Same to Mr. Blathwaite. The demands upon the Office of Mr.
Palmes appearing now to be fully satisfied my Lords desire you to
represent to the King that they find it has been a practice amongst
the Tellers' clerks for many years past (even before the grant of the
office to Mr. Palmes as one of the Tellers) to deal in the borrowing
and lending of moneys on their own accounts and to their particular
advantage, for which they had frequent opportunities by reason of
their employments and acquaintance with the lenders of money
at the Exchequer: and although this credit of the Tellers or rather
of their clerks may sometimes have been useful to supply money for
his Majesty's service in the publique offices yet my Lords, considering
the great hazard to which the public credit in the Exchequer must
be liable so long as it might be affected by any misfortunes or deceipts
of the clerks in managing a trade for themselves, and apprehending
that the money which they borrowed was or in probability would
have been otherwise lent to the King on the public funds and that
the clerks might frequently be under temptations to use the King's
money to answer their own payments, but chiefly because my Lords
look at this practice to be an innovation not warranted by the laws
of the Exchequer, they have for some time past resolved to suffer
the same no longer. They hope they have taken such care and
settled such a constant inspection in the accounts and cash of the
Exchequer that all future mischiefs and hazards relating to the
public moneys there will be obviated. |
|
As to the particular case of Mr. Palmes, when his cash was visited
and I examined his vouchers pursuant to my Lords' commands
(both which should have been done constantly by the Auditor of
the Receipt according to the law of the Exchequer) Mr. Palmes's
Office appeared to be deficient about 25,000l. as was formerly
intimated to you supra pp. 200–1. My Lords found that William
Palmes, the Teller's father, and Mr. John Peters, the Teller's clerk,
did earnestly endeavour to make good the money and clear the
Office and for that purpose they did presently tender such effects
as they had whereupon about 17,000l. hath since been raised and
was applied towards the said debt, and the rest of it [the debt] hath
been actually borrowed by the said William Palmes upon his own
estate or credit: so that the whole debt is satisfied and particularly
the 5,000l. of his Majesty's money is repaid which was [by my Lords]
applied to answer present demands and to prevent any discredit
by denying or delaying the same. |

When you lay this before the King my Lords desire you to represent
to him that the alteration of the coin did unavoidably bring great
difficulties and loss on the Tellers; that Mr. William Palmes, as
surety for his son, must needs have been at very great charge to
convert the said effects into money and to make good all the demands
on the said Office without any loss to his Majesty and (as my Lords
hope) without any such discredit to the Exchequer as may have
any bad consequences for the future. |
|
As your letter of the 10th June, new style, signifies that after
payment of the Royal Household the King would give order for the
payment of the pensions of which he took a list with him at his going
for Flanders, my Lords being very sensible of the great necessities
some of the persons concerned are reduced to, have now made
provision for the Household; and there being no fund out of which
those pensions can be satisfied except the Lottery Tickets which
should be issued to be drawn on the 10th of the next month according
to the Act of Parliament, my Lords do desire the King's directions
concerning those pensions. As to the 10,000l. for the Privy Purse
mentioned in yours of the 8–18th inst. my Lords have directed the
payment thereof out of the Malt tickets, there being no tallies on

ships taken by the privateers of Jersey and Guernsey and others

the buyers have the greater opportunity to avoid the Customs;
and they have therefore desired such regulation as above if it
should be found impracticable or inconvenient to oblige all prizes
(according to the intention of the law) to be brought directly to
England or Wales, and until it shall be thought necessary by a
law to reduce those islands viz. Jersey &c., under the same
regulation with the coasting trade from port to port in this
kingdom, under which it is required that at the shipping any goods
in one port of this kingdom security be given to land the same

Sir Roger Strickland's forfeited by attainder for high treason ut
supra p. 214. Under a commission dated 1690 Oct. 23 an inquisition
was taken at the Castle of York 1690 Dec. 20 before Thomas Bendloes
. . . junr et al which found the said estates as follows viz. 12 messuages
or farmholds and a cottage in the manor, town or parish of Catterack
alias Catterick valued at 350l. 11s. 4d. per an.; the mansion house
called Thornton Briggs Hall with the park and divers parcels of land
amounting together to 288 acres and 2 farmholds there in the tenure
of Edward Burbeck and William Crossland valued together at 200l.

valued at 90l. per an.: all the above being held by said Strickland:
and certain tithes in Helperby held by him for the lives of John
Crosland, Barbara Crosland his wife and Charles Crosland his brother

