Warrant by the Lords Justices, England, to the Clerk of the
Signet for a privy seal to authorise the Exchequer to take in loans
on credit of the Exchequer in general either in Exchequer Bills
"according to the value of the full sums contained therein and of
the interest due thereupon" or else in old hammered money of the
fineness of sterling silver or in any foreign silver of that fineness by
weight after the rate of 5s. 4d. per ounce Troy: the orders of repayment to be registered in course: and when any future Aids or
Supplies shall be granted by Parliament unto which the said loans
may be [by Act of Parliament directed to be] transferred they are
immediately to be so transferred. |

The silver or bullion of the said moneys so lent is to be melted and
cast into ingots, assayed and reduced to standard and the same to
be transmitted to the Mint to be coined into the lawful coins of the
realm and the new money proceeding therefrom (other than the
necessary charges of melting and recoining) is to be paid into the
Exchequer to be thence issued for the necessary service of the

Treasury warrant to the Auditor of the Receipt &c. to direct
Henry Carew, one of the four Tellers of the Receipt, to surcharge
himself with 1715l. for the prizes belonging to the Lottery tickets
on the Malt Duty which remained in the office of the said Carew
for his Majesty's use on August 18 last; it appearing by the account
of Henry Ferne gent, clerk to the said Teller, that the said prizes
amount to 1845l. but that in regard 13 of them being above 20l.
each lose the 10l. each which they would have carried if they had been
drawn blanks whereby the said prizes are to be reckoned only 1715l.
the said Teller is to charge himself therewith by throwing down a
bill and striking a tally for the same; and the Auditor of the Receipt
and the Clerk of the Pells are to charge him therewith in their

Treasury warrant to the Navy Commissioners to make forth
bills for allowing in the account of Phillip Papillon their cashier
the sum of 9915l. 3s. 0d. for interest and discount of tallies from
1691 to 1696–7 Mar. 11 according to 3 accounts of the moneys
received [for interest] and paid by him [for discounts] for such
interest and discount: which accounts contain all such moneys so
received and paid save only such were received for interest upon
the account of the moneys assigned for the service at Cadiz, which
have been made good by you [the said Navy Commissioners]. Money

Same to Mr. [Auditor] Aldworth for an account what fee farm
rents within your audit which have formerly by deed been set apart
for payment of pensions [charged on the Crown rents in the
respective counties] do now appear to be defective [unequal to
the said charge]; and also what rents remain unsold and which are
constantly answered, "to the end due care may be taken to make

The Treasury Lords to the Governor and Directors of the Bank
of England. |
|
Upon the conclusion of peace a large sum of money is necessary
for the service of the Navy for the paying of wages to the seamen
[in order to their disbanding] whereby a great growing expense will
be saved to the King and a good encouragement will be given to
trade by leaving the seamen at liberty to serve in merchants' ships.
We should not think ourselves to have performed our duty if we
did not endeavour by all means to get money advanced for the
said purpose; and believing it is in the power of the Bank of
England at this time to furnish money for a service that will be
not only acceptable to the Government but advantageous to the
whole nation we therefore entreat you to lay our desires before the
General Court that the sum of 100,000l. or more may be supplied
on such Parliamentary securities as shall be deposited with the
Bank of England for the same: which sum shall be repaid in specie
within six months or sooner if the Parliament shall enable us, upon
our representing this good service performed by the Bank. Ibid. |

Treasury warrant to the Surveyor General of Crown Lands for a
particular of two tenements in the manor of Treverbyn Courtney in
order to a lease thereof to Gilbert Eare Esq. for 99 years terminable
on three lives in reversion of Oliver and Nicholas Saul: at the
ancient rents of 9s. 9d., 7s. 4d. and 6s. and fine of 150l. |

Prefixing: said Surveyor's report on Eare's petition for same
ut supra Treasury Calendar Vol. XI, p. 181. About three years
since Eare presented distinct petitions on behalf of Thomas Pascoe
and Tho. Carn for renewal of three tenements but they did not
think fit to proceed on my then ratal. Petitioner is now suitor
for himself. The toft of land was not surveyed in the Parliamentary Survey in 1650 nor by Sir Richard Prideaux in 1660 and
was altogether concealed from the Crown till discovered by this
petitioner, who for some years past has been employed in matters
relating to the Duchy. It was granted by Queen Elizabeth to
Oliver Richard and Nicholas Saul and by them assigned to Jno.
Bovel whose posterity have withheld same from the Crown. It is
valued in Norden's survey in Charles I's time at 53s. per an.

