Royal warrant to the Attorney General for a great seal for a grant to Sir John Duncombe from Lady day last and during pleasure, of the yearly rent of 1,000l. reserved to the Crown upon the lease to Horatio, Lord Townshend of the 4s. per chalder part of the duties imposed upon sea coals Newcastle measure : and with this further grant that if said Duncombe shall overlive the term of said lease, or other shortage (by reason of defalcation or otherwise) happen in the payment of said 1,000l. per an. same shall be from time to time made up out of the Exchequer : said Townshend to be hereby empowered to pay his said rent direct to Duncombe : and also for a further grant to said Duncombe of an annuity or yearly pension or further sum of 1,000l. from Lady day last out of the overplus revenues arising to the Crown above the rents reserved for and charged upon fines upon alienations to be made on writs of covenant and writs of entry sur disseisin en le post and otherwise out of the Alienation Office : any deficiency thereof to be made up out of the Exchequer as above. Warrant from Treasurer Danby to the Customs Commissioners to deliver, on arrival, to Sir Thomas Allen, customs free, a gravestone, a chest of earthenware and a chest of alabaster, laden at Leghorn on board the Henrietta frigate, Capt. Killegrew commander. Out Letters (Customs) III. p. 152.
May 18. If Isabella Yeomans, wife of William Yeomans, in behalf of herself and children petitions for a grant in reversion of lands holden of the Crown or of the tolls in Cumberland granted to Sir Phillip Musgrave, he [Musgrave] desires to be heard before any such grant pass. Caveat Book, p. 18b.
Letter of direction upon 1,500l. in further part of an order of Mar. 7 last for 10,000l. to Charles Bertie for secret service : same to be by tallies on the Hearthmoney farm rent due in Sept. next : (the former directions in part hereof being 3,000l. on the Hearthmoney farm rent due in March. 1675-6 ; 1,000l. out of Customs money ; 1,087l. 10s. 0d. out of Hearthmoney, and 250l. out of Customs) Money Book (General) p. 351.

Treasurer Danby's approval of a form of a warrant for an Exchequer acquittance to be given to the Irish Revenue Farmers for 30,000l. being the residue of the 60,000l. advance money (which is now fully paid) as if the same were actually paid into the Exchequer in Ireland in the same manner as the former acquits or acquittances were given for the first 30,000l. : and that the clause in the said Farmers' lease for payment of their moneys into the Exchequer every ten days be no further observed, but that such payments do from henceforth cease : also for a proclamation to issue for superseding and vacating the Commission of Dec. 10 last to Sir Cha. Meredith et al for managing the Irish revenue (which Commission is in reality actually superseded upon the perfecting and sight of the patent mentioned therein) the said Commissioners and all other receivers, etc., remaining answerable to said Farmers for their receipts ; but command to be given by proclamation or otherwise for the said Chief Commissioners and all officers under them to continue in their several employments till they shall be removed by said Farmers, and in the meantime to follow the instructions of said Farmers. Such commissions, powers and authorities to be given to said Farmers and their agents as they shall desire for carrying on the service.

May 19. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to William Pleydell, gent. (at the nomination of and in trust for Robert Colepepyr) of the two several rent charges of 30l. per an. each issuing out of the manors of Bedgbury, Goudhurst, Ford and Maytham and other lands and hereditaments, co. Kent, and all arrears thereof and all the Crown's interest therein, and all the benefit and advantage of recovery theref by distress nomine poenae, viz., for all the interest and period the Crown has therein by attainder as follows : the said Robert Colepepyr having represented in a petition to the king that Roger and James Colepepyr, two of his uncles, were heretofore estated in the said rent charges, and that for the advancement of their fortunes travelling into Holland, they were there preferred to be captains of foot, and served in that capacity for many years, and during all the late war between England and Holland, without returning into England as they ought to have done in obedience to an Act of Parliament of 17 Car. II., whereby they became attainted of treason and have forfeited said rent charges : but representing further that said uncles were ignorant of said Act, and were never concerned in any sea service or engagement by land against our forces : and further that petitioner's ancestors and relations suffered for the king and his father during the late [Civil] war, whereby petitioner's family is near ruined and his estate impoverished. Charles Bertie to the Auditor of the Receipt to pay forthwith 360l. to the Agents for Taxes for salary and incidents to Lady day last : which is the last payment Treasurer Danby designs for said Agents till there is further need of [employing] them. Money Book (General) p. 352.
May 20. Money warrant for 100l. 7s. 6d. to Serj. Gyde for one year's salary and board wages. Ibid, p. 352.
