Sir Robert Howard to the [Master of the Great Wardrobe] to draw up for the Treasury a full and perfect state by way of account of all matters relating to the Office of the Wardrobe up to the death of the late Earl of Sandwich. Out Letters General III. p. 177.

Nov. 2 Same to [the Trustees for Fee Farms to admit] William Chiffinch to contract for so many fee farms as amount in value to 140l. or thereabouts. Ibid.
The Treasury Lords to [the Customs Commissioners] to see opened at the lodgings of Madamosell Quarovell, in Whitehall, the following goods imported from France and directed to the French Ambassador, viz.: one gown, four petticoats, one embroidered bodice (bodies), one Simar, one piece of taffeta, one box of orviant, one piece of silk for a petticoat, being for her proper use. Nov. 4 Treasury warrant to Sir Edward Griffin to pay to Anthony Seager, one of the Messengers of the Chamber, whatever sums shall be issued out of the Exchequer in discharge of the arrears of 211l. 19s. 4½d., due to said Seagar for 4¼ years' salary to June 24 last at 49l. 17s. 6d. per an. Same to the Receipt. By the privy seal of Oct. 31 it is mentioned that an agreement has been made by the King with Sir Robert Howard and John Brewster for the surrender by them of all their right in the farm of the Greenwax Office as granted by a great seal of 1661, Oct. 4: and it is also therein mentioned that the said Howard declared that he had assigned and made over several parts and shares of the said farm to several persons named in said privy seal, so that only a fifth part of the growing profits thereof from June 24 last did belong to him, which fifth part is expressed in said privy seal to amount to 200l., in lieu whereof His Majesty has granted him 1,200l. On the execution of said surrender by said Howard and Brewster a money warrant is to be drawn for 1,200l. to said Howard: to be by a tally on the Customs of Michaelmas quarter last. Ibid, p. 201.

Sir Ro. Howard to the Trustees for sale of Fee Farms. My Lords are informed by you that Lord St. John and his partners in the late intended farm of the Customs have passed more contracts than are needed to satisfy the 157,004l. 7s. 0d. and the 30,000l. but the conveyances passed fall short of those sums by about 24,000l. You are to summon said Lord and partners before you and take in such contracts as exceed the two sums above, and further to pass conveyances for what is short thereof. You are to certify both these particulars to my Lords so that the excess contracts may be applied to some other use. Out Letters GeneralIII. p. 176.
Nov. 4 Treasury subscription of a docquet, dated 1672, Oct., of His Majesty's appointment of Sir John Harman, Kt., to be one of the Commissioners of the Navy, with the allowance of 500l. per an. British Museum Additional MS. 28.074. p. 102.

Nov. 4 The Treasury Lords to the Grand Commissioners of Excise to pay to George Dashwood the sum of 1,050l. deposited in their hands in accordance with an agreement of March 20 last, between Sir John Bennett and said Dashwood (for said money to remain there till direction from the Treasury when the difference between them should be determined by law) the difference between them having been determined in the High Court of Chancery on Friday. Oct. 25 last, and the said money having been found to belong to Dashwood. Warrants Not Relating to Money III. p. 171.
Same [to the Customs Commissioners] to deliver a seizure of a case containing some Holland. tape and silk, belonging to George Gosfright. merchant, who transporting himself from Holland in the Harwich pacquet boat, did by reason of foul weather at sea unship the said goods and put them on board a ketch, John Johnson master, bound for London, where they were seised. he having no intention to fraud in unshipping said goods. [? Nov. 8] The Treasury Lords to the Customs Commissioners. By the letters patent of 1670, Nov. 1, the King granted to the Lords and other proprietors of the Bahamas free liberty to export out of any His Majesty's dominions into the said islands, customs free, all sorts of tools which shall be useful for the planters for the accommodation and improvement of the premises. You are hereby requested to observe this and to permit such export custom free. Warrants Not Relating to Money III. p. 175.
Nov. 8 Entry of the order of reference from the Treasury Lords to the Agents for Taxes of the petition of Robert Lewin (Lewen), Receiver of the Subsidy, co. Dorset; praying an allowance for acting also as Solicitor thereof. Out Letters General III. p. 178.
Nov. 9 Royal warrant to the Attorney General for preparation of a great seal for the grant to Thomas Williams and his heirs for ever at the yearly rental of 1s., of a messuage and lands called Canhill, lying near Dartmoor, in Ughborough, co. Devon, of the yearly value of 6l. or thereabouts, lately held in fee by Elianor Madge, lately convicted and executed for murder, whereby the said messuage and lands are escheated to the Crown: the said Attorney General having on said Williams' petition reported that the land in question is not copyhold, nor held of a subject as lord of the manor, but immediately held from the Crown, and that the escheat thereof for felony belongs to the Crown. Treasury instructions to the Customs Commissioners in the form of resolutions on various questions submitted by said Commissioners. As to the small quantities of tobacco and other Plantation commodities landed in Ireland out of several ships that put in there for safety (being no more than was necessary to supply their present occasions) they are to be freed from further trouble on payment of the half-penny per lb. for what they have landed. It is intended (of which you seem to doubt) by His Majesty's declaration that foreign vessels manned by foreigners may trade coastwise.
If custom be refused for ships taken and adjudged as prize you are to seize such ships.
You are to command all His Majesty's patent offices [of the Customs] who have deputies that keep [licensed] victualling houses to discharge all such persons from their places.
In the case of herrings exported from Yarmouth by strangers in foreign bottoms during the war only, single subsidy is to be paid.
As for the case of the special verdict upon wrecked goods you are to direct the Solicitor of the Customs to retain His Majesty's sergeants at law in it.
We approve the persons nominated by you to look after frauds on the coast of Kent and Sussex. For their encouragement 2l. is to be allowed them for every seizure.
Sir Ro. Howard to Auditor Sir Edmond Sawyer. My Lords understand that there is a rent of 22l. 9s. 2d. issuing out of the manor of Haddenham, co. Bucks., and lands in Guildford Marsh in Kent, and Rye in Sussex, which is not yet certified to the Trustees for sale of Fee Farms. You are forthwith to make certificate of it to said Trustees. Treasury warrant to Viscount Fanