Lieutenant of Ireland, and to the Vice Treasurer, &c., there.
By the present establishment of Ireland there is reserved the
sum of 3,135l. 7s. 9d. to be paid to such uses or persons without
account as the King should appoint by warrant under his
sign manual. By patent under the Great Seal of Ireland,
dated Dublin, 1673, Sept. 18, a pension or annuity of 2,400l.
was granted to George, Duke of Buckingham, out of the said
3,135l. 7s. 9d. viz. for 20 years from 1672, Sept. 29. Said
Duke has received four half yearly payments thereon and has
since yielded up said grant to be cancelled. Out of the 2,400l.
per an. thus yielded up the King has granted a pension or
annuity of 1,600l. per an. to Lawrence Hyde. Master of the
Robes. The remaining 800l. per an. is hereby granted to
Charles. Lord Buckhurst, a Gentleman of the Bedchamber,
and Thomas Felton, Groom of the Bedchamber, for the term
of their natural life : to date from Mar. 25 last.

quantity, for which they "declared they will give warrant to
be paid for as soon as any account shall be presented of their
cost, and have committed the care of providing and shipping

first parcel of three acres lies in the parish of Beccles, adjoining
the road to Ringsfield on the East and the high road from
Beccles to Bungay on the South and on the West abutting on
the lands now or late of John Norberry and John Martin and
on the North on lands now or late of Joseph Harber : that
the two acres of marsh land were now or late in the occupation
of William Crane and Isaac Smith and abutted North on
lands of Thomas Bacon, South on lands of Abraham Browne,

West on lands of the Corporation of Beccles, styled Little
Common : further that the custody of all the premises was

(1) You shall keep due and constant ridings with the Sub-Commissioners
as Collectors in your district and in
all places sit in the room with the said Sub-Commissioners.
You shall carefully and truly enter down all
sums of money paid in by every person chargeable
with Excise according to the method appointed by the
Comptrollers of Excise for His Majesty.
(2) You shall sub-sign all acquittances given for all
moneys received for Excise. Such acquittances as
have not your hand shall be invalid, and intimation,
either public or private, shall be given to you concerning
this particular when and as often as you think
necessary.
(3) You shall demand of the Sub-Commissioners or Collectors
a note of the days and places wherein they sit
and give them notice that they receive no money any
where privately but at public places and on certain
and set days in the town where they by precedent
appointment sit and in your presence : to the intent
you may take a true and perfect account thereof.
(4) You shall demand of the said sub-Farmers a just and
true account of all fines, penalties and forfeitures set
and imposted upon any person whatsoever and how
much thereof discharged, the same to be delivered to
you quarterly under their hands ; which you shall
transmit to the Comptroller of the Excise at the King's
Excise Office, London, so soon as you receive the same.
(5) You shall make inspection into the gaugers' returns
and take copies or make abstracts thereof as you shall
be directed by the Comptroller of Excise, to whom
you shall quarterly return the same at the Excise
Office, London.
(6) You shall make fair entry into books of all and every
the receipts of Excise, with the persons' names who
have paid the said duty, as also the number of barrels
of beer and ale, strong and small, with the quantity
of all other liquors chargeable with Excise and the
particular sums they amount to ; subscribing your
hand to the general total : and these you shall likewise
return quarterly to the Comptroller of the Excise at
the Excise Office, London.
(7) You shall from time to time, as often as there is occasion,
by letter acquaint the said Comptroller in case
you are not admitted to a full and free execution of
your office, together with whatever discouragement,
hindrance or impediment you shall meet with as soon
as it happens, so that timely notice being had such
order may be therein taken that the King's affairs
suffer as little as may be.
(8) You shall obey any further orders from the Lord
Treasurer or the Comptroller of Excise.

