Dec. 11. Reference by Treasurer Rochester to Richard Graham and Philip Burton of the petition of Capt. Seymour, praying that the fines set upon Stubbs, Creswick and Dewxwell for offences in co. Gloucester may not be compounded by the Barons of the Exchequer; so that petitioner may receive the benefit of the King's intentions, he having used his endeavours to bring said fines into the Exchequer. Reference Book III, p. 220.
Same by same to William Hewer of the petition of Francis Povey for 533l. 2s. 7d. disbursed by him for stores of war in Tangier, as appears by Ordnance Office debentures. Ibid, p. 221.
Same by same to the Customs Commissioners of the petition of the executors of the Earl of Kinnoul shewing that in 1664 he had a grant of the duty on potashes for 31 years of which nine years are still to run, but same has been suspended by the present King till further order: pray that the suspension may be recalled and that they may have the benefit of the remainder of the term as they have little else to maintain the said Earl's children with. Ibid.
Same by same to same of the petition of Thomas Glover, merchant, for liberty to ship back to Holland some beaver skins which he brought thence which he thought was lawful but same were seized on arrival. Ibid.
Same by same to Richard Graham and Philip Burton of a certificate from Rich. Marryott, Ant. Ellesdon, Ste. Primatt, J. Hordesnell and William Tindall, Commissioners for Concealments in cos. Surrey, Kent etc. to the effect that Isaac Marryott has discovered several buildings and erections built upon the waste of the monastery of Bermondsey of considerable yearly value, encroached upon and erected within 45 years [last past]; and he has also produced to us the abstracts of records of several other great quantities of land belonging to the said late monastery which were only demisable estates, some for 60 years and some for lives granted in the latter years of Eliz. and James I and now expired, the reversion whereof is in the Crown: for all which he deserves encouragement. Abbis; as by a reference from the King dated Windsor, Sept. 7 last: petitioners shewing that they were in command of the Troop of Horse which John Oneil was Captain of [in the late New Raised Forces], and because they could not get good men to mount themselves they did at their own charge raise 40 able soldiers' horses, paying dear for them; that only 27 of them were mustered, being informed that the King had commanded no more to be mustered till further order; in which suspense they kept the said horses until disbanded wherein they exhausted their small fortunes: being now dismissed petitioners pray some allowance for their subsistence. Dec. 11. Reference by Treasurer Rochester to Chas. Fox [Paymaster of the Forces] and William Blathwaite [Secretary of the Forces] of the petition of John Suffeild, shewing that he has usually paid the garrisons of Portsmouth for several years; and did advance 600l. to Col. Trelawney's Regiment at the request of Major Tiffins, but having nothing to show from the Colonel the latter refuses to pay same: prays to be paid same "and if it be his Majesty's will that he should hereafter pay the Forces [in Portsmouth Garrison], that he may draw bill upon the [Army Paymaster General's] Office." Same by same to the Trustees for Sale of Fee Farm Rents of the petition of John, Lord Ossulston, showing that 23l. 8s. 0d. [per an.] part of [a fee farm rent of] 113l. 8s. 0d. [per an.] payable by the city of Norwich was in jointure to the late Queen Mother [Henrietta Maria] and was enjoyed by her during life and after her death by her Trustees for three years until 1672, Michaelmas: that in 1665 said rent of 113l. 8s. 0d. was settled in jointure to the present Queen Dowager as of the yearly value of 90l. [per an.] only by reason of the former settlement of said 23l. 8s. 0d. on the Queen Mother: that in 1673 the Trustees for Fee Farms sold said rent of 113l. 8s. 0d. to petitioner, viz. 23l. 8s. 0d. in possession and 90l. in reversion and petitioner has enjoyed said 23l. 8s. 0d. ever since: but now the Queen Dowager claims same with all that petitioner has ever received thereof: further that there are many other rents sold to petitioner by said Trustees which are repriseable, he having paid money for same: therefore prays satisfaction for the said rents and arrears thereof. Dec. 12. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Arthur Herbert of the office of Gentleman and Master of the Robes, for the providing of robes, apparel and other necessaries for the King's person: during pleasure: together with 2,500l. per an.; whereof 2,000l. is to be as imprest for the charge of said office and the remaining 500l. per an. to be for the use of said Herbert without account in consideration of his pains in said office and in lieu of the ordinary fees and vayles of the measure and poundage upon payment of moneys heretofore taken by the officer in that place: to be payable quarterly as from Lady day last: the two quarters to Sept. 29 last to be paid forthwith. The said great seal is likewise to authorise the payment to said Herbert of 1,780l. 4s. 3d. upon account for several necessaries provided for the Coronation and other extraordinary services. Dec. 12. Henry Guy to the Navy Commissioners. In reply to my letter of Nov. 3 last you have reported only as to the timber in the royal forests useful for works of the Navy. You are to report as to the other matters in said letter, supra, p. 400. Out Letters (General) IX, p. 226.

