Dec. 21. Warrant by Treasurer Rochester to the Clerk of the Pipe. Summons of the Pipe did not duly issue in Trinity term last against the several Recusants convict in Bristol city and Southampton town. You are forthwith to make out such process and deliver same to the several sheriffs as is usual. Warrants not Relating to Money XI, p. 183.
Same by same to the Commissioners of Excise and Hearthmoney to depute Capt. Edward Gibbs as Receiver General of Hearthmoney in South Wales: the general management of said duty in the 13 counties of Wales being at present under one Receiver General which is too great a business for one person, the inspection of the under collectors and returns of money in so large and uneasy a district requiring two able and diligent officers, viz. one for the northern counties (who is to be the present Receiver General) and the other for the counties of South Wales. In view of their constant travelling they are to have 200l. per an. each salary. Ibid
Report by same to the King on the petition of Sir William Gostlin and Sir Peter Vandeput ut supra, p. 448. I am certified the 4th instant by Richard Graham and Philip Burton that the sheriffs of London before the loss of their charter were always entitled thereby to the fines and forfeitures set on offenders in the city of London during their shrievalty. Petitioners for their faithfulness deserve favour as granted Jan. 8 last by Charles II to Sir Peter Daniell and Sir Sam. Dashwood. Ibid, p. 184.

Henry Guy to James Le Body. The Lord Treasurer has referred to Mr. Graham of Cliffords Inn the petition of yourself and others concerning concealed lands. You and the others concerned are to attend Graham to make out the probability of the King's title, "because it is not reasonable nor usual to grant any lands until it does appear that his Majesty has some probable title to them." (Same to Mr. Graham to report on said petition being of James Le Body, Eliz. Crouch and Ellinor Deadore in behalf of themselves et al. proposing to make out the King's title to several lands etc. in London, Middlesex, Kent, Surrey, Essex, Huntingdon, and several other places.) Same to the Hearthmoney Commissioners. From your report of Nov. 10 last it appears that 1,757l. 5s. 0d. has been collected on the head of arrears of said duty standing out at Lady day, 1684. Appending: (a) said Savile's petition shewing that after great charges to prove the death of Capt. John Lightfoot in the Indies petitioner was about a year since made keeper of Bushy Park at Hampton Court where he found everything in disorder by the negligence of the several hands it had been in. (b) Schedule of repairs necessary: total, 962l. including paling to divide Middle Park and Bushy Park and a brick wall about the garden.
Dec. 21. Treasurer Rochester to Francis, Lord Howard of Effingham, Lieutenant and Governor General of the Colony of Virginia. Mr. Blathwayt has presented to me three accounts of his Majesty's revenue in Virginia (1) of the 2s. per hogshead on tobacco exported thence for the year 1684. (2) The like for the year 1685. (3) Several sums received for his Majesty's quit rents in that colony. In the first account I find three particulars relating to Lord Colepeper amounting to 802l. 3s. 0d. for the man-ofwar sloop, for the Guard and for the soldiers' quarters. These I have not thought fit to allow as his Lordship has received full satisfaction from his Majesty in discharge of those particulars, besides a compensation for all his pretentions during his government in Virginia; so that the Auditor is to ease his Majesty's revenue of that charge which must be made good by Lord Colepeper in pursuance of his agreement with the late King and the said King's letter dated 1684, May 24. Upon the second account I have only observed that there is a new charge brought upon the King's revenue for postage of letters, which is likewise disallowed [by me]. As to the [third] accompt [viz. that] of the quit rents I am glad to find that there is so much already received and that your letters give assurance of a further improvement of that revenue. The King is pleased that the debt of 460l. 19s. 11d. on the duty of 2s. per hogshead be discharged out of the 513l. 15s. 7d. arising from the quit rents, all for the better support of the government [of Virginia] as a testimony of his particular regard for said colony. Intimate this to the Council and Assembly that they may have a due sense thereof and further acquaint them that although by the assignment of Lord Colepeper the King is legally entitled to the whole profit of the escheats happening in Virginia, yet as a further instance of his grace and favour his Majesty will immediately accept of the composition of two lb. of tobacco for every acre of escheated lands. There are some other profits arising to the government [of Virginia] which are necessary hereafter to be accounted for according to the practice of other Plantations and the King's former directions, as the duty arising by wine licences and the tribute beaver and other things which are to be brought to accompt, to what use soever the King shall think fit that they be continued to be applied. Communicate the subject matter hereof to the revenue officers and keep me informed of any improvement of the quit rents, the profits whereof are not to be disposed of without the King's particular orders.

