Treasurer Southampton to the Excise Commissioners to attend industriously to the business of the arrears of Excise and to send for all accomptants and persons in arrear and to state their arrears "that I may put some valuation upon that business and observe whether there be any roome besides the present assignments upon those arrears) to place any occasion or disbursement for His Majesty's service upon it. And whereas there is an arreare which was paid by His Majesty. out of the growing entertainment, to Alderman Backwell which His Majesty ought to be repaied againe, I pray you certify mee the state thereof that soe I may order somewhat thereupon." Warrant from Treasurer Southampton to the Customs Commissioners to permit John Crodroffe, a citizen of Cologne, to land eight fondres of six awnes each of Rhenish wines at single Custom: as by the King's pleasure signified by Secretary Nicholas. Ibid, IX. p. 60.
[?] Circular letter from Treasurer Southampton and Lord Ashley to Knights of the Shires in accordance with the request of the House of Commons of July 27 last, desiring the Treasury to commissionate the said Knights of the Shire to examine the Receipt of Excise within their county, and to inquire how the same is managed and how it may be augmented and improved to the King's best advantage; as the said House intend to order the raising and increasing that branch of the Revenue to the annual sum of 400,000l. which at present it does not produce nor can be well estimated above 250,000l. per an. besides charge of collecting. With a view to the above forward herewith a copy of the instructions formerly given to the Sub-Commissioners of Excise, and hereby empower said knights to call before them said officers and to examine them by what rules they proceed and whether they have followed the said instructions, and also to enquire why the Excise is of late so much fallen in proportion to what the farmers and former sub-commissioners made of it. With a further view hereto, send also an accompt showing what the Excise produced for several years, both before it was farmed and during the time it was farmed, and in the year 1659, and since the Restoration. Aug. 12 Warrant from Treasurer Southampton to the Attorney General for preparation, in accordance with the terms of a royal sign manual appended in detail, of the grant to John Brewster, as the nominee and on behalf of Thomas Earl of Berkshire, of the office and offices of Surveyorship and Receivership of the Greenwax estreated or to be estreated into the Exchequer, and all and every sums of money and forfeitures whatsoever, commonly called by the name of Greenwax, within the Kingdom of England, and for the constituting said Brewster Surveyor or Receiver thereof, and of all fines, issues, americia-ments and recognizances whereof any surveyor or receiver was heretofore constituted by virtue of an indenture made between Charles I. and said Earl and others, 1631, Dec. 16, "and foras-much as a considerable part of the rent of 3.265l. 18s. 5d. reserved on the former grant of the premises was answered by and out of the profits accrewing by respitts of homage then paid but now taken away, it being our will and pleasure that consideration bee had thereof in the rent now to be reserved, wee will and command the Clerk of the Pipe of our Exchequer and the first secondary there that they forthwith certify ... what hath been clearly answered upon a medium of three years next before ... 1640 for and in respect of homage, which being deducted out of the rent aforesaid formerly reserved, the remayning is to be the rent or summe of money to bee reserved payable upon this grant." Aug. 15 Treasurer Southampton to the Knights of the Shire for co. Cumberland, the Members of Parliament for the town of Newcastle, and the Mayor of same, and the Customs Comptroller, Collector, Surveyor and Searcher of Newcastle and Sunderland, to meet together with all convenient speed at Newcastle and Sunderland at several times to consult together the best ways and means for putting into a just way of regulation the certain measure of coal in order that Newcastle and Sunderland may keep to the same standard in accordance with the late Act for paying the custom of coals (by which the measure was to be the Newcastle measure) and to prevent frauds and abuses that have been and continually are practised in the measuring of coals by reason of the difference and uncertainty of measures of coals in the said two ports; and also to reconcile the great dispute and differences that do arise by the uncertainty and arbitrary measuring of the keels of Newcastle and Sunderland, which measure usually is ascertained by the sinking of the keels to certain nails, which must needs make very great uncertainty as to measure. Aug. 17 Treasurer Southampton to the Duke of York forwarding (in order to the issue of a warrant therefor) an order made this day by the King in Council for the seizure of a small vessel called the "John," John Legresse master, belonging to Messrs. Cohne and Consorts, of St. Malo, which comes very often to one Mr. Goodall of Fowey, laden with several sorts of goods and merchandises, who reloads her again for St. Malo with tin, combed wool, &c., for all which there is little or no Custom paid, and almost every voyage there is sent by her some quantity of silver. Treasurer Southampton to the Collector of Customs in Dover port, ordering him henceforward to exact and collect the duty of 5s. per ton on French shipping entering English ports, from any vessel arriving in Dover Road bound for the port of Dover: all in view of information that divers masters of packet boats and vessels that bring goods and passengers out of France make it their daily practice to deceive the King of the said duty by delivering their goods and passengers into small boats belonging to Dover which meet them in Dover Road. Prefixing:—A letter dated 1661, August 19 from the Privy Council to Treasurer Southampton as Lord Lieutenant of Wilts and similiter as Lord Lieutenant of co. Southampton. "By the advertisments we have from severall parts of the kingdom of the frequent meetings and complottings of persons of dangerous principles, of the seditious pamphlets which are dayly published and dispersed to preface and incite the people's minds to new troubles; and of the more than usual confidence and presumption that at present appears in many of those who were active instruments in the late times of usurpacon and tyranny that it is but too evident that there is a still an unreclaimable mutinous spirit in some persons in this kingdom." Therefore require him to use more than ordinary vigour and activity at present in settling, ordering and exercising the militia of his lieutenancy so as to be ready to suppress all seditions practices, and especially to have a watchful eye on the motions of particular signal persons who are notoriously disaffected, and upon any just ground of suspicion to disarm and secure them.
