King has appointed that where any goods shall be seized for
non-payment of Customs, the Customs whereof would not
exceed 40s., the Customs Commissioners should compound such
seizures, agree with the parties offending and finally acquit
them. Several sums of money have been received and from
time to time may be received by way of composition in
pursuance of such agreement. It is hereby directed that the
Receivers of London port, who ought to receive the Customs of
the said goods, shall receive the moneys already paid or in
future to be paid for such compositions to the use of His
Majesty and shall pay same to the Cashier General [of the
Customs]. The Collectors of said port and the Comptroller,
Surveyor and Surveyor General there are to make entry thereof
in their books of account to be transmitted from time to time
into the Exchequer, "and that to the titles of the parchment
books under the Exchequer seal for the said officers it be added
that such books contain an account of such moneys."

necessaries to a considerable sum, amounting (with 6 per cent.

seized by Jeremiah Hunt, officer at Hull, on the pretence that
such importation was prohibited by a clause in the Act for
Navigation : it appearing from the report of the 12th inst.
from the said Commissioners on the said Hoare's petition that
"an information being heretofore brought in the Court of
Exchequer for a parcel of Malaga wine imported from Ostend
and a special verdite being found before the then Lord Chief
Baron Hales it was afterwards argued by the whole court and
declared that the said clause was only relative to the goods of
Asia, Africa and America, and not to the goods of Europe,
and judgment was thereupon given for the defendent against
the information, and that you have inquired into the practice
of this port [London] and find it attested by the officers as well
clerks as others that iron of the product of Swedland and
other countries hath been frequently imported from Holland
without interruption and that you find no precedent in the
port of London for the confiscation of Swedish iron or any
other European commodities since the aforesaid judgment in
the Exchequer."

Warrant from Treasurer Danby to the King's Remembrancer to
stay proceedings against Sir Robert Vyner, Henry Lewis and
Richard Stratford, citizens and goldsmiths of London, on their
bond of 1671, July 6, for 2,800l. to John Browne found by
inquisition Jan. 27 last (extent having been awarded against
Thomas Browne and said John Browne on two bonds to the
King) and likewise against said Vyner, Lewis and Stratford on
their bond of 1671, Nov. 24, in 900l. to Charles Goodwine,
conditioned to pay 450l. within 20 days after demand, the
Sheriff of Middlesex having seized said bond into the King's
hands by reason that said Goodwin, William Walker and
Ambros Ested are bound to the King in 14,300l., whereon
extent has been issued and an inquisition taken May 12 last
before Sir Nathaniell Herne and Sir John Lethulier, Sheriffs
of Middlesex, whereupon the abovesaid bond of Vyner et al was
found. The present stay of proceedings being due to the fact
that said Vyner, Lewis and Stratford have advanced great sums
to the King, which are still owing at the Exchequer, whereby
they are disabled from the speedy payment of said debts.

Treasurer Danby to the Earl of Bath, Lord Warden of the
Stannaries. I have returned His Majesty's answer verbally to
Sir John Arundell, Sir William Godolphin and others of those
gentlemen who prepared the petition to the King concerning
the quarterly coinings of tin. To prevent any further mistake
I send it you in writing as follows, viz that His Majesty,
considering it will be Xmas before any question can arise upon
that matter by reason His Majesty intends not to interrupt
the coinages either at Midsummer or Michaelmas, but believes
they do belong to them of right, will give himself time till
then to consider whether he can gratify them in their further
request without prejudice to himself. I acquainted them at
the same time that His Majesty was sorry they had not taken
the price he had formerly offered them for their tin by way of
farm (which at the time would have been of advantage to himself
as well as them), but since it had been so positively
refused those who had encouraged him to the bargain had
otherwise disposed of their stock, besides that the price of tin
was grown much lower and that for these reasons he was not
now prepared to come to any agreement with them upon that
matter, but that he intended to speak again with the same
parties and would dispose them if he could to new offers if the
price might be lower, which there seemed to be great reason
for, and I am not without hopes yet of getting men to give 4l.
per cent. [hundredweight] if a cheerful concurrence in the
country can be found to it, without which I believe scarce any
will deal for the commodity at all. Another great impediment
to a present treaty was a consideration how improbable it
would be to make any conclusive bargain with particular
gentlemen out of the Convocation when it was not only doubted
but affirmed by some of those very gentlemen that the Convocation
itself could not bind the proprietors of the tin without
their own consents, insomuch that I find it necessary to be well
informed even on that also before the King be tied by new
offers on his part when I do not see what obligation will lie on
theirs after a price seemingly accepted by the tinners. Satisfy
yourself herein, besides what information I can get by other
means, so as we may not be liable to mistakes in the main of
this affair.

Thomas Lastly, one of the tidesmen in the port of Plymouth,
is to be appointed surveyor of the boatmen there, with the
addition of 10l. per an. to his salary. To prevent an increase
of the charge of said port the salary of one of the vacant
tidesmen is to be sunk. The merchants of Bristol are to be
required to pay the 26l. 15s. 3d. disbursed by Mr. Tyndall in
prosecuting several suits against them for importing corn
without paying the full duty and in his own defence upon
several suits and informations by them prosecuted against
him upon that occasion, as also the charge His Majesty's
Solicitor has been at in prosecuting the recovery of the said
duty. Further they are to release said Tyndall from all the
said suits : otherwise the stay of proceedings against the said
merchants is to be superseded. You are to pursue the opinion
of Sergeant Stephens touching the repayment of half duty
upon the exportation of corn and fish oil. You are to appoint
Mr. Clement to collect the Custom at Lynn until further orders.
The prosecution of Mr. Polstead, the Collector there, is to be
suspended pending enquiry as to his present undertaking to
secure his [debt to His] Majesty. Those persons who have
undertaken to set up a manufacture of paper in this kingdom
may be permitted to import one piece of coarse woollen cloth
to make others by here. Mr. Skynner, one of the Jerquers, is
to be paid his salary for the part of the quarter he served.
[You are to allow Mr. Arthur Upton 20l. for officiating the
trusts of Deputy Collector of Penryn and of Surveyor of
Falmouth. Penryn and Truro from 1671, March, to 1672,
Lady Day.] As you have a prospect of using Booke Bookey
in some discoveries for His Majesty's service you may discharge
him out of prison upon his entering into a new judgment on
His Majesty's behalf. You are to make an allowance of one
third to Mr. Stanley, of Southampton, for the decayed tobacco.
Report me your opinion as to the expediency of supplying the
vacancy caused by the death of the Collector at Appledore or
of suppressing the said office. Col. Molesworth is to be directed
to pay Mr. Mounteney the money arising by the sale of such
Plantation goods as are returned in lieu of the duty payable in
the Plantations. Mr. Mounteney is to keep distinct accompts
of such receipts. [Sir Sackvill Crow is to be repaid the money
by him paid at Milford Haven for the Customs of wreck wines,
unless he be content to make an allowance thereout towards
the officers' charge. You are to prosecute Mr. George Pley,
