for these sums and [should have] delivered them [such Bills] out to
Fox and Ranelagh. You are to take in the said tallies and immediately
to cancel them together with the foils or counterparts thereof and
to rectify the entries by memoranda in your books "that the said
tallies were vacated because the sum for which same were struck is

The consideration of said lease was Gough's undertaking to recover
the premises to the Crown at his own charge. The said lease was
assigned to Thomas Harley, petitioner's father, and now vests in
the petitioner. The heriots in Melenydd and tolls of Rhyradyr
had been long out of lease and no other person offered to take a new
lease thereof. The herbage of Knocklas Forest had been always
let for 13s. 4d. per an. the tenants claiming a right of common there
and most of the other parcels were concealments of little value and
the last of them only a chantry rent not improveable. |

In 1687 Francis Haines, Alderman of Worcester, on pretence of
services done to James II obtained a lease inter alia of the said heriots
in Melenydd at 10s. per an. rent and of the lands called Whitterley
in Knocklas (excluding the Lords Mead) at 6s. 8d. per an. and of the
lands first mentioned in Knighton, viz. 2 closes at 7s. rent and 2 closes
at 14s. rent. Haines alleged in his petition that same were unjustly
detained from the Crown, but I am very credibly informed that
the [Crown's] title under Gough's lease has been allowed by a decree
in Chancery to be good against the said Haines's grant. If Haines's
grant be not voided by the untrue suggestions on which it was obtained, an allowance should be made to Harley by way of defalcation. |

The other part of Harley's petition is for a lease of all mines of coal,
lead, iron and other minerals not yet discovered within the Lordships
of Cantermelenydd. If successful the working thereof may be of
advantage to the Crown and public benefit to the country. Warrants

Same to Mr. Blathwaite. The Customs Commissioners have laid
before my Lords a memorial from the Comptroller General of Customs
concerning several surcharges made by him in the accounts from Nevis
and the other Leeward Islands [to wit] on [the head of] the Duties arising
under the Act of 25 Car. II [c. 7]; [the said surcharges] amounting to
1,209l. 10s. 6d. partly arising by the Commissioners [of the Four and
a Half per cent. Duty] of those islands not taking [exacting] the said
Duties from goods shipped from the other Leeward Islands to Nevis
[? but only] "partly for goods shipped from one Leeward Island to
another and partly for goods shipped from the Leeward Islands to
Barbados." The said Commissioners at Nevis being since dead
their friends have produced a copy of a Proclamation published by
Colonel Codrington, Governor of the Leeward Islands, 1689–90,
Feb. 27, giving liberty (for reasons as therein) to ship off any of the
Enumerated Commodities after paying the Four and a Half per cent.
Duty without paying the other Duties imposed by the said Act, on
bond given in ten times their value to transport the same to Barbados
and to return certificate thereof within 4 months after their arrival
there that such goods were bona fide put on board some ship for England,
Wales or Berwick. |

A certificate is produced under the hands of several persons of
good credit and reputation that all persons who did then ship their
goods for Barbados pursuant to the said Proclamation were obliged
by the Customs officers to give bond for re-shipment for England on
duly qualified ships and they verily believe that they were all so
shipped accordingly except such as were taken by the enemy before
they arrived at Barbados. And another certificate hath been produced that the island of Nevis, St. Christopher, Montserrat and
Antigua being all under our government have been always esteemed
as one Plantation and that the goods of their production are usually
carried in sloops and boats from one island to another to be shipped
for England on duly qualified ships. |

The Customs Commissioners desire that the Customs Comptroller
may be authorised by privy seal to take off the said surcharges and
to pass the accounts as they [are already] come stated to him, being
otherwise found in due form and method. The Treasury Lords have
therefore directed the preparation of a warrant for such a privy
seal and I enclose it. Please lay same before the King for his signature.

Randall's estate as in the schedule below or out of such other forfeited
estates as she shall hereafter discover in Ireland: and also for securing
and confirming the full benefit of her marriage articles after the decease
of the said Randall: and further for such allowance and recompence
to be made to the said Hanna for such discovery as she hath made
or shall make of the forfeited estate of her said husband or any others
in Ireland as hath been usually allowed by the late Commissioners of

county Yorks, and the like in the fields of Tremington [Fremington]
county Yorks, for 21 years at 20s. and 20s. rent. There has been no
new lease thereof since then, so that the same seems to be concealed, but
who enjoys the profits appears not. In 1559, Nov. 10, Queen Elizabeth
granted to Richard Wiseman and Frances [sic] Ditch, Esqrs., in fee all
the said manor of Grinton and the lands belonging to the crown in
Tremington with express exception of these lead mines. If Tushingham
will undertake to assert the Crown title and not to compound with
any pretended owners to the damage of the Crown he may be granted a
