by a master of a hoy before 1696 Nov. 18 which came not to the General Post Office in London before Dec. 18 [and therefore late for allowance] "as the Act directs." Dec. 14. William Lowndes to the Auditor of the Receipt to issue 750l. 18s. 6d. to the Earl of Ranelagh [on the unsatisfied order in his name as Paymaster of the Forces]: to be issued out of loans in Exchequer Bills on credit of the Exchequer in General: to be applied as follows

Treasury warrant to the Receipt to issue 33600l. to the Earl of Portland for the service of the Privy Purse: to be issued by levying tallies as follows viz., 12800l. on Humphry Hetherington Esq. for the purchase money of divers fee farm rents to the value of 800l. per an.; 11200l. on Richard Adney for the purchase of other fee farm rents to the value of 700l. per an.; 9600l. on Samuell Newton for the purchase of fee farm rents to the value of 600l. per an. Same to the Auditor of the Receipt to issue 2000l. in Exchequer Bills to the Earl of Orford, on the unsatisfied order in his name as Navy Treasurer: as imprest: and is intended for wages to seamen. Ibid, p. 140.
William Lowndes to Mr. Henry Baker. It is the King's pleasure that Capt. Fisher shall have an allowance of 4l. a week paid him in like manner with Mr. Porter and others. My Lords direct you to pay it to him from the 11th inst. Out Letters (General) XV, p. 404.
Dec. 14. Treasury approval, and swearing in, of Robert Presgrave as first clerk in the Office of Guy Palmes Esq. one of the four Tellers of the Receipt.
Prefixing: said Palmes's presentation of said Presgrave to the Treasury Lords for approval. Warrants not Relating to Money XV, p. 428.
Treasury warrant to the Surveyor General of Crown Lands for a particular of the Hundred or Bailiwick of Mere, Co. Wilts (belonging to the Duchy of Cornwall) in order to a lease thereof to Sir Matthew Andrews for 31 years from Sept. 29 last at the old rent of 8l. 12s. 11d. per an.
Prefixing: said Surveyor's report on said Andrews' petition for same. The premises were granted in Charles I's time to Thomas Fisher gent. for a term of years which expired during the late troubles before 1660. They remained in [the Crown's] hand till 1666 and no profit made thereof. On Dec. 8 1666 Sir Jno. Coventry obtained a grant under the Exchequer seal for 31 years at the old rent as above. This rent is unpaid for 5 years past. The profits of this Hundred or Bailiwick were estimated by the Parliament's Surveyors in 1650 at 7l. 13s. 4d. per an. which was under the rent. They are worth less now, but being a royalty (rather honourable than profitable) adjoining to the petitioner's estate at Mere he is desirous to have a new lease. Ibid, pp. 428–9.

Royal warrant under the King's sign manual, dated Kensington to the Treasury Lords to pay 230l. to Paul Foley Esq. for 46 days Oct. 28 last to Dec. 13 inst. on his 5l. a day as Speaker of the House of Commons. Treasury warrant dormant to Richard Hutchinson, Customs Cashier, to pay the annuity or yearly rent of 400l. to Elizabeth Tillotson, relict of the late Archbishop of Canterbury: out of the revenue of the Four and a Half per cent. Duty arising at Barbados and in the Leeward Islands. Money Book XIII, p. 408.
Same to same to pay the salary of 52l. per an. to Nicho. Raynton as a King's waiter London port. Ibid.

