June 1. Same to Thomas Neale, Master and Worker of the Mint, to pay 30l. each per an. to the 13 Fellow Moneyers from Lady day last until such time as the Mint shall be in work; he to inform the Treasury Lords when there shall be sufficient work in the Mint to maintain the said Moneyers, whereupon the payments as above are to stop: all by reason of the petition from Tho. Anderson, provost, Edward Sturton, Richard Callard, James Wilder, Christopher Sutton and the rest of said Moneyers, ut supra, p. 95, shewing that they have made good all loss and waste in the working of gold and silver moneys according to the indenture of the Mint, but that by reason of the work falling off so much of late years their Corporation is poor and much in debt and, without some consideration, they must be ruined and that several of them are forced to go to daily labour notwithstanding they have served seven years' apprentice and gave 100l. each man to come into the service: which statements are confirmed by the report of said Master thereon that the present circumstances are such for want of work in the Mint that unless some maintenance be allowed them till work come into the Mint their Corporation will in all probability fall to ruin. June 1. Henry Guy to the Auditor of the Receipt to isseu 273l. to me [Guy] for secret service: out of Alienation Fines in the Exchequer. Disposition Book XI, p. 173.
Same to the Excise Commissioners. My Lords desire you either to make a loan of 4,500l. at the Exchequer on credit of the Hereditary and Temporary Excise or to forbear repaying yourselves any moneys you have already lent upon those branches till you shall have paid into the Exchequer out of the produce thereof the said sum of 4,500l. Ibid.
Same to the Navy Commissioners to make out bills of imprest for applying as follows the 3,230l. 10s. 0d. directed as above for the officers of the Marine Regiments, viz.: 1,706l. 5s. 0d. thereof to the Earl of Danby for the officers and [their] servants of the First Marine Regiment and 1,524l. 5s. 0d. to Henry Killegrew for the like of the Second Marine Regiment. These sums are in part of 22,988l. 13s. 7d. due to the said officers as by an account stated to Feb. 17 last by Auditor Bridges and Mr. Lowndes. Same to Capt. Griffith. Some time since, Capt. Ash of the Earl of Danby's Marine Regiment borrowed 86 guineas of Mr. Fontanges, which [debt] is assigned over to Mr. Le Forrest. You are to stop same out of the three month's pay now directed for said Capt. Ash. Ibid.
Same to Mr. Clarke to procure a royal warrant, to be signed by the Queen, to authorise the Paymasters of the Forces, Ireland, to pay 4,535l. 2s. 10d. to the Commissioners of the Transports: whereof 3,446l. 10s. 2d. is for one month's freight for 5,736 tons of shipping in Bristol Channel; 1,000l. is for hay and oats and 88l. 12s. 8d. is for provisions furnished at Milford by Mr. Middleton. Francis Hammon from Jan. 1 last to make his allowance 8s. a day as Deputy Governor of Landguard Fort: it appearing that no provision is made upon the establishment to the Governor or Deputy Governor of that fort, although the late King designed “him” a salary of 5s. a day, but all that Hammon has received has been a pension of 4s. a day in a list signed by the present King 1689, May 1, “which was also allowed him by King Charles II.” Ibid, p. 84.

Same to the Clerk of the Pipe for a lease to Richard, Earl of Ranelagh, of 15 acres of Chelsea Meadows, ut supra, p. 215, for 58 years from April 15 last at 30l. 4s. 6d. per an. rent payable to the Treasurer of Chelsea Hospital: with covenants. ut supra, ibid, and also not to obstruct or hinder the water course or drain which runs from the said Hospital through the premises. Same to the Commissioners of Excise and of Hearthmoney Arrears to apply to the discharge of an Excise debt as follows the sum of 188l. 13s. 0d. out of Hearthmoney arrears, being the surplusage on the account of William Probert, Receiver General of Hearthmoney in North Wales and part of South Wales, for 1684, Michaelmas, 1685, Lady day, and 1685, Michaelmas (wherein he is charged 3,768l. 14s. 0d. and 17s. 9d. and discharged of 3,957l. 14s. 9d.), the same being occasioned by an advance of 188l. 13s. 0d. by Nath. Hornby, then a [Hearthmoney] Commissioner, by order of 1686, April 13, for the allowances and expenses of seven collectors sent down by the Commissioners into that collection which could not be accounted for in Probert's last half year's account by reason it was closed and Hornby was subsequently reimbursed out of the Excise out of 500l. imprested to the Excise Commissioners and charged on Fra. Parry and said Hornby in the accounts of Excise. The said arrear [surplusage] is hereby to be applied in part of the discharge of said 500l. Ibid, pp. 200–1.

Report to the Queen from the Treasury Lords on the petition of Sir Richard Cox, kt., and the report and letter thereon from the Revenue Commissioners, Ireland, and the Irish Lord Lieutenant respectively. The petitioner has done good service on several occasions and the English Plantation he is now carrying on at Dunmanway, co. Cork, will very much contribute to the quiet and settlement of that wild and desolate country and will be of advantage to the revenue by Excise and Hearthmoney and otherwise. We therefore advise a moderate abatement of quit rent which being provincially [by Provinces] charged upon the acre without regard to the quality of the land, falls very heavy on petitioner's lands, which are coarse and mountainous. On discourse with him we found he would be contented with the abatement of 64l. 10s.d., being the moiety of the present quit rents of the lands of Ballynicarig, Ardea, Baninumery, Kildee, Edencurra, Drumlina, Litter-gorman, Manbiganif, Kippagh, Kilcaskan, Budermin, Curbeg, Awe Dunmanway, Awe als Kilbany, Knockinoss, Knocks, Garanes alias Coxtown Killina, Maulrour, Lisbehogy, Lisbaliat, Drumerk and Ardenhan, being part of petitioner's lands. We think this reduction will be a sufficient encouragement for him to proceed in his designed plantation. Warrants not Relating to Money XIV, p. 183.
June 3. Henry Guy to the Customs Commissioners. The Queen has granted a pass, dated yesterday, to Maj.-Gen. Maxwell, his servants, plate, furniture etc. to embark on any the ships appointed for exchange of prisoners and to go to France. Send a Customs officer to him at St. James's Place, St. James's Street, Westminster, to seal his said goods. Out Letters (General) XIV, p. 84.
Same to Mr. Sotherne. My Lords are informed by Capt. St. Lo that the rich prize taken by the Montagu frigate is not brought into Plymouth. Will the prize ship stay at Plymouth long enough for him to reach her there, or is she already ordered round to Portsmouth, or what else is become of her? Ibid.