In Trinity term 1691 Roger Crofts Esq. and Roger Woodcock
gent. as terre tenants of the lands in Catterick pleaded to the
inquisition and therein set forth that on 12 Jan. 1674–5 Sir Stafford
Brathwaite being seized in fee of the manor of Catterick mortgaged
to John Jefts for 1,000l. who died in the following March, whose
widow assigned to Sir Edward Hunlock Bart.: in 1675 Oct. Sir
Stafford Brathwaite assigned the inheritance of the manor to his
mother Mary Brathwaite who with said Hunlock and Eliz. Jeffs in
1676 June mortgaged to Barbara Strickland for 1590l. and in the
following Sept. for 300l. released to her the equity of redemption:
the said Barbara afterwards married Sir Marmaduke Dalton and
1676–7 Mar. 23 the said mortgaged lease was assigned to Visct.
Fauconberg for 2,117l. increased to 3,090l. in the following June:
Mary Brathwaite by will devised the said manor to Sir Roger
Strickland with remainder to his brother Robert Strickland and the
7 sons of the said Robert: in March 1681–2 the said Visct. Fauconberg
and Sir Roger Strickland assigned the premises to Richard Allibone
and similiter in 1682–3 March the premises were confirmed to Edward
and Robert Ange in trust for Robert Strickland who in 1685 June
mortgaged to William Gerrard Esq. and Christopher Maddison whose
widow Mary Maddison in 1688 Nov. assigned to the said defendants
Crofts and Woodcock. |

The Attorney General demurred to the said plea and verdict was
given for the King 1697 April 23. |

The other part of the estate at Thornton Briggs, Dishforth,

the petitioners will be forced to draw back the whole Additional Duty
and ship them off to a foreign market, the Duties now demanded

to pay the subsidies as in the Book of Rates and the two Additional

The Treasury Lords to the Lords Justices, Ireland. By letter of
May 18 last supra p. 176 from the Lords Justices, England you were
authorised to advance to the Earl of Belloment so much as would
clear for two years to Lady day last his rent of 1,000l. per an. from the
forfeited estates of Sir Valentine Browne and Sir Nicholas Browne
his son, which money was to be repaid to the Receiver General of
Ireland out of the profits of said estates arising from May 1 last.
The said Earl has represented to us that some doubts have arisen
in Ireland as to such repayment. On our countersigning the said
letter the intention was that the money so advanced should be
repaid only out of the overplus or profits of the said estate over and
above what is sufficient to answer the growing payments [thereout]

are to act as Agents in New England for preparing an account of
the condition of that Colony with relation to the produce of ship
timber &c. Two of the said persons John Bridger and Benjamin
Furzer were nominated on the King's behalf and two others viz.
William Partridge Esq. and Thomas Bletso gent. were appointed
by Sir Henry Ashurst, Agent of the said Colony; "since which
time" the Lords Justices have on the 22nd inst approved of Mr.
Benjamin Jackson to be in the room of the said Bletso. You are
to imprest 500l. of the said 1,000l. to Ashurst for the said Partridge

King heard several reports and papers relating to matters in Ireland
and directed [inter al] that the account of John Price Esq. late
Receiver General of the Revenue there (which had been made up

examined same and directed Auditor Bridges to prepare a new
state of same shewing a balance of 247l. 18s. 7d. due to the King.

the King, on application made to him by the Duchess of Cleveland,
was pleased to say he intended to order some money on her pension
when he gave direction for the Civil List. But my Lords do not
find her name in the list of payments received from you. My Lords
are very much pressed by solicitations from her, she not having
received any payment for a considerable time. Please move the
King for some direction herein, as they cannot but believe her
wants to be very great, and considering her title to the said pension is

Same to same. Since the King's last absence my Lords have
applied themselves one day every week to the examining into the
state of the great branches of the revenue in England. They have
found in some of them such abuses that they hope their enquiry
will not be ineffectual; and from their observations and discoveries
it appears to be of importance for his service that they should present
to his Majesty such officers as are fit to be entrusted. There is now
a vacancy in the Revenue Commission, Ireland by the death of Mr.
Lowther. My Lords desire that the place may not be supplied till
they have an opportunity to name a fit person after the King's
return "and to lay before his Majesty an account of such

informed that money is taken by some of the Excise officers for
business relating to their respective offices, from the King's subjects,
which is contrary to their oaths. In all cases where you find any
money directly or indirectly taken or given upon the score or pretence
of making forth any commissions, procuring any employment, or
getting any order to instruct any person to be an officer or for any other
matter relating to the business or duty of any officer you are forthwith
to dismiss such officer and to proceed against him for the corruption.

not to issue or allow upon account any sums for prosecuting any
person for any practice or matter relating to a trade or correspondence