Warrant by same to the Customs Commissioners and to William Jackson and Thomas Brodericke, agents for the administrators of William, late Earl of Kinnoul. By indenture under the great seal dated 1666, July 30, Charles II granted to said Earl the Customs on the importation of barilia, smalts and saffers and potashes for 31 years from 1664, Lady day. By my order of Mar. 18 last the receipts thereof from the death of Charles II were to be kept in the hands of said Jackson and Broderick till the King's further pleasure therein. You, the said Jackson and Brodericke are hereby to pay to said Earl's administrators a moiety of said receipts since the death of Charles II. You are to take off the stop ordered supra, Calendar of Treasury Books, Vol. VII, p. 1416, of so much of the money due to Major Edward Fitzgerald from the King as was owing to Sir John Mordant from said Fitzgerald: the Lord Treasurer having heard Edward Roth and James Gorman, executors of said Fitzgerald, and the other parties concerned and finding no reason to continue the stop. Warrant from Treasurer Rochester to the Customs Commissioners to permit the Muscovia Company to take up the 40 tons of seal oil imported by them this present voyage from Archangel on the duty of 6s. per ton as is paid for train oil from Newfoundland instead of the high duty of 9l. per ton: and in future to import under the like duty such quantity of seal oil as they shall take on board their ships: the Customs Commissioners having reported that they have no objection thereto. Dec. 26. Henry Guy to the Commissioners of Excise and Hearthmoney. For particular reasons it is for the King's service that Joseph Rawson of Ailesbury be immediately put into one of the chiefest places either in the Excise or Hearth duty in co. Bucks. You are to make a vacancy for him. Out Letters (General) IX, p. 236.
Same to the Attorney General to report whether process may go out legally against several baronets created in the late King's reign who have neither paid their baronetey fee of 1,095l. nor been discharged thereof. Ibid.
Great seal revoking the great seal of Feb. 21 last which granted the office of Paymaster of the Forces to Charles Fox and in lieu thereof granting the said office to Richard, Earl of Ranelagh, together with the house late in the possession of said Fox and the rooms used for the said office in the Tilt Yard adjoining to the Horse Guards: he to have also the inspection, cheque and control of all accounts and payments to be made by any persons who shall receive any moneys for the pay of the Forces: but he not to be liable for moneys paid to any other person for the pay of the Forces: he to have the wages fee and allowance of 20s. a day. Henry Guy to Henry Loades to advance, out of the receipts of the wood farm 3,000l. to the Earl of Yarmouth for one year to Christmas last on his several pensions of 2,000l. and 1,000l. per an.; and likewise 2,700l. to the said Earl and the Countess Dowager of Yarmouth as executors of Robert, late Earl of Yarmouth, for the profits of said farm due to them "provided you reserve in your hands so much money as will be sufficient to pay the salaries and incident charges due to the officers for collecting the said duty as also what is due to his Majesty for the rent thereof and to Mr. Proger [what is due] upon his pension of 800l. per an. payable out of that duty." The necessary warrants to vouch the above two payments shall be passed with all speed. Disposition Book IV, p. 118.

Dec. 28. Henry Guy to the Customs Commissioners. Bring to the Lord Treasurer to-morrow (at which time you are to attend about the wrecks) your complaints against Mr. May of Walmer Castle for hindering the Customs officers from searching for prohibited and uncustomed goods in said castle. Dec. 29. Reference by Treasurer Rochester to the Surveyor General of Crown Lands of the petition of Baldwin Leighton for a lease of a farm called the Hermitage in the hundred of Risingsworth, co. Berks, tenanted by one Younge and worth 40l. or 50l. per an. the [Crown] lease being expired and Younge having no lease from the Crown. Reference Book III, p. 230.
Same by same to William Blathwayt of a letter dated Nov. 29 last from Sir Jos. Tredenham to Henry Guy concerning his pay as Governor of St. Mawes Castle. Ibid.
Prefixing: said letter. On my petition to the King some time since for the arrears of my said pay, I received pay thereof on the report of the Lord Treasurer, but no signification of the King's pleasure as to the growing pay which is 3s. a day. I beg you to draw the Lord Treasurer's attention to this part of my said petition.

Prefixing: said certificate dated Dec. 10 last. Allen filed with us his information of a large discovery of said lands in co. Surrey and we summoned the occupiers before us to show their title. Allen is ready to make far larger discoveries of the like in other counties. Marryott has produced witnesses as to some waste lands in Surrey, but he refuses to make further proof thereof and has boasted he could stop our Commission at his pleasure. We think he has some private and sinister designs to gain a present reward from his Majesty or an opportunity to bargain with the occupiers. There are several reputable persons ready to make large discovery of several manors, lands etc. worth many thousand pounds per an.

In Sir Richard Prideaux's survey the park of Launceston contains 34 acres valued at 34l. per an.; in the [Long] Parliament's Survey it contains 30 acres valued at 18l. 18s. 0d. per an. above the old rent of 34s. 4d. Piper professes he could never make above 20l. a year of it. Mr. Ross's grant for 31 years was dated 1661, May 22, and is assigned to petitioner. I advise terms as above.

Warrant by same to the Commissioners of Excise and Hearthmoney to take off the suspension of Edward Pilsworth and Thomas Hurdis as respectively Surveyor of the officers for strong waters and coffee and Clerk for coffee; Pilsworth having carried on a considerable trade in coffee, tea and chocalat and Hurdis managing a very considerable trade in mum, selling the commodities to the retailers thereof which the said Commissioners thought a sufficient ground to suspect that the retailers cannot be fairly represented by those traders or their officers unto you for their compositions: but Pilsworth having offered to lay aside all other business and apply himself wholly to the inspection of the strong water officers and the said Hurdis having likewise promised for his office. The removal of the suspension of Anthony Mason, clerk for strong waters, is hereby approved, there being "nothing of neglect or by dealing" found against him. Ibid, p. 188.