Charles Bertie to the Auditor of the Receipt to pay 300l. to Mr. Le Gouche "out of the 500l. mentioned in your last [weekly] certificate [of receipts and payments in the Exchequer as having been received in the Exchequer on account of the farm rent] for 4s. per chaldron on sea coal :" this payment to be in satisfaction of said Le Gouch's order of the 21st ult. for 300l. Warrant from Treasurer Danby to the King's Remembrancer for process of immediate extent against William Biss and Thomas Biss of Bristol, on their bonds of 1675, July 23, for 300l., 110l. and 95l. ; and against said Thomas Biss and John England on their bond of 1674, July 13, for 222l. : same being forfeit and the sheriffs having returned that they were not to be found. Warrant by Treasurer Danby constituting John Arderne and Arthur Skinner, citizen and draper of London, for the discovery and prosecution of prohibited and uncustomed goods : they rendering an account therein to and submitting to the directions of Charles Osborne, one of the Surveyors General of Customs. May 22. Report to the king from Treasurer Danby on the petition from Roger, Earl of Orrery, said petition praying that the 8000l. (granted for his surrender of his patent of President of Munster, and payable by 838l. 14s. 0d. per an.) may be paid by the Irish Revenue Farmers in the last year of their farm. On said petition the Earl of Essex, Lord Lieutenant, reports that (after cessation of the Duke of Ormonde's temporary payment of 5,000l. per an. to be satisfied out of the quit rents assigned for satisfaction of what is due to him) the 6,000l. to Col. Lane's daughters, 8,888l. to Lawrence Hyde, 3,000l. to Sir Timothy Tyrrell and 8,000l. to petitioner are to be paid successively out of those quit rents : but because a failure may happen (the Duke's debt not being adjusted) the Lord Lieutenant conceives that what shall be unpaid to the petitioner by this fund (if but a little sum) be paid out of the last monthly 20,000l. to be due from the new Farmers [of the revenue of Ireland], or (if a great sum) out of their last three monthly payments. To said report Treasurer Danby hereby agrees, with the addition that the said payments be inserted on the present and future establishments of Ireland. Warrants not Relating to Money VI. pp. 324-5.

May 23. Same from same to same to deliver, customs free, a pair of harness for coach-horses consigned to William Nephew, a merchant in Dover, lately arrived in the packet boat from France, and detained at Dover : same being the proper goods of Henry Sidney, Esq, and having been already worn. Ibid.
May 24. Royal warrant as follows to John, Lord Vaughan, Governor of Jamaica, his agents or attorneys, and to the Paymaster of the Forces. By commission dated 1663-4, Feb. 15, Sir Thomas Modyford, bart., was constituted Governor of Jamaica with 1,000l. per an. salary, and 600l. per an. to the Lieutenant-Governor, Said Modyford's powers being afterwards revoked, Sir Thomas Lynch, Kt., one of the Gentlemen of the King's Privy Chamber, was by a great seal dated 1670-1, Jan. 5, invested with the said powers "and further it was our will and pleasure to constitute and make the said Sir Thomas Lynch our Lieutenant-Governor and Commander-in-Chief of the said Island by a commission under our signet, granting him such powers, advantages and salaries as belonged to the same." Said Lynch has for 4 years faithfully served as Lieutenant-Governor and Commander-in-Chief, but has not received the said salary of 600l. per an. or any part thereof. By the establishment dated 1674, Dec. 4, [see Cal. Treasury Books IV. p. 575] the sum of 2,500l. per an. is ordered and established for the Governor, Lieutenant-Governor, forts and Major-General of said island. Since the said establishment there has not been any such Major-General. It is therefore hereby ordered that the 300l. per an. established as above for said Major-General as part of said 2,500l. per an. from Lady day, 1674, be paid by said Lord Vaughan to said Lynch, and to continue such payment for the future during pleasure. Royal warrant for a privy seal for 4,500l. to Mr. Loveing upon the fourth quarter of the Eighteen Months' Tax. Ibid, p. 150.
Warrant under the royal sign manual to Visct. Ranelagh, Vice Treasurer of Ireland, to take for himself (out of the advance money of the Farmers of the Revenue, Ireland) 750l. being the fee of 6d. per ("on every paid out of the Receipt of the Exchequer, Ireland," as by his patent as Vice Treasurer), viz., on the 30,000l. to be advanced by said Farmers on the ensealing of their grant "the said sum [of 30,000l.] being raysed upon the credit of that our [Irish] revenue, though disposed of by us here [in England]" ; the said 750l. to be taken by said Ranelagh in manner following, viz., 420l. which remains undisposed of the said 30,000l. from the Treasurer of the Navy, who is hereby authorised to pay same, and the other 330l. out of any other advance money of said Farmers. Entry of Treasurer Danby's approval of the report from the Lord Lieutenant of Ireland on the Duke of Ormonde's petition [said report being] to the effect that the Lords Justices of Ireland did order the Revenue Farmers of Ireland to pay Capt. Geo. Mathews 2,500l. for the Duke of Ormonde out of the quit rents for the half year ended Michaelmas last ; that said Farmers have refused to pay same ; and therefore advising that the king may pay said 2,500l. out of the remainder of the 70,000l. formerly advanced by said Farmers, and if there be found, upon stating their accounts, that 2,500l. is due from them, that they be prosecuted. Treasurer Danby's subscription of a docquet dated May of a grant to Edmund Flower, one of the king's musicians in ordinary for the wind instruments loco William Howes, deceased, of the wages and fee of 20d a day and 16l. 2s. 6d. per an. for a livery : payable quarterly out of the Exchequer from Lady day last during pleasure. Reference