Appending: letter dated the 11th inst. from the Earl of Mulgrave, Lord Chamberlain, to the Lord Treasurer. "I have from all his Majesty's wardrobes brought furniture for the house wherein their Excellencies, the Venetian Ambassadors, are to be entertained, without putting the King to any charge of providing new or hiring goods as hath been usual upon these occasions." But in the King's Wardrobes there are no beds with bedsteads and curtains except the King's and Queen's beds and two such beds with curtains are wanting for two principal officers whom the Ambassadors desire to be lodged in the house. Please hire for one week for this occasion two such standing beds with curtains of cloth or stuff with bedding, chairs and all things belonging thereto: also two dozen cane chairs for the nobility to sit in when they come to visit the Ambassadors. Deliver them to Mr. Kinnersly, Yeoman of the Removing Wardrobe. Also 12 chamber pots, six basins of white earth and 12 pewter candlesticks for their servants.

Same to same. On Mris. Wharton's petition you reported July 4 last that the money she petitions for was not regularly laid out by her husband. Was it really laid out for the service of the [Mint] Office and if so what is reasonable to allow her? Ibid, p. 227.

Dec. 14. Reference by Treasurer Rochester to the Customs Commissioners of the petition of Antho. Holzafell, picture drawer, shewing that having been detained in France for the space of two years for divers reasons relating to the violent persecution exercised there against those of his belief, especially when they are leaving their country and are renowned in their art, he is come [to England] of late bringing part of what he could not sell nor transport, consisting in some frames of pictures and several pictures all of his own shop and part of those pictures are here expected: prays that those pictures now lying in the Custom House may be restored to him he taking oath that they are all only of his own stock. When it is directed to be otherwise paid you may take your due fees. The 500l. directed Nov. 3 last to be paid to said Earl is to be issued to William Hewer. Ibid.

Treasurer Rochester to the Lord Chamberlain to authorise the Jewel Office to deliver to the Lord Lieutenant of Ireland two maces for the King's service in Ireland to replace two of the said maces which are decayed and grown useless. Dec. 14. Henry Guy to Sir James Butler. A report is preparing for the King on Haveland's petition for remitting the fine on him for kidnapping. The Lord Treasurer will hear you on Saturday if you have any objections thereto. Out Letters (General) IX, p. 228.
Same to Mr. Aldworth [Auditor of the Hearthmoney] to take care that no allowance be made to the late Hearthmoney [Farmers or] managers on account of the following tallies. Ibid.
Appending: letter from Dame Clara Wood to the Lord Treasurer. In 1683, my husband, Sir Edw. Wood being in France, I lent 3,000l. to John Hind of London, goldsmith, on the security of tallies of advance money on the late Hearthmoney Farm. Hind alleging "that he could not be repaid that part of his share of money advanced by his partners without delivering to them the said tallies." Since then Hind has failed. I desire that no allowance be made on said tallies until my husband be satisfied said debt.
William Blathwaite to Henry Guy, dated from the [Privy] Council Chamber, enclosing from the Committee of Trade and Plantations a letter [missing] from the Lieutenant Governor, Council and Assembly of Barbados, together with the address to the King concerning the late tax upon sugars. Reference by same to the Customs Commissioners of the petition of the Governor and Fellowship of English Merchants for the Discovery of New Trades, commonly called the Muscovia Company; shewing that in this present [year's] voyage from Archangel they imported 40 tons of seal oil, not in the least imagining that more than 6s. per ton duty would be demanded thereon according to the directions given [successively] by Treasurer Southampton, Treasurer Danby and the late Treasury Lords as confirmed by an order of the King in Council dated 1681, Dec. 21: yet notwithstanding, the Customs Commissioners demand the high duty of 9l. per ton, alleging that the said orders are void by the death of Charles II. Therefore pray a renewal of said order, so that they may take up their oil in the same manner they have done for many years past by virtue thereof. Reference Book III, p. 227.