Duchy of Cornwall in order to a new lease thereof to Nicholas Morris
Esq. in trust for Sir Nicholas Morrice bart. for 99 years terminable
on three lives at the former rent of 30l. per an. and fine of 1600l. |

Prefixing: said Surveyor's report on said Morris's petition ut supra
Treasury Calendar Vol. XII, p. 312. The Havenor of the said Duchy
was anciently accomptable for the profits of his office before the
auditor of the Duchy; and by a medium of 7 years before 1641 it
appears that the profits thereof (arising by the Prizage and Butlerage
of Wines, port rents and other Duties within the said Duchy)
amounted to 200l. per an. out of which deducting the Havenor's fee of
6l. 13s. 4d. per an. and an eighth usually allowed for the collection "the
remainder of that medium did amount to de claro 212l. 1s. 8d." (sic.) |

In 1660 Sir William Morris, then Secretary of State, obtained a
grant of this office for the life of him and Sir William his son with
the like fees and allowances as formerly but never accounted for any
part of the profits from the date of his grant till 1691 at which time
(upon surrender of the said office and of a pension of 100l. per an.
for his life) the arrears of his account were discharged and a new
grant passed to him of all the profits of the said office in farm for
two lives at a rent of 30l. per an. |

On the 5th Oct. 1676 Charles II also granted the said office and
the profits thereof to Sir William Morris the elder (in reversion of
the former grant of the said two lives then in being) for the life of
William Morris son of John Morris of London merchant and in Dec.
last 1696 the present petitioner desired to add two lives in reversion
of the said William Morris who had been for several years in the
East Indies and had not then been lately heard from. I required
proof of death and it is now acknowledged that he is since dead.
The last grant being now expired the office and the profits are in
the King's disposal and I think the date of William's death should
be certified and the mesne profits from date of death should be put
in charge and answered to the King. Petitioner now desires a new
grant for three lives and produces a lease made 1690 May 15 by him
(as guardian to Sir Nicholas Morris an infant) to James Paul Esq.
for 130l. per an. in time of war and 170l. in time of peace. In the
time of Sir William it was let to the said Paul and one Clitheroe for
200l. per an. and though 'tis alleged that the trade in those western
parts is much decayed I cannot rate the desired lease at less than

William Lowndes to the Earl of Orford, Navy Treasurer. Mr.
Henry Ferne, chief clerk to Henry Carew one of the four Tellers of the
Receipt, has represented to my Lords that in Feb. 1695–6 he gave notes
to Mr. Dodington, Paymaster to the Navy Treasurer, for 593l. 0s. 11d.
for the service of the Navy; which notes not being demanded of
him till after 1696 June 24 he was forced to pay the same in new
money and in order to make good the loss he was like to sustain
thereby [he had] to charge himself with the clipped money for which
the said notes were given as so much imprest money repaid by your
Lordship into the Exchequer [which he did] and took a tally for the
same accordingly. My Lords being well informed of the truth thereof
by a report from Mr. Cha. Twitty (who is Clerk to the Auditor of
the Receipt) and also by Mr. Dodington's certificate of the matter,
do think that the said sum ought to be made good to Mr. Ferne and
the said tally taken up and applied to your Lordship's accounts. You
are therefore to pay the said 593l. 0s. 11d. to Mr. Ferne out of any
money remaining in your hands for the services which were supplied
by Mr. Ferne aforesaid; and take up the tally levied for the same;
which tally will be allowed in your account [as Navy Treasurer] as

on the petition of Philemon Coddan praying that the ship St. James
of Brest may be delivered to him with the remaining part of her
lading, same having been bestowed on him by the King for his
service in seizing her. |

We submit the Customs Commissioners' report on this case. |

Appending: said Commissioners' report. We were informed
that the capture and importation of the said ship were by collusion
and confederacy and some probable circumstances were urged to
ground a suspicion thereupon. But the cause of [the Customs
officers'] seizure was only for satisfaction of the King's fine. We
are well informed by our solicitor that petitioner's conviction was
upon a very solemn trial at the Bar of the King's Bench upon
a very extraordinary discovery of a fraud at Bristol. |

of John Dagnia and his brother of Newcastle upon Tyne, glassmakers
shewing that they are prosecuted under the Act for the Duties on
glass &c. for not making a due entry of the glass bottles by them
made; upon which there is recovered 200l. penalty and if the
prosecution be carried on there will be recovered 400l. more which
will be their ruin: therefore praying relief; being willing to pay
the Duty for what shall appear not to be duly entered. Reference

have now sold the ship at 160l. [less] than he offered and do threaten
to sue him for that sum for not standing to his bargain: therefore

My Lords have again sent to the Exchequer concerning that matter
and are well assured from thence that the interest due upon the said
tallies was directed on the 7th and 10th of the last month as was
before intimated and that all possible despatch has been made and
will be given at the Exchequer in the public business there; and
my Lords cannot but conceive that his complaints are occasioned
by some forgetfulness or omission of his correspondents either in
not receiving the said interest when it was directed or in not signifying the same to him so soon as it was received. |

alleged by petitioner to be found derelict and whereof he prays
a grant we heard Sir William Goring and said Brunskell by
their respective counsels and examined several witnesses concerning the manner of executing the Commission of inquiry and
it appeared that the land in question had been enjoyed many
years by Sir William Goring's ancestors and there was not in our
opinion a probable title for the King and we directed the Attorney
General to quash the inquisition as vexatious. As to Brunskell's
application for a hearing in [the Privy] Council we think it adviseable
to let him sue for the said lands upon the said inquisition which did
not appear to be fairly executed and which is already quashed or
