July 14 Warrant from Treasurer Southampton to the Customs Commissioners for the 30 pieces of wine and the several bales of goods and household stuffs (which the Queen Mother has now consigned out of France for her own use for her own palace) to be sent without further search or ceremony to Denmark House, and only to be searched on the Queen Mother's arrival. July 15 [Treasurer Southampton to the Portuguese Ambassador or to Senñor de Sylva concerning the Queen's portion.] "Whereas one million of crusados were in specie to have bin delivered over to the Earle of Sandwich, His Majesties Embassador Extraordinary in Portugall, to have bin imported hether upon His Majesty of Great Bretayns accompt in his own Navy and at his own hazard as the first moiety of the portion of the Queen His Majesties Consort: whereof in Portugal was received 200,000 crusados by the Earl of Sandwich (besides 20,000 crusadoes which the said Embassador received upon the account of the second payment of Her Majesties said portion) whereby there then remained unpaid 800,000 crusadoes as part of the first moiety; which not being delivered on board His Majesties shipps when Her Majesty his Consort came over, Segnor Edwert de Sylva was sent into England with fonds and credit to make payment thereof here either in specie or according to the true values of those crusadoes as if they had bin delivered in specie on shipboard in Portugall and that within 2 monethes after the arrivall of Her Majesty here: which time of two monethes being now spent and His Majesties occasions being urgent for the money the said Seignior de Sylva is prayed either to pay into His Majesties Exchequer 800,000 crusadoes in specie as they should have bin delivered on shipp board or the true value of them in English coyne. which is certified by the officers of His Majesties Mint that taking 2½ crusadoes for a Mill Rey every Mil Rey according to the value of the Mint here amounts to 8s. 11½d. whereby the whole amounts to 142,666l. 13s. 4d.: although they likewise certifie a Mil Rey may be estimated at 9s. 2d. Segnior de Sylva shall have allowance made him of all such sums of money as by virtue of any tally out of the Exchequer or warrant of His Majesty with a tally he hath or shall pay. And this is now earnestly prest upon the said Segnior de Sylva because those persons to whome His Majesty had assigned those monyes and [who] were sent to Segnior de Sylva within the time of the two monethes allotted him to pay in the 800,000 crusadoes [have not received payment of theer said assignments from said de Sylva and] are returned to His Majesty and expect payment from his Exchequer. July 16 Treasurer Southampton to the Auditor of the Receipt for 120l. to be issued immediately for the Russian envoy and his interpreter and followers "and let the Teller you assign it upon take this for a warrant untill I send you a more formall one, which Mr. Secretary Nicholas by virtue of His Majesties letters of Privy Seal (dormant) will send to me tomorrow or next day, and then I'le retract this warrant and order all according to forme." July 28 Sir George Middleton, sheriff of Lancashire to [Treasurer Southampton] in reply to the circular letter of June 24 last supra p. 401, concerning the farm of the Excise of Lancashire. The Justices of Peace believe that the undersheriff detained the said letter and the accompanying King's letter. Assures his Lordship that after they came by the post to Preston they were immediately communicated to the Justices; as the Quarter Sessions at Preston were past the Justices at the sessions at Preston were acquainted therewith before they parted, being the very same day the letter came to Preston, and also the rest of the Justices at the Sessions following in the rest of the county. Several of the Justices are displeased because some undertook to certify before all the Justices were acquainted and had had a general meeting to consult who were fit for that employment; many of them are of opinion that the best way for advancing His Majesty's revenue and giving satisfaction to the country is to have a gentleman or two of every hundred within the county to be farmers, and the best way also for taking off abuses and to free superiors from complaints of wrongs and injuries. "My neighbour Mr. Spencer is much troubled at the carriage of this business. However we do believe before the farme be settled that new orders will come for a general meeting which will give much better satisfaccon to the whole country and especially to those who are to pay the Excise, that it may plainly appeare there is no intencon of exacting upon them but to raise the taxe charged upon this county by as easy wayes and meanes as possible, which that it may be done I shall if your Lordship please be one of the farmers in this county or hundred." Prefixing:—Petition from Sir William Warren, part owner of the ship "Sunn," of London, and Jo. Penny et al., mariners of the said ship, for a discharge of the seizure of some silver and copper foreign money to the value of 60l., being part of the ship's stock brought lately from Norway and kept aboard to expend for the ship's use if accident should happen, and another part of it wages of the said mariners, which they have ignorantly carried with them from voyage to voyage, choosing to keep it in their own pockets and chests and under their own eye rather than to leave it in the hands of their landlords, being victuallers and such kind of people, fearing least they should lose it by trusting it in such hands: another part of it being intended to pay toll in Norway, there being no exchange between England and Norway.