Prefixing: (a) extract of a letter dated Aug. 1 last from Col. Stede, Lieutenant Governor of Barbados, to Mr. Blathwayt. I enclose you an accompt of sundry goods shipped off by the Commissioners or Agents of the late Farmers [of the Four and a Half per cent. Duty in Barbados] being collected by them on account of said duty before the expiration of the farm but shipped since [such expiration] "for which they pretend to pay no [export Customs] duty for it to the King, which [claim] we have disputed with them, and at last submitted to my Lord Treasurer's determination."
Same to the Customs Commissioners to report on the enclosed papers [missing]; one being a memorial delivered by the French ambassador to the King; two others touching sugars etc. shipped from Barbados since 1684, Dec. 25, for the late Farmers of the Four and a Half per cent. Same to the Customs Commissioners. The King will, on the 22nd inst. at the Treasury Chambers, hear the business on your late presentment concerning wrecks on the coast of Cornwall and elsewhere. Royal warrant to the Governor of Virginia. Thomas Sands of London, merchant, petitioned the late King concerning tobacco exported from Virginia in 1665, but captured by the Dutch ut supra, Calendar of Treasury Books, Vol. V, p. 800, on which petition Treasurer Danby reported ut ibid, p. 999. Thereupon several orders of Council were passed for allowing him to export an equal quantity of tobacco free of the Virginia duty of 2s. per hogshead. Notwithstanding this the said Sands had no benefit of the said orders, but has been put to great charge in seven years' solicitation of this business wherefore he has prayed leave to ship 800 hogsheads of tobacco free of the impost of that country. Same to Visct. Falkland. None of your ledgers as Treasurer [of the Navy] have hitherto been sent to the Navy Commissioners' Office. Send them with all expedition. Ibid.
Same to Mr. Stephens. All the ledgers of Mr. Seymour [as late Treasurer of the Navy] are passed by the Navy Commissioners except his last one for the year 1681, which is now under consideration and may be despatched in a few days after the section of imprests and the voluntary charge are brought to the Navy Office. Same to the Commissioners of the Privy Seal. There are several docquets before you for grants relating to the revenue, viz. such as discharges of baronetcy fees, discharges of forfeitures etc. The Lord Treasurer desires you not to pass such grants or discharges upon docquets that have lain long in the [Privy Seal] office without acquainting the Lord Treasurer therewith. Same to the Navy Commissioners for a new list of all the bills of exchange that are drawn on you. Ibid, p. 231.
Same to same for an account of those imprest accomptants [mentioned and charged in the supers in the Navy Treasurer's accounts] who you believe will be certainly found in the King's debt, in order to their being prosecuted. Ibid.
Same to the Attorney General. The King has referred to the Lord Treasurer William Haveland's petition for discharge of the fine of 500 marks set on him for [kidnapping,] selling and transporting the King's subjects to beyond the seas, he avering that since the order in Council of 1682, Dec., he never acted contrary to the method therein directed. Hereon Mr. Graham and Mr. Burton have reported to the Lord Treasurer that said petitioner has stood three times in the pillory and lain 11 months in execution for said fine and is certified by many worthy persons as loyal. Thereupon the Lord Treasurer was about to report [favourably] to the King, but Sir James Butler has told his lordship that the Queen Dowager and St. Katherine's Hospital have a right to the said fine. You are to examine and report what title the said Queen or the hospital may have to said fine. Ibid.
