At the General Sessions Bartholomew Benson gave information against Stephen [Simon] Thompson of Whitechapel, yeoman, for erecting on 1 August previously eleven cottages to be used as habitations, each cottage not having four acres of ground adjacent, and that therefore the said Simon Thompson should forfeit £110, being at the rate of £10 for each cottage; and against Richard West of Wapping, carpenter, for erecting one cottage; and against Richard Coxe of Rosemary Lane, chandler, for erecting divers cottages; and against Thomas Morgan of Ratcliffe, yeoman, for erecting four cottages, and John Grave of the same, yeoman, for erecting two cottages; and against the said Richard Coxe for exercising the trade of a chandler not having served as an apprentice for seven years, and therefore he should forfeit £22.

At the same Sessions Roger Risbye gave information against Joseph Dennys of St. Margaret's, Westminster, tailor, for exercising his trade not having served as an apprentice for seven years, and therefore he should forfeit £22.

At the same Sessions Alexander Clealand gave information against Isaac Kilborne and Simon Greene of St. Mary-le-Savoy, beer-brewers, for selling 1,000 barrels of strong beer, contrary to the Act of 21 Henry VIII and the order of the Justices at the Sessions held on 5 May previously, to wit for selling the said beer at 10s. the barrel instead of 8s., and therefore they should forfeit £300 at the rate of 6s. a barrel; and against Francis Marshe of Islington, beer-brewer, for the like.
At the Sessions held on 13 January, 12 James I [A.D. 1614–15] the said Simon Greene and William Small his attorney appeared and pleaded not guilty.

At the same Sessions Bartholomew Benson gave information against James Desmaisters of East Smithfield, beer-brewer, for selling 1,000 barrels of strong beer contrary to the Act of 21 Henry VIII and the order of the Sessions of 5 May last, and therefore he should forfeit £300; and against Peter Leonard of East Smithfield, George Freeman of Whitechapel, Geoffrey Dupper of St. Katherine's, Henry Goade and Edmund Mynye alias Manye of the same, and Roger Harway alias Vanharway [Vanherewe] of [blank], all beer-brewers, for the like.
The said George and Roger appeared. Licence granted to the said Bartholomew to speak with the said Peter and George.
Unless the said James pleads against his information, nothing is said by the Court.
The said Henry appeared and pleaded not guilty.

Forasmuch as information was given to the Court by William Lambe, gentleman, (undertaker of the purveyance of veals for His Majesty's household, according to a composition agreed upon between His Majesty's officers of the Counting-house and the Justices of the county) that divers persons have pretended exemptions from payment, whereby the purveyor is much disabled in making his provision, and that the officers do not make their election known to the purveyor, whether they will accept veals in kind or a composition in money, till after his purveyance is made, and when it is made then they demand the money, which turns to the extreme prejudice of the purveyor and county; therefore it is ordered that Sir Thomas Fowler, Knight, and other Justices, shall write a letter to, or personally treat with, the said officers, for relief to be had as well against such persons as pretend exemptions, as also on behalf of the purveyor; and if they do not take order accordingly, that then the said committee shall give to the said officers a half-year's warning that the county are resolved to break the said composition which is to surcease and determine.

Forasmuch as upon consideration nothing was held to be so requisite for the government of the county as the provision of a House of Correction, which has hitherto been omitted because of expectation of receiving composition from the City of London for their pretended right and interest in the hospital of Bridewell founded by King Edward VI, it is ordered that Sir Francis Darcy, Knight, and other Justices shall have power to meet before the next General Sessions to take into their considerations the validity of the patent [of the said hospital] and to resolve what course shall be pursued by the county for obtaining their right to the use of the said hospital, and to treat with the citizens of London on behalf of the county as they shall think most meet; and also that they shall set a tax upon the whole county for raising such money as will serve to buy, build and finish a House of Correction, and to provide stocks of money and all other things necessary for the same.

On 21 October, A.D. 1614, according to the above order, order was made by Sir Thomas Fowler, Knight, and other Justices, assembled at Hicks Hall, that a taxation for raising the sum of £2,000 should be imposed upon the whole county, in manner and form following, viz., that the several sums hereafter following, being by them rated upon every parish, shall be forthwith collected by virtue of warrants directed from the Justices to the high constables within their divisions, and that the same shall be rated in such manner as other rates, taxations and assessments are made by the inhabitants of every parish within the county.
