Address from Treasurer Southampton to [the Duke of York] desiring him to send to the officers and keepers of all stores who took charge thereof on the 24th June, 1660 (being the day the King entered upon his Customs and his Navy entered on his charge) for an accompt of all naval provisions then in store, what has been bought in since and what remains in store: all to Dec. 25 last. Further that an estimate may be made by the chief officers of the Navy of all necessary provisions which must not be wanting for the next summer's fleet, and of such a store as may be fitting to be always in readiness, "which I conceive will be likewise acceptable to the Lords and Commons in Parliament when they shall find what they soe freely lately gave to His Majesty is in this proporcon soe necessarily and reasonably expended for the service and security of the whole nation. And that I may the better inspect the charge of His Majesties Navy and make provision for it I shall likewise beseech your Highnes that I may have an accompt of what shipps since have bin sett out, and will remaine out the 25th of Decr. last, with the numbers of men borne on the severall shippes respectively for the whole time they were out, and for those that will still remaine out the 25th of Decr. last.
And that I may compare it with the account given me out of the Exchequer I likewise desire that I may be certified what moneys have been paid for the use of His Majesties Navy," for wages, yards, victuallers' stores, &c., from 1660, June 24, to 1661–2, Jan. 1, and what debts are owing on the accounts thereof. The victualler has been lately with me representing the greatness of his arrear and the necessity of present supply to uphold his credit. Report from the Navy Commissioners to the Duke of York in reply to Treasurer Southampton's request of the 4th inst. (supra, p. 346). As to points (1) and (3) of said request, viz., concerning provisions in store, enclose separate papers as below. As to point (4). the charge of the necessary provisions for the next summer's fleet consisting of 8,000 men for eight months besides victuals and wages amounts to 96,000l., the moiety of which sum, with an assignment for the rest, is requisite to be forthwith had for the buying of hemp, masts, canvas, pitch, tar, and other foreign commodities which are not to be had at all times. As to point (5) concerning the estimate of stores fit to be always in readiness, the estimate for the standing stores for the whole Navy for one year in harbour and another year at sea has been lately given in, and amounts to 457,220.: as to what thereof should be always in readiness, submit the point "to your Royal Highness as the proper judge adding only what the Lord Treasurer observes in his letter and what we have taken the boldnesse formerly to repeate to your Royal Highness that a competent provision in store is not only great reputacon but of a great advantage to His Majesty." As to point (6) concerning the providing of
said stores, "the greatest parte of our navall provisions are not to be had but from the Eastland and that not untill aboute May next, soe that what wee shall need must be taken up heere from merchants upon ready mony only, without which wee cannot determine of the rates." For instance hemp at the King's coming in cost 40s. per hundred [weight], at present it is 50s., and in all the other items there has been a greater or less increase of price for want of ready money. As to points (7) and (8) concerning the number of ships and men enclose two papers ut infra (a) and (b). As to point (9) concerning payments for wages, &c., "there hath beene paid since the 24th June. 1660, for the use of His Majesties Navy, viz.: in bills for provisions and stores, &c., on accompts of victualls and for services ordinary and extraordinary done in His Majesties ships and yards the sum of 199, 160l. 11s. 0d." The debt of the Navy amounts to 343,653l. |
