May 22 Treasurer Clifford's warrant to the Receipt to issue 150l. to Sir Edward Griffin, Treasurer of the Chamber, on any unsatisfied orders in his name : to be by him paid over to the Keeper of Her Majesty's Gardens at Somerset House. Warrants Early XIX. p. 352.
Treasurer Clifford's warrant to the Receipt to issue 15,651l. 15s. 11d. to Sir Thomas Osborne for the Navy upon any orders unsatisfied in his name : to be paid by tallies on the Cashier of the Customs. Warrants Early XIX. p. 353.
Same to the Customs Cashier. Tallies have to-day been ordered to be levied on you as above for 15,651l. 15s. 11d. payable to the Treasurer of the Navy by bonds taken up to the 10th inst. for the wine and vinegar duty. May 22 Same for a same for a grant to Viscount Grandison and Edward Villiers of all sums of money which shall at any time during three years from date hereof become due to the King by discharges and compositions for further estates in the manors and lands of the Duchy of Cornwall (divers rents whereof have been increased by order of the late Lord Treasurer of England for the improvement of the revenue : upon the complaint whereof by the tenants of said Duchy the King has agreed that they may compound for the discharge of such increased rents and be restored to the old rents formerly paid : and further the tenants having been granted liberty to compound for further estates in their respective lands and tenements, some of which have been granted for term of life or years, others by copy of court roll for one, two or three lives or otherwise according to the several customs of the manors) : to be paid to them to their own use without giving any account for the same and to be paid forthwith upon the making of every such discharge and composition as above : and also to grant them all sums of money now in the hands of any the King's officers or any of the said tenants and due by reason of such discharge or composition : and further to grant them all the said yearly increased rents of the said Duchy so increased as above and all the arrears of same until the said respective tenants shall compound for same. May 23 Treasurer Clifford to the Customs Commissioners to deliver three ballots containing a bed with its ornaments, a black gown and four mantles lately come from Calais in the "Katherine" yacht for the proper use of Monsieur Colbert, Ambassador from the Most Christian King. May 24 Treasurer Clifford's instructions to the Commissioners for Wine Licences [with a view to obviate] the great charge on said licences which has hitherto been a prejudice to the Customs on Wines. (1) You are to give public notice by the Gazette and otherwise that at the time of the expiry of the contracts or leases now in being for wine licences all vintners and other persons desirous to sell wines by retail shall have licences at such rates as you shall think fit, but no lease of any licence to be granted but for so long as you and the retailer shall please with condition of a year's notice on either side. The annual rents of licences are to be so proportioned that there be not cause of complaint by reason of the inequality of the charge. (2) You are to enter upon and make void all leases you can and where you cannot so void them then you are to licence any other persons either within or without such town, city or place where the existing licence holders inhabit in order to enforce them to surrender such leases. (3) Two of you are to go down at once to Bristol and thence to Exeter and such other great cities and towns as you think fit, to the end you may there let such licences for retailing wine as shall be convenient, that thereby you may encourage the taking licences and the setting up a greater number of taverns. Before going thither you are to give notice thereof and to signify that you intend to let licences at lower and easier rates than heretofore, to the end to encourage the sale of wines. (4) You are not to let any license to any whereby he may monopolise the trade of selling wines or have power to let licences to sub-takers. (5) All leases given to present wine sellers are to date from Lady Day last, and all leases to new takers are to commence from the day of the taking. (6) You are to keep a perfect register of licences granted, whereby it may appear what effect it has had in increasing the sale of wines. Ibid, pp. 399-400.

May 26 Treasurer Clifford's warrant to the Receipt to pay 1,550l. to Mrs. Winifred Wells in full of an order for 2,150l. as by the privy seal for same : to be paid by 300l. a week for five weeks and 50l. for the sixth week. Warrants Early XIX. p. 359.
Same to same for tallies on the arrears of Tenths in Exeter and Sarum dioceses for 303l. 6s. 8d. to be issued to the Treasurer of the Chamber [on any orders unsatisfied in his name] : to be in satisfaction of so much due to Thomas Duppa, Gentleman Usher Daily Waiter Assistant to His Majesty, payable in the office of the Treasurer of the Chamber. Report to the King from Treasurer Clifford on the petition of Col. John Fitz Patrick. I forbore to pass the grant of quit rents which was prepared for petitioner because it expressed neither the value of the quit rents nor the lands out of which nor the persons by whom payable, whereby it was uncertain what your Majesty doth grant, "since which time I am informed by the petitioner that the lands of which the quit rents are desired were all set out to the officers and soldiers of Col. Stubber's and Col. Stubb's and Col. Abbot's regiments and are now held by them or by others under them, and he hath given me a list of the names of the lands out of which the said rents are issuing, with a particular of most of the rents, amounting to 396l. 2s. 8d. per an., beside some other rents amounting to about 100l. per an., of which he hath given in the names of the lands out of which it is payable but could not set down the particular rents payable out of each place." These facts being now ascertained the grant will not differ from other grants of grace and the amount will be practically the 500l. per an. in rents which your Majesty is inclined to grant to recompense petitioner's service. Letter of direction on an order of 1671, Dec. 11, for 214l. 2s. 0d. to the Earl of Sandwich for the Wardrobe, transferring same to be paid out of the Alum farm. In the margin :This money is to be paid over to Toby Rustat, Yeoman of His Majesty's Robes. Ibid.
Treasurer Clifford to the Customs Commissioners to deliver to Peter Jones two cases of gilt and painted leather hangings, petitioner being a fair trader, and said gilt leather being for private use and having been imported before the address made to His Majesty by both Houses of Parliament. As to the question of the commencement of the Act for the encouragement of the Greenland trade, I think it should be accompted from April 20 last, and that upon paying the new duty the merchant should have 5l. abated him according to the said Act. [2] I do not think fit that the victuallers should have the allowance granted by the Act in cases of corn exported for garrisons or upon any victualling bills. [3] Let Mr. Kirkby's salary be paid him at Liverpool henceforth. [4] I think it but reasonable that when the Comptroller General certifies the accounts of collectors to be cleared, their bonds and their sureties' bonds should be delivered up. [5] I think it very necessary for His Majesty's service that Mr. Kirkby should be sent into Ireland and the Isle of Man to prevent abuses in the Plantation trade. Ibid, p. 404.

Same to the Assessment Commissioners for the Eighteen Months' tax in co. Berks, to issue a certificate to the Receiver General of Crown Lands, co. Privy seal for discharging Secretary Henry Coventry from accompting for 1,068 oz. of gilt plate and 5,893 oz. of white plate delivered to him out of the Jewel House upon his extraordinary embassy to Sweden, "as appears by indenture made the 19th August, 1671, between the said Secretary and the Master of the Jewel House." which indenture the Master of the Jewel House is to cancel. Treasurer Clifford to Sir Tho. Carew. The King has heretofore let to farm to the Duke of Richmond the duties of subsidy and aulnage. I am informed that in the city of Exeter the said duty is assessed towards payment of the Eighteen Months' Assessment, viz. at 38s. per month. I conceive this was not the intention of the Act of Parliament. You are to discharge said duty from said assessment. Warrants Not Relating to Money III. p. 404.

I have directed tallies to be levied on you for 55,500l. for the garrison of Tangier, including therein 10,000l. contained in a list of payments lately sent you. You are to pay to Samuel Pepys on such tallies 500l. weekly from this day's date until the debt now being paid to the East India Company by 2,000l. a week shall be paid : and from that time forward to pay 1,967l. weekly for Tangier "in such order as the same stands in the said list," until said 55,500l. be fully paid.
