June 21. Henry Guy to the Customs Commissioners to permit the following clothes, arms etc., to pass, Customs free, from Liverpool to Chester. Out Letters (General) IX, p. 90.
Appending. note dated June 21 by John Lewin for orders for putting on board the Providence ketch of Liverpool, bound for Chester, James Crannidge, master, nine boxes of swords, belts, clothes etc. for the four Companies of his Majesty's Royal Regiment now at Chester.
June 22. Reference by Treasurer Rochester to same of the petition of the silk weavers shewing that pursuant to their petition to the House of Commons there was a bill brought into the House in their favour; therefore praying that if said bill takes effect a clause may be inserted therein that a seal may be affixed to each piece imported as is set forth in a bill delivered to the House by petitioners, "without which your Majesty will be disappointed of the greatest part of the duty and they disappointed of their relief they might otherwise receive thereby." Reference Book III, p. 116.
Same by same to same of the petition of Robert Johnson showing that one Stisted brought an information in Hilary term last in the Exchequer against him for selling two yards of foreign bone lace contrary to statute, whereon petitioner was condemned the 3rd inst. but is innocent and Stisted is infamous: therefore prays remission of the King's moiety of the fine of 50l. Ibid, p. 117.
Same by same to same of the petition of Rich. Sheldon for a waiter's or searcher's place at York; petitioner's father having raised and maintained a Troop of Horse for Charles I, was at the battle of Worcester and was sequestered and lost most of his estate of 800l. per an. Ibid, p. 118.
Same by same to same of the petition of the farmers of Lord Townshend's grant of 4s. per chalder on sea coal; shewing that Sir William Blackett, George Blake, Abraham Barrington and George Robinson farmed said duty of said Lord in 1668 at 2,200l. per an. over and above the rent of 1,000l. payable to the Crown; that the said 3,200l. is much more than said Lord could make of it while he had it in his own hands or than it had produced at any time before; that upon security of said sub-farm said Lord also received of them 1,650l. to be repaid in the last half year of their grant which ends at Michaelmas, 1688; that said duty is always subject to many and great frauds and particular application and constant charge are required for prevention thereof with large and expensive correspondence at home and abroad, by means whereof some years passed before said farm was brought to any tolerable method to answer so great a rent and during the late Dutch war the Farmers were bona fide 1,805l. 2s. 8d. in disburse (besides what Lord Townshend received less on his annual rent) for keeping up the management in that time of small trade; that petitioners know that to compensate Lord Townshend for the remainder of his term will not be so much for his Majesty's advantage as the continuance of the grant for said remainder: therefore pray consideration hereof. June 22. Reference by Treasurer Rochester to Bartho. Fillingham, Tho. Hall and William Lowndes of the petition of Sir Edward Stradling, bart., Joan Mathew, widow, Lewis Thomas, esq., Edward Turbervill and Mansell Stradling, gent., shewing that said Sir Edward, Thomas and Turbervill were security for said Mansell Stradling and David Mathew, deceased, for said Mansell's true accompting as Receiver of the late Taxes in South Wales; that he was ruined by the said receipt, having been at far greater charges than was allowed by the Act of Parliament for collecting and suffered great losses in his returns; that there lies in arrear 1,575l. 19s. 2d. on the Eighteen Months' tax and the last Six Months' tax, and deducting 375l. on Col. Stradling's account and 65l. for arrears set in super and for certificates of Poll money there remains 1,135l. 19s. 2d.; that said Mansell made oath before Baron Street that the expense of the said receipt cost him 5d. per £ and he has been three years and five months in that service; that Exchequer process has gone out against petitioners' persons, lands and goods: pray relief, having been faithful to the Crown in the late rebellion to the utmost rigour of imprisonment, sequestration and banishment. Report by same to the King on the petition of Robt. Julian as by the reference of April 6 last from the King ut supra, p. 159. Petitioner has stood three times in the pillory and seems very sorrowful and penitent. The rest of his sentence may be remitted, he being an ancient man and almost blind and very poor. Warrant by same to Sir Peter Killegrew, Receiver of the Duchy of Cornwall, to detain in his hands what shall grow due on his annuity or yearly pension of 300l. granted him by the late King out of the revenues of said Duchy. The like warrant to William Harbord, auditor of said Duchy, to allow said sums in Killegrew's account. Money Book VI, p. 79.
Same by same to same to similarly detain what shall grow due upon the yearly rent of 12l. 10s. 0d. payable to him for the scite of Pendennis Castle in Cornwall; which rent has been paid for the year ended 1683, Sept. 29. Ibid, p. 80.
June 22. Money warrant for 84l. 6s. 8d. to the churchwardens of St. John Baptist in Walbrook for 11 years to Christmas last on the perpetuity of 7l. 13s. 4d. per an. Money Book VI, p. 80.
Henry Guy to the Attorney General. It is the King's pleasure that the Customs Commissioners shall be also the Commissioners for the imposition of Excise on tobacco and sugar. You are to draw one bill for management of all the revenues specified in the two warrants ut supra, p. 228. Out Letters (General) IX, p. 91.
Same to the Navy Commissioners to assign payment of 200l. to Capt. Greenville Collins by way of imprest. Disposition Book IV, p. 40.
June 23. Warrant by Treasurer Rochester to the Customs Commissioners to suspend Robert Cowley from his place of one of the five undersearchers, London port, ut supra, p. 234, and to employ Anthony Meeke in his place during said suspension. Out Letters (Customs) X, p. 34.
