Report to the Treasury Lords [from William Blathwaite] on the petition of Lord Baltimore ut supra, pp. 587–8. By two Acts of Assembly in Maryland an impost of 2s. per hogshead of tobacco exported thence is granted to the Lord Proprietor (a moiety whereof is appropriated to the use of the Government there) and likewise an imposition of 14d. per ton on ships trading there, to be paid to his lordship for port duties and anchorage. Upon taking the said Province under the Crown it was directed by Order in Council of 1690-I, Feb. 20, that the one moiety of said 2s. per hogshead should be to the use of the Government [there] and the other moiety and the said 14d. per ton should be to the Lord Proprietor for his own use. |

Upon the late happy Revolution two Agents were sent over [to England] with an address of submission to the King from the Convention of Maryland; and for their gratification and for the paying of their expenses several bills (amounting to 767l. 11s. 0d.) for the said impost and tonnage were ordered by the King to be given to the said Agents of Maryland and were accordingly so delivered by Mr. Knight, Customs Cashier, to whom they had been remitted. Some time after Lord Baltimore obtained a Treasury warrant 1691–2, Jan. 28, for 465l. 19s. 0d. for [as in lieu of] his part of the bills [thus] delivered to the said Agents, out of the King's moiety of the impost of several ships which came from Maryland in 1690, but for the impost and port duties whereof Mr. Knight received from the shipmasters only 690l. 10s. 0d., whereof the King's part came to only 296l. 19s. 0d., which sum was paid to Lord Baltimore in part of said 465l. 19s. 0d., thus leaving 169l. due to him for [as in lieu of] his part of the bills received by the said Agents of Maryland [for the year 1690]. |
By an Order in Council of 1691, Sept. 10, several bills, amounting to 1,319l. 18s. 8d., for the King's moiety of impost and for the whole of the tunnage duties for 1691 were delivered to Mr. Knight without any satisfaction made to Lord Baltimore for his 553l. 16s. 8d., part of the port duties. Of the said 1,319l. 18s. 8d. Mr. Knight charges himself with the receipt of only 991l. 18s. 10d., of which 400l. was paid to Col. Copley, the late Governor, and 80l. to the Secretary of Maryland pursuant to certain orders in Council. There remains therefore in Mr. Knight's hands 411l. 18s. 10d., out of which your Lordships may order 169l. [as above] to Lord Baltimore to complete his 465l. 19s. 0d. under the Treasury warrant of 1691–2, Jan. 28, in lieu of his share in the bills paid to the Agents of Maryland. This will leave 242l. 18s. l0d. in Knight's hands, which may be paid to Lord Baltimore in part of his interest in the impost and port duties of the year 1691 as above. There will then remain due a further sum to him [Baltimore] on that account but the value thereof cannot be ascertained till the account of revenue for Maryland for 1691 be transmitted to the Treasury. As to the sums which Lord Baltimore alleges to be in the hands of Mr. Paggen, merchant, Mr. Hutchinson and others in London for the port duties in Maryland for 1692, I have seen a list of bills for 188l. 11s. 8d. sent from Col. Copley on account thereof and which Paggen owns to be in his hands. I think he and all other persons to whom such bills have been remitted ought to be ordered to pay same to petitioner, who is rightfully entitled thereto. |

Same to same Robert Davies, late Agent to the Regiment now under the Duke of Schomberg, has petitioned for payment (out of money due to that Regiment) of 97l. 3s. 9d. which he disbursed on account of that Regiment and an arrear of 115l. 12s. 1d. for his pay as Cornet to that Regiment; and further that a considerable sum due to him from several of the officers thereof may be stopped out of their money. Mr. Fox has reported finding said statements true: but the said Regiment being now under your care [of pay] you are desired to so pay said two sums and to so stop said further items so owing, |
