March 4 Warrant from Treasurer Southampton to the Customs Commissioners to observe an order of the Privy Council of Feb. 21 last (for licensing Sir Thomas Vyner, Kt. and Bart., and Robert Vyner, His Majesty's goldsmith, to furnish the merchants of the city of London trading to the East Indies and other merchants, and for the good of the Mint, with 50,000l. in gold and silver of foreign coin and bullion; they engaging to bring into the Mint 25,000l. of foreign coin and bullion). Requires them from time to time to permit the said Vyners to transport said 50,000l., taking from them a bond in 5,000l. for the coining of the said 25,000l. within one year. March 11 Treasurer Southampton and Lord Ashley to the Customs Commissioners. "His Majesty having resolved to endeavour a setlement of trade in Dunkirke; and suitable thereunto hath recomended it to the Lord Rutherford his Governor of that place; and to press it upon the Spanish Ministers in Flanders it may be very fit that it may be considered here what custome is fit to be imposed in that port that may not lessen His Majesties customes in the English portes; and therefore how the whole may be governed. As we have our owne thoughts soe we request you to consult and advise with the Lord Rutherford and that you call to you Mr. Delavall well acquainted with the trade of Dunkirke as being His Majesties Customer there. March 18 Money warrant for 500l. to John Goulding, captain of His Majesty's yaught called the "Mary," to repay a loan made to the King when at Antwerp in 1657. Early Entry Book III p. 193.
Treasurer Southampton to the Customs Commissioners to observe an order of the Privy Council dated Whitehall, the 12th inst., touching the pretences of the Brazil Company in Portugal, touching several goods imported into England in four English ships, which, by the first contract at Brazil, ought to have been carried to Lisbon. Ibid, X. pp. 58–60, 68.
Prefixing:—Said order of Council (made upon a report of a Committee thereof, of date the 6th inst.), viz. that the Portugal duties be paid to the hands of Edw. Bushell and William Bird the lawful substitutes of the Brazil Company, and not to Sir Richard Ford and Mr. Green, thereto appointed by a former order of Council of Oct. 18 last: further that the parties concerned in the Brazil wood imported in the said ships upon the account of private men which ought to have been perfected at Lisbon, be heard at the Board on Friday, the 14th inst.

Treasurer Southampton to John Fowell, Governor of the town of Dartmouth and the castle and blockhouses there. "Whereas it is found inconvenient and to the prejudice of His Majesties customes in the port of Dartmouth that all the ships and vessels that come within the harbor as well those of the towne as strangers make not entries there to the end it may be seene what ships goe in and out"; therefore recommends him to cause an entry of all ships and vessels that come within the castle of Dartmouth to be made accordingly, and not to suffer any ship or vessel to goe out without a certificate from the Custom House that they have discharged their duties, that so the frauds which are usually practised about the Customs may be prevented. March 19 Same to Sir Thomas Hatton, Sir John Cutts, and the others, Commissioners for the Assessment in Cambridge, in reply to their letter concerning obstructions in receiving the assesment. "Noe head collector ought to refuse any of the coin of the usurpers if it were paid in before the 1st of March and though hee returne it after that tyme into the Exchequer order is given it be received. But if any head collector upon that scruple have receaved any of those monies and upon his owne conceptions returne it I cannot beleive but hee wilbe lyable to the repayment. They are to take care they receave noe false money, for that wilbe upon their owne account. But for the good money of that kind [Cromwell's] it will not bee rejected if tendred or received before the first of March. So as I pray you hasten the King's payments which in your county are assigned to the service of the Navy and soe are the more important to bee speedily returned." Ibid, III. p. 194.
March 20 Money warrant for 500l. to Mary Lisle, sister of Sir George Lisle, who was murdered for his loyalty to the late King, in part of 2,000l. ordered her by the Privy Seal of Feb. 24 last, as royal bounty in consideration of her afflicted condition. Ibid p 195.
