Treasurer Clifford's instructions to the Commissioners for Wine
Licences [with a view to obviate] the great charge on said
licences which has hitherto been a prejudice to the Customs
on Wines. (1) You are to give public notice by the Gazette
and otherwise that at the time of the expiry of the contracts
or leases now in being for wine licences all vintners and other
persons desirous to sell wines by retail shall have licences at
such rates as you shall think fit, but no lease of any licence to
be granted but for so long as you and the retailer shall please
with condition of a year's notice on either side. The annual
rents of licences are to be so proportioned that there be not
cause of complaint by reason of the inequality of the charge.
(2) You are to enter upon and make void all leases you can and
where you cannot so void them then you are to licence any
other persons either within or without such town, city or place
where the existing licence holders inhabit in order to enforce
them to surrender such leases. (3) Two of you are to go down
at once to Bristol and thence to Exeter and such other great
cities and towns as you think fit, to the end you may there let
such licences for retailing wine as shall be convenient, that
thereby you may encourage the taking licences and the setting
up a greater number of taverns. Before going thither you are
to give notice thereof and to signify that you intend to let
licences at lower and easier rates than heretofore, to the end to
encourage the sale of wines. (4) You are not to let any license
to any whereby he may monopolise the trade of selling wines
or have power to let licences to sub-takers. (5) All leases
given to present wine sellers are to date from Lady Day last,
and all leases to new takers are to commence from the day of
the taking. (6) You are to keep a perfect register of licences
granted, whereby it may appear what effect it has had in
increasing the sale of wines.

rents which was prepared for petitioner because it expressed

what your Majesty doth grant, "since which time I am informed
by the petitioner that the lands of which the quit rents
are desired were all set out to the officers and soldiers of Col.
Stubber's and Col. Stubb's and Col. Abbot's regiments and are
now held by them or by others under them, and he hath given
me a list of the names of the lands out of which the said rents
are issuing, with a particular of most of the rents, amounting
to 396l. 2s. 8d. per an., beside some other rents amounting to
about 100l. per an., of which he hath given in the names of
the lands out of which it is payable but could not set down the
particular rents payable out of each place." These facts being
now ascertained the grant will not differ from other grants of
grace and the amount will be practically the 500l. per an. in
rents which your Majesty is inclined to grant to recompense
petitioner's service.

control and inspection of the account of the Law duties and
to constitute Sir Robert Atkins, jun., to be Comptroller General
of all accounts arising upon the said duties, with the allowance
of 6d. per during pleasure on all payments from the farm
rent of said duties. [Further] Fabian Philips [is] appointed
assistant to the said Comptroller at 200l. yearly during
pleasure : Thomas Pocock appointed Entering Clerk and
Solicitor and Francis Cresset, gent., messenger, under said
Comptroller : Pocock, with 60l. per an., and Cresset with 50l.
per an. salary : with directions for Sir Robert Atkyns. senr.,
formerly Receiver of said revenue, and now a Justice of Common
Pleas, to defalk and retain out of the moneys in his hands
of said duties so much as with the allowance of 6d. in the
for what he has received will make up 1,000l. for the year he
continued in that employment, according to His Majesty's