from the Stannators they would persuade themselves the tin is
their own ; which I will not at present dispute with them
because I see they are inclinable to comply with His Majesty in
a rational settlement. Only this much you may please to let
them know, if the tin be theirs yet by the law they cannot
carry it out of the country without His Majesty's licence : so
that it is both their interests to comply together to put it into
a certain way of management that the commodity may be no
drug but may be made fruitful to His Majesty, themselves and
the nation. And that I find they are ready to do by establishing
a certain price (which I doubt not will be reasonable). But it
seems they desire some person may appear to them on His
Majesty's behalf to assure them that the tin shall be taken off
their hands at the price it shall be set. You are the best
person to settle that affair between the King and them by
reason of your place and relation to them. If they shall
agree with you at such a rate as the King shall think fit to accept
you may appoint the Spring coinage [as the date] for the King
to enter upon payment. And I assure you there shall be no
failure on the King's part : and if there should the advantage
will be theirs, for they have done their duty and yet are at
liberty as they were before the price [was] set ; if they think
that any advantage to them, which for my own part I do
not according to the utmost understanding I have in that affair.
I shall leave it wholly in your hands to settle it fairly between
the King and your countrymen.

Prefixing :Royal warrant, dated 1674, Aug. 21, to Treasurer
Danby as follows. Col. Edward Villiers is possessed of six
small tenements on the East side of St. James's St., containing
in front next the said street 130 foot and in depth backwards
93 foot, for about 43 years yet to come by virtue of several
leases thereof made to him by the Earl of St. Albans : which
said tenements fronting towards St. James's Park, and being
but meanly built he has pulled down and instead of them is
rebuilding upon the said ground a very fair house with a very
ornamental front towards the said Park, and thereupon prays
a grant of the reversion of said ground according to a promise
made to him by the King that he should have same when he
should build such a house ; which promise the King well
remembers. You are therefore to order the Attorney or
Solicitor General to prepare a grant of the reversion thereof
for ever to him and his heirs without rendering anything for

Royal warrant [to the Governor et al. of Barbados]. By patent
of 1670, Sept. 9, there is granted to Robert Spencer, Esq.,
Sir Charles Wheeler, bart., John Strode and John Marsh,
Esqrs., the duty of 4 per cent. of all the dead commodities
of the growth and product of the Island of Barbados. It is
therein agreed that the Governors, Justices of the Peace, and
all other officers, both military and civil, shall aid said
Farmers and their agents in collecting said duty. There have
been complaints formerly made to us of great neglects and
discouragements given to said Farmers and their officers to
their loss, for prevention of which we have written several
letters to the Governors of Barbados, in particular one of
1671-2, Mar., and one of 1673, April. Notwithstanding, there
are still complaints from said Farmers that the said patent and
letters are not executed and particularly that they are not
suffered to weigh their sugar and take their just rights of the
full of the said duty according to the patent, but are forced to
take 1,250 lb. weight for a butt when they ordinarily weigh
1,700 and very often 1,800 and 1,900 lb. a piece, by which
they are domaged more than one third part of their farm, and
thereupon demand defalcations of rent to our damage. You
are hereby charged to cause all sugars and all other the commodities
of the growth of said island to be brought to the
Custom House of said island or other convenient places where
beams [and] weights are erected by said Farmers there to be
weighed and the just [tare weight] of the cask to be allowed,
as for a butt 140 lb., for a puncon 112 lb., for a hogshead 84
lb., for a terce 52 lb., which is the allowance of the merchants
here [in London]. Otherwise the cask to be weighed, that the
full duty of 4 per cent. may be duly collected. And you are
strictly commanded to see the full powers and clauses of the
said patent and our said letters to be fully put in execution.

seal for a grant to Col. Thomas Howard, of Suffolk, of the

and then to end and determine." And also a further grant to
him of an annuity or pension of 300l. per an. for life out of

Receiver of the rents and revenues of the Honor and Castle of
Windsor, all moneys in the Exchequer arising by fines, issues,
amercements, forfeitures, recognizances, or otherwise, commonly
called Greenwax moneys : to be by him employed in
the rebuilding and repairs of the several lodgings set apart in
said castle for the reception of the Queen Consort and the Duke
of York until the said work is finished : and also to issue to
him all moneys that shall be directed by royal sign manual for
building, rebuilding and repairing any of the King's houses and
