to be Commissioners and Governors of Excise with power to

Warrant from Treasurer Danby to the Customs Commissioners
to discharge the seizure of the ship "Jonas," of St. Andrews,
belonging to Robert Embrey, and seized at Newcastle for importing
corn, said ship not being English, and also not being
Scotch built, said corn being of the growth of that country : the
Customs Commissioners having reported "that although the
said ship be not of the build of Scotland yet in truth the same
hath belonged to the people of Scotland these five years last
past and was navigated by Scotch mariners . . . that the
petitioner after his arrival in the said port of Newcastle, when
he was at liberty to depart with his ship and goods, finding
himself in some doubt, came to the chief officers of the port
and declared that if there were any danger of forfeiture he
would depart with his ship and lading, but being told by the
said officers there was no danger of seizure he thereupon
entered his ship and paid His Majesty's Customs for his lading
therein and was permitted to dispose of a part thereof before
seizure ; and that upon inquiry you find that it hath been the
practice of that port in the like case where the ships are
belonging to the people of Scotland and navigated by such
mariners to admit them to entries."

Instructions from same to same made upon their representation
of the 14th inst. As to my order of Mar. 6 last for admitting
entries [of coal] where ships are driven over by distress you
represent that it sometimes happens that masters of vessels
hearing of a good market abroad do voluntarily go over and
upon their return offer to pay the duty, which you conceive
may be sometimes to His Majesty's service to admit. I leave
this matter wholly to your direction.
As to the case of Mr. Alderwerelt and the other subjects of
the States General of the United Netherlands, who claim that
in regard they have removed themselves, their estates and
families and settled here upon the encouragement of the declaration
of 1672, June 12, they may be exempted from strangers'
duties and they and their ships made free, I hereby direct that
such intending to remain amongst us have the benefit of said
declaration and they and their ships be free to pay only
natives' duties.
As to the small parcel of Scotch woollen manufacture called
Fingrins sent into England to be dressed and dyed and to be
returned again to Scotland for a particular use, which is desired
to be permitted to be imported and exported without payment
of Custom, as the duty according to the Book of Rules would
much exceed the value, in this particular case you are to permit
same.
As touching the goods seized by Nathaniell Temple, late
waiter at Barking, and by him either pawned or otherwise
indirectly secured, which are since brought into the King's
warehouse, as to which Temple will give no satisfactory
account, so that same cannot regularly be discharged or
prosecuted, I order that such goods so pawned or secured and
all in the same condition hereafter are to be delivered to the
owners on payment of Custom.
As to Luke Pluncket's wines imported at Bristol the aliens'
duty paid by him is to be repaid to him, although same no
longer remains in deposit but has been placed to the King's
account.
As to Mr. Thomas Griffith and Mr. Hawson, who inadvertently
removed into their own warehouses on the quay,
before view, several parcels of tobacco imported by them and
now demand a view, in this case the officer is to take a view,
as you are satisfied it is the same tobacco, although same is out
of the King's custody.