William Lowndes to the Earl of Romney [Master General of the Ordnance]. My Lords are informed that the ground called Poopans, upon which Clifford Fort upon the Tyne was built in 1672, did belong to George Milburne and that neither he nor any persons for him have received any satisfaction for the same. Dec. 15. Treasury reference to the Customs Commissioners of the petition of Benjamin Dennis shewing that he has in his time paid 30,000l. in Customs; that about three years since he was summoned by the said Commissioners to pay his debt and in order thereto paid 1000l. in money and soon after delivered into their hands 90 butts of wine worth about 1200l. which sank his debt to about 15,000l.; that in his trade with Spain he hath met with great losses at sea which make him unable to pay his debt: therefore praying stay of proceedings. Royal warrant under the King's sign manual dated Kensington, to the Lords Justices, Ireland for payment of 350l. to Col. Maurice Hussey in arrear to him under the grant dated 1672 May 22 to Capt. Wilson in trust for the said Hussey of a pension of 200l. per an. for eight years out of the revenue of Ireland, which arrear the King is pleased should be satisfied. [?] The Treasury Lords to same to report on the enclosed petition [missing] of Robert Hodge shewing that he married Mary Nugent only surviving child of Robert Nugent, late of Donore Co. West Meath whose estate is forfeited to the King by the late rebellion; the said Mary being then [at the time of the forfeiture] a minor and not any way aiding in the rebellion: therefore praying a grant of said estate in view of petitioner's loyalty. Same to the Auditor of the Receipt to pay as follows out of such Malt Lottery tickets remaining in the Exchequer for the use of the Civil List as have no prizes attending them: viz. 39l. 3s. 4d. to John Norris, joiner of the Privy Chamber; and 124l. 16s. 0d. to the Treasurer of the Chamber on the unsatisfied order in his name; to be by him paid over to the said Norris. Dec. 16. William Lowndes to the Auditor of the Receipt to issue out of seizures 500l. to Henry Baker instead of out of the convictions of owlers as directed supra p. 169. Disposition Book XIV, p. 140.
Same to same to issue 500l. to Thomas Lloyd on the unsatisfied order in his name as Paymaster of the Works; to be issued out of such Malt Lottery tickets remaining in the Exchequer as have no benefits attending them; and is intended to be paid over to Mr. Alexander Fort his Majesty's joiner in part of the debt owing to him in the Office of Works. Dec. 17. Treasury reference to the Agents for Taxes of the petition of Thomas Mathews, Receiver General of the first 4s. Aid and of the Review of the Quarterly Poll [for Co. Hereford] shewing that his extraordinary charges for [collection of] those taxes amount to 230l. 5s. 0d. but the Agents for Taxes report for him only 85l.: that he was Receiver General of the said County of Hereford and of the Counties of Brecon, Cardigan and Radnor for the Quarterly Poll, second 4s. Aid, and third 4s. Aid and was at extraordinary charges amounting to 780l. 10s. 6d. on that receipt but the Agents report for him only 338l.; and that he was Receiver General for those Counties of the fourth 4s. Aid in 1696 and also of the Duties on Houses and on Marriages: therefore praying allowance for these latter and reconsideration as to the former. Reference Book VII, p. 248.
Dec. 18. William Lowndes to the Navy Commissioners to imprest (out of Exchequer Bills remaining in the Navy Treasurer's hands for wages) 1050l. to the Colonels of the two Marine Regiments for a fortnight's subsistence to the said Regiments exclusive of the Commission officers.
Appending: certificate by Tho. Reynolds and R. Harnage, agents of the said Regiments, as to the amount of the said subsistence. Disposition Book XIV, p. 142.

Dec. 20. Same to James Herbert Esq, Receiver General of the Prizes, to pay 50l. to George Oxenden, Dr. of Laws and Judge of the Court of Admiralty of the Cinque Ports, for half a year to 1697 Sept. 29 on his fee or allowance. Ibid, p. 412.
William Lowndes to the Auditor of the Receipt to issue 6639l. 2s. 1¼d. to the Earl of Ranelagh on the unsatisfied order in his name as Paymaster of the Forces: 6135l. 7s. 5d. thereof to be issued out of loans in Exchequer Bills on credit of the Exchequer in General and 503l. 14s. 8¼d. out of the like loans in new money; and is to be applied towards the subsistence of the Forces in England in part of 10270l. 13s. 9d. for the week ended Dec. 25 inst. Same to the Excise Commissioners to insert in their quarterly salary bills the yardkeeper at the Excise Office at 20l. per an. and the porter at the Excise Office at 40l. per an.; my Lords having resolved that these salaries shall not be paid by abatement out of the 200l. per an. salary of the Housekeeper of said Office.
