Jan. 11. Henry Guy to the Excise Commissioners. In your report on the petition of Martin Ballard and Geo. Hopkins, relating to a debt of 737l. due from Mr. Martyn for Excise, you certify that Martin has assigned to you the 540l. due [to them from the Transports Commissioners] for the hire of the ship Phillip and John in transport service. My Lords have directed the Commissioners for Transports to pay said 540l. to you out of the first money they shall receive. “Upon payment of the remainder” you are to discharge the petitioners from said Martyn's debt. Treasury reference to the Agents for Taxes of the petition of Lawrence Ambrose, Receiver for co. Berks of the second Twelve Months' Aid and Quarterly Poll, praying allowance of his extra-ordinary charges therein. Reference Book VII, p. 20.
Report to the King from the Treasury Lords on two estimates from the Admiralty Lords, one for an increase of pay to the officers of the Fleet, the other for half pay to Flag Officers and to several Captains and others in time of peace. As these papers are transmitted to us from Sir John Trenchard, Secretary of State, without any representation from the Admiralty Lords of the reasons and motives which have induced them to propose such an increase of charge, we are unable to give your Majesty any opinion of the expediency thereof. Your Majesty's revenue is at this time so much anticipated as to be no way in a condition to support so great an additional expence, estimated at near 60,000l. per an. and which when introduced may probably amount to more. And therefore if these augmentations shall be thought necessary for the service at this time we conceive it might have been proper to have laid the consideration of the same before the House of Commons, to the end a proportionable fund might be provided for this use. Jan. 13. Henry Guy to the Commissioners of Accounts [Ireland]. Brigadier Lumley has proposed to my Lords to send over an officer to attend the stating the accounts of the Queen's Regiment of Horse late under Sir John Lanier. You are to state the accounts with such officer accordingly. Out Letters (Ireland) VI, p. 374.
[?] The Treasury Lords to the Lords Justices, Ireland, to report on the enclosed petition [missing] of the Earl of Inchiquin concerning his house adjoining the City of Cork, which he alleges the Earl of Clancarty caused to be burned, and praying a grant of 200 tons of timber out of the Earl of Clancarty's woods near the river of Cork in order to rebuild the same. Appending: (a) extract of a letter from Capt. Cross, commander of their Majesties' ship Weymouth, dated the 4th inst. Mr. Warren, collector of Customs, Dover port, complained to me that Mr. Francklin, surveyor of Customs in said port, was very angry with him for giving me an account of a Sweed ship that was bound to France laden with tar and other stores which I have secured and he declared that those that stop them [ships] injured them [officers] and other words to that effect and did believe that they ought to carry anything of the product of their country to France without any molestation. Mr. Warren is ready to justify that he [Francklin] is a disaffected person to the Government.

Warrant under the King's sign manual to the Lords Justices of Ireland for letters patent to pass the Great Seal of Ireland to revoke the present Commission for Inspection into Forfeitures in Ireland, ut supra, pp. 67–8 (viz. of date June 7 last to Sir Michael Mitchell, Charles Dering, John Weaver, John Davis and John Nelmes) and to constitute Sir Richard Cox, kt., Francis Cuff, Edward Corker, Charles Dering and Edward May as Commissioners in lieu thereof. Writs of commission for inquisition are to be made out as the said Commissioners shall require and they are empowered to name collectors, with the assent of the Lord Lieutenant or Lords Justices, to take and sell all forfeited goods etc., rents etc., the indentures of such sales to be returned into the Exchequer Court to be a charge against such collectors: further, the Commissioners to have the power to lease forfeited lands for three years from Lady day next: with power to state to the Exchequer Court the accounts of all persons concerned in any such forfeitures: the Commissioners to render an account of their proceedings to the Chief Governor of Ireland as often as requested: with power to summon any persons to appear as witnesses or parties: with a salary of 400l. per an. to each Commissioner, payable out of such forfeitures: and James Bonnell to be their Secretary or Register with 300l. per an. salary: with power to the Commissioners to reward discoverers up to a fourth part of the value accruing to the Crown thereby and with the approval of the Chief Governor of Ireland when such reward exceeds 10l. Jan. 18. Report to the [King in] Council from the Treasury Lords on the petition and proposal of Abell Slaney and Daniel Barton concerning copper farthings and half pence (referred to the Treasury Lords Dec. 7 last). Hereon we find that the Governor and Company of Copper Miners have agreed to ascertain [guarantee] 2,500l. a year for the privilege of making such farthings and half pence [ut supra, p. 415]. Slaney and Barton offer 3,500l. a year rent, and upon our discoursing with them do submit to the other terms the said Company had agreed to. But the said Company have been at great charge to promote the copper manufacture in England and have spent some time in soliciting this business of farthings and half pence and have made a provision of copper and other things to be employed in the making thereof: and they are willing to come up to the additional rent of 1,000l. per an. We therefore advise a grant in favour of the Company, as they are substantial men and have an interest to encourage and promote the [copper] manufacture. Warrants not Relating to Money XIV, p. 257.