June 5. Royal warrant, under the Queen's sign manual, to the Earl of Ranelagh, Paymaster of the Forces, to pay 228l. to Capt. Waddow for the pay of himself and servants, 1690–1, Jan. 1, to 1692, March 31, at 10s. a day as Captain in the Earl of Bath's Regiment of Foot, being respited because as Lieut.-Governor of Pendennis Castle he has constantly resided there pursuant to orders. Same to same to pay — Nixon, chaplain to the abovesaid Regiment, 40l. for his pay for 1690–1, Jan., to 1691, April: being respited for leave, another chaplain officiating for him during his absence. Ibid.

Appending: letter dated this day from Secretary the Earl of Nottingham to the Treasury. The King of Spain has appointed said D'Albizu his Envoy Extraordinary to the Emperor. He intends to pass by [way of] England into Germany and bring with him some presents from the two Queens of Spain to their Imperial Majesties. He desires that same may be landed and re-shipped for Holland Customs free and without search.
June 7. Henry Guy to the Earl of Ranelagh to report on the enclosed memorial [missing] of Ben. Tomlinson, woollen draper, concerning 720l. due to him for clothing the Grenadiers of the First Troop of Guards. Out Letters (General) XIV, p. 87.

Same to Mr. Stephens [Cashier to the Navy Treasurer]. My Lords perceive by several memorials and representations the pressing occasions for moneys to be paid to the Yards. They have put tallies of the 4s. Aid into your hands some time since for this purpose which they look upon now to be as good as ready money. They therefore direct you to solicit the obtaining ready money for the said tallies in order to paying same forthwith to the Yards. If your affairs will not permit you to attend to this matter, they desire you to employ some others to use their utmost endeavours therein. Ibid, p. 88.
Same to Mr. Fox to report on the enclosed petition of Thomas Palmer of Coventry, praying payment of 35l. 9s. 0d. for 709 knapsacks furnished to the Regiment late under the Earl of Kingston. Ibid.

Please acquaint those officers who are not disabled by their wounds to forthwith repair to Ireland if they intend to receive any benefit by the said establishment. Royal warrant to the Commissioners for the Accounts of Chelsea Hospital to direct the Deputy Treasurer of said Hospital to pay 1,000l. to Sir Christopher Wrenn for his pains in overseeing the erection of said Hospital; to be paid out of the day's pay per year deduction directed by the King's sign manual of March 21 last and out of the 12,000l. per an. from the 12d. per £ deduction similarly directed for the support of said Hospital and in further pursuance of the sign manual of March 22 last directing the application of said funds. At the hearing the other day between Mr. Harcourt and you before the Treasury Lords concerning the Duke of Beaufort's claim of allowances on his accounts as President of the Marches of Wales, it appeared to my Lords that the claim was grounded on a privy seal of James II, but which you alleged had not been produced to you nor entered in the Office of Auditor of Wales. You are to send for same and enter it in the said Office and then revive the certificate you formerly made in this matter and send my Lords a new one. Ibid.

Royal warrant, under the Queen's sign manual, to the Lord Lieutenant of Ireland to take from Robert Boardman, of Dublin city, merchant, his bills (stated and allowed by the Commissioners of Accounts, Ireland) to a total of 781l. 8s. 9d. for necessaries supplied by him for the service of the Army when at Belfast (being 828l. 11s. 10d. for which he had bills allowed by the commanding officers of the Regiments concerned, but of which he produces only signed bills for 781l. 8s. 9d.) and to cause the said bills to be entered with the Accountant General, Ireland, to the end the respective Regiments may be charged therewith: and thereupon for the collectors of Customs and Excise at Dublin to receive the said bills as so much money by discharging the debt of 544l. 17s. 6d. owing by said Boardman for Excise and by setting off the remaining 236l. 11s. 3d. against such Excise as is since or shall grow due from him for brewing in Dublin. And further to remit to the said Boardman the duty on 188 hogsheads of tobacco which in Jan., 1689–90, he imported at Belfast and Carrickfergus and on which (notwithstanding the royal Proclamation of 1689, Oct. 24, granting liberty of duty free import of goods for the Army for the space of three months), he was constrained to pay down 356l. 0s. 3d. to Christopher Carleton, then collector at Belfast, for Customs thereon, and to give bond for 245l. 12s. 9d. more for Excise thereon, which was the full duty (“upon assurance and agreement with the said collector that the said duty should be repaid to him in case any other person were allowed the same” and it appearing that William Squire of Londonderry, merchant, has had the same allowance on the like occasion). The said bonds for 245l. 12s. 9d. are therefore hereby to be delivered up to the said Boardman and he is to have liberty to import, Customs free, tobacco to the like value of the said Customs of 356l. 0s. 3d.