to the Customs Commissioners of the petition of Marcellis Jacops, master of the ship Angell Michaell of Lbeck, laden with deals from Lbeck to Lisbon, and now in Plymouth Road, who dares not set sail for fear of a French caper and therefore desires to land some of his deals (on payment of strangers' duty) for satisfaction of the debts he has contracted. Entry of Treasurer Danby's agreement with the report from the Lord Lieutenant of Ireland on the petition of the Earl of Anglesey : [said report being] to the effect that concerning reprisals due to petitioner for lands decreed from him by the Court of Claims, when a survey is made his deficiencies may be placed on some part of them ; as to the barrenness of the lands the king may abate part of the quit rents when the commission for abating quit rents upon such lands shall be executed : that his pension of 600l. per an. has been unpaid since 1669 ; that for discharge of the 700l. (7,000l.) remaining upon his account as Vice Treasurer of Ireland, he has paid 2,000l. to the Earl of Carlingford, 1,250l. to Sir Geo. Carteret, 200l. to the Countess of Portland and 3,000l. to Geo. Hopkins ; he also craves 3,000l. paid to Mr. James Hamilton : as to these payments the Lord Lieutenant is of opinion that though they were irregular, yet they may be allowed, as they were really paid "or otherwise the petitioner will be left to his remedy at law to recover those sums of the parties to whom he hath paid the same." Widdison for some coals as follows, with allowance for the coal cast over, the said Widdison being bound for the coast with 44 chalder, 27 Nov., 1672, was forced to Ostend and cast over 13 or 14 chalder, and is now fled and Dent, his bondman altogether insolvent and in prison at Durham : said Dent praying for the above indulgence, on the ground of his Majesty's declaration dated 10 May, 1672, granting indulgence to foreign built ships to carry out coals for English duty which indulgence was taken off by order of Council 5 Sept., 1673. Applications and informations are made to me concerning arrears on several branches of the revenue whereof I have not yet received any full account. In order that I may be fully informed from time to time of the estate of such matters you are to search in the offices of the king's Remembrancer, Treasurer's Remembrancer, Clerk of the Pipe, Comptroller of the Pipe, Auditor of the Imprests and of the revenue, Auditor of the Receipt, Clerk of the Pells and all other offices in the Exchequer, and to make a full and perfect collection of the true state of all arrears as above, now standing out unpaid to the king and what process has been had for recovery thereof : and to certify same to me at large in a book with your observations why the said arrears are not recovered : and to use the utmost endeavours for the recovery of such as are recoverable in accordance with the directions given you by the late Treasury Lords in pursuance of the privy seal of 1672, May 27 : giving an account and making application for any further instructions herein to me. Same to the Customs Commissioners. On the 8th inst. you presented to Treasurer Danby the form of an oath for the Governors of the Plantations and of the dedimus for administering said oath. A form of such oath has already been considered and agreed to by the king in Council which the Attorney General likes better than your form. It is sent herewith for you to consider whether it may not be enough comprehensive for the purpose. By order of Council Mr. Rawlins is to be apprehended for forging certificates : and the warrant was issued to a messenger accordingly on the 19th inst. Out Letters (Customs) III. p. 159.
Warrant from Treasurer Danby to Anthony Parsons Auditor for co. Gloucester to make up the account of Sir Humphrey Hook, kt., as Receiver General for co. Royal warrant to the Attorney or Solicitor General for a great seal for a grant and assignment to Robert Phillips, one of the Grooms of the King's Chamber of all those messuages, lands and tenements (and of all the Crown's interest therein and the mesne profits thereof) with the appurtenances in the several parishes of Stebunheath alias Stepney. St. Paul Shadwell and St. Mary Matfellon alias Whitechapel, co. Midd., as specified in an inquisition taken by virtue of a commission to George Pigott, Esq., John Hayes and others, whereby it is found that Samuel Trulove, late of Stebunheath alais Stepney, mariner, deceased, an alien born, was possessed of the residue of several terms in the abovesaid premises, "besides those which in several inquisitions alsoe remaining of record in our said High Court of Chancery taken and returned by virtue of a former commission under the great seal of England were specified and contained." Privy seal for 10l. a day as ordinary to Laurence Hyde (Master of the Robes), as Ambassador to the King of Poland, to represent his Majesty at the christening of the Princess, said King's daughter : to be paid quarterly in advance : and also for 1,500l. to same for equipage and the usual clause as to extraordinaries. [June 31 altered to] May 31. Report to the King from Treasurer Danby on the petition of Dame Philadelphia Clerk, relict of Sir John Clerk, kt. and bart., as by the order of reference of the 11th inst. thereon. I find by certificate by Thomas Watkins, a clerk of the Privy Seal, and the copies of several docquets by him transmitted to me, that about July, 1660, your Majesty made said Clerk a baronet and about the same time granted a warrant for discharge of his baronet fee. Petitioner alleges that Sir John trusted to his solicitor to prosecute the said discharge and believed the same to be perfected, nevertheless the said debt still remains charged on her estate. If the fee is to be discharged as intended it is proper to be done by a privy seal directing tallies to be levied at the Exchequer in the usual form. Warrants not Relating to Money VI, p. 335.