March 20 Treasurer Southampton to Sir Benjamin Wright, sheriff of Essex, concerning the currency of money stamped with the cross and harp. The authority for the collectors to receive such moneys on the account of the 18 months' assessment and up to March 1 last is sufficient by the Act of Parliament. (in part of 75,327l. 17s. 4d. warranted to same by warrant of the 1st inst. for the pay of the new raised Guards). "Whereas Mr. Robert Vyner his Majesties Goldsmith hath undertaken to advance the sume of 100,000l. for his Ma's great and weighty affaires in Ireland which by his Ma's express command is to bee secured and repaid him out of the assessment of the 1,260,000l. (lately granted to his Matie by Act of Parliament) within the counties of Northampton, Warwick with the city of Coventry, Worcester with the city of with the city of Worcester, Derby, Salop and Leicester and a warrant under the Great Seal of England is passing accordingly; you are to take especial care that in the meane time and untill that warrant bee passed noe part of the monies arising upon that assessment within those places bee otherwise disposed of or diverted from him. And if any of those monies have been already paid into the Exchequer you are to make stay of it till you receave further order from me for issuing of it out to the said Mr. Vyner for the purpose above-mentioned. Or if any of the Receavers of the assessments within those counties shall tender the payment thereof into the Exchequer that you direct them to the said Mr. Vyner at his house in Lumber streete in London: Mr. Vyner being obliged to strike tallies for the same." March 22 Treasurer Southampton to Edward Pytt, sheriff of Worcester, and receiver of the above assessment, concerning same matter and to the like effect. "His Matie having designed and directed that all such monies as shalbe raised upon the 18 monthes assessment, granted to him by the late Act of Parliament, within the county of Worcester and ... city of Worcester whereof you are appointed the Receiver shalbe paid to Mr. Robert Vyner, His Majesty's goldsmith, at his house in Lombard Street in London upon accompt for and towards the repayment and satisfaction of the sum of 100,000l. now to be advanced by the said Mr. Vyner to His Matie ... Circular letter from Treasurer Southampton to the delinquent Sub-Commissioenrs of Excise in general complaining of the illmanagement of the Excise: "Upon the inspection the Parliament have caused to be made not only in the county but also by a comittee of Parliament into your bookes of accompts, composicons and receipts returned up hither wherein they find very great defects and such as indeed are not observant of the intention of the Acts of Parliament and the instruccons that I have formerly given and required to be observed by every of you in that behalfe; which hath brought a very great suspicion of many frauds which the Parliament hath beene informed hath bin practised by you not onely by returning, in your said bookes, lower composicons then by yow have bin made with severall persons but wholly omitting to name severall places and great numbers of retailers of ale and beere within your county: the trueth of which before I examine by others I expect such an account from yourselves as you will abide the tryall, of having at present onely had time to view the manner of your returnes, by your said bookes delivered, wherein I observe you have not sett downe the retailers of beere and ale within your county that take the same from the common brewer, neither doe you in the said bookes deliver in the names of all persons within your county that brew their own beere and ale and sell the same by retaile nor distinguish the unlisenced from those duely lysenced (if any such be). And I alsoe find many persons whome yow returne in some of your bookes to sell ale and beere, without any summe of money paid or agreed to be paid but a blanke to their names without a reason why they did not pay. Neither doe I find that yow make an exact returne of the number and entries of all the common brewers within your county nor the gager's charge upon them and what of the said charge is by you received and what rests in arreare respectively: nor is the oath which I find hath bin by some of you taken upon delivery of your bookes to the Commissioners agreeable to the Act of Parliament in that case provided." Has therefore commandedcommanded the Commissioners and Auditor of Excise not to receive and pass any Sub-Commissioners' accounts for the year ended 1661, Dec. 25, until every of the said books of account have oath made thereupon before such persons as are authorised by the respective Acts of Parliament to take the same and the said oath or attestation be signed with the Sub-Commissioners' names on the foot of every quarter book in a form of words prescribed herein. For the future has further ordered that the Sub-Commissioners' books of accompts be not admitted by the aforementioned officers unless the said books particularly set out the exact number of common brewers, with their respective entries in the books of accompts, and the returns of of the gaugers, and the arrears on any of them distinctly mentioned in every quarter; also the number of all retailers that take their beer and ale from said brewers, and the number of all persons who brew their own beer and sell retail, &c., &c.