Same by same to same to permit Scotch corn, meal and herrings to be imported from Scotland into Berwick port, Customs free, provided custom be paid on any same exported from Berwick to England, whether by land or water: all by reason that great application is made for said liberty under pretence of provision for the town and garrison when at the same time there is a great importation of corn coastwise from Berwick to England under pretence that it is English corn of the growth of the neighbouring counties. Henry Guy to the Attorney General. Serjeant Ryley is to attend you with several affidavits relating to the felling of wood in Windsor Forest. Advise the Lord Treasurer as to the proper method for prosecution of the offenders. Out Letters (General) IX, p. 91.

June 23. Report by Treasurer Rochester to the King on the petition of Lord Jefferys, Lord Chief Justice, for a lease of Upp Park in Sussex forfeited by the late Lord Grey for treason. The Surveyor General of Crown Lands reports to me the 10th inst. that the park contains 500 acres valued, with the capital messuage and two other messuages, at 150l. per an. clear and there were 260 deer therein in 1682. If divided and improved to the utmost value it might be worth 300l. per an. but on Mr. Graham's discoursing with Mr. Grey he finds that it was formerly let in two farms at 70l. and 50l. per an. and a sheepwalk, being down, estimated at 100l. per an. The capital messuage is old and a great deal fallen down these last two years and may cost 1,000l. to repair, and the subdividing the farms to bring them to the former improvement may cost 300l. The timber is worth 1,000l. If the timber be also granted a fine of 1,000l. may be reasonable and a reserve rent of 40s. per an. But I cannot advise a longer grant than 31 years as it would be an infringement of the rules made and observed for some years last past in the granting of leases. Warrant by same to the Clerk of the Pipe for a lease to Francis Gwynn of a piece of land in the circuit of Whitehall Palace as follows and ut supra, p. 215. June 25. Fiat by Treasurer Rochester for royal letters patent to constitute John Fitzherbert collector of the Customs and subsidies of wool etc. in Bristol port, being the office granted 1668, April 22, to said John Fitzherbert and William his son, the said William being dead. Warrants not Relating to Money XI, p. 101.
Warrant by same to William Hewer to deliver up to Anthony Sturt the note (receipt or obligation) given by said Sturt to said Hewer for 954l. 13s. 1d. advanced to Sturt by Hewer upon account of victualling the late garrison of Tangier and as in full of 1,000l. supplied to Hewer by the late Treasury Lords for that purpose. The Auditors of Imprests are to allow said sum in said Hewer's accounts as Treasurer for the affairs of Tangier and are to charge it as an imprest on said Sturt and partners: it appearing that there is due to said Sturt and Jonathan Gauden, contractors for victualling said garrison, a considerable sum on the balance of their account made up to May 4 last by Auditor Done. June 25. Henry Guy to the Customs Commissioners. In reply to Mr. Lloyd's query the charge of passing the [new] Commission [of the Customs] is to be charged to the incidents accounts of the Customs. Out Letters (General) IX, p. 92.
Same to the Surveyor General [of Crown Lands] to attend the Attorney General in order to the prosecution of Mris. Garrett et al. who have committed waste in Braywood in Windsor Forest. (Same to the Attorney General to prosecute same with all the severity imaginable.) Ibid.
Same to Visct. Falkland [Treasurer of the Navy]. The 500l. lately paid you for Mr. Luke Noone is to be equally divided between Richard Gibson and Mr. Hall, two of said Noon's creditors. Disposition Book IV, p. 41.
Reference by Treasurer Rochester to the Warden and Commissioners of the Mint of the petition of Angelica Magdalena Wharton, shewing that her late husband Philip Wharton, Warden of the Mint, found the house belonging to him by right of his office much out of repair and that repairs to such houses in the Mint were constantly done by direction of the Warden and allowed yearly in his accounts; in accordance wherewith he had his own house repaired and the workmen's bill to near 200l. remain yet unpaid: therefore prays direction herein. June 26. Same to the Auditor of the Receipt to issue 1,500l. to Visct. Falkland, Treasurer of the Navy, out of the money of the Navy, out of the money of the Letter Office in the Exchequer; whereof 1,000l. is for John Rogers, house carpenter, on his contract for building a new single dry dock at Chatham and 500l. for the other dry dock now in building at Chatham. (Same dated same to Mr. Stephens, [cashier to said Navy Treasurer] apprising him hereof.) Ibid.

Royal warrant to the Attorney General to forbear entering the judgment on the verdict in an information lately exhibited in the Exchequer against John Farren, one of the clerks to the Receiver General of Customs, for taking some small fees for paying several debentures for half subsidy and additional duty to one John Cary, merchant; upon which case a verdict was given for the Crown against the defendant, "but the entering of the judgment thereupon was stopped because the matter touching the demand of the said fees for the future would be settled by the said verdict." June 30. Henry Guy to the Commissioners of Excise and Hearthmoney. Daniel Clay, a collector of Hearthmoney in co. Derby, has distrained for private ovens which have in all the late King's time been free, and has collected money of poor people not liable to pay, and has said that he valued not the authority of the Justices of the Peace there, whereby great clamour and discontent has arisen. You are to write by this post into the country to have the matter examined so that the gentlemen of the country may be satisfied that a speedy enquiry is made. Out Letters (General) IX, p. 92.
