Mary, Thomas Guilco, an Englishman, master,
both which ships were built in France and bought by

against the Navigation Act and moreover that no
alien or person not born within the allegiance or
naturalized or made a free denizen shall exercise the

Warrant by Treasurer Rochester to the Customs
Commissioners approving the method of tobacco
bonds and discounts as follows, as advised in their
report of Sept. 28 last on the proposals of Mr.
Jefferys et al., merchants, importers of tobacco
from Virginia who desire that they may give bond
for the new duties at three six months in three equal
proportions and so to be free to deliver any part of
said tobacco to any consumptioner or retailer; and
likewise that the importer or buyer may have 12
months for re-export and further that they be
allowed 8 per cent. for waste and allowance of
discount if they wish to take up their bonds. Upon
said proposals said Commissioners report that by
order of July 31 last Treasurer Rochester gave order
for admitting merchants importers of tobacco and
sugar to 10 per cent. rebate on payment of duty in
ready money and that the allowance of giving bond
at three six months is equivalent to said rebate of
10 per cent. as far as the King's affairs are concerned,
but of more convenience to the merchant: further
that by the Lord Treasurer's order of Aug. 17 last
4 per cent. is allowed for waste and that such
allowance may be made to such as give bond as
abovesaid, provided always that every merchant
shall enter his whole parcel [come] by any [single]
ship and compound for the duties either by bonds at
three six months or by payment of money down on
rebate or otherwise to have no benefit hereof: and
whereas the merchant is allowed 18 months in case he
sells not and the buyer four months for the exportation of the said commodities "now in consideration
that the whole duty is compounded for at the
importation of the goods you have reported that
you think it for the King's service that the time for
exportation may be ascertained [fixed] to be within
12 months as well for the importer as the buyer of
any goods so compounded for at the importation
according to the practice of the additional duties
in the Act of Tunnage and Poundage," and further
that as to the merchants' desire to be admitted, on
discount, to take up their bonds when their
circumstances shall permit, direction be given to
the Receiver General [of Customs] to do the same
in such manner as he has been used to discount the
payment of the [Customs of the] East India Company "to avoid distraction in the accounts of the
Customs." |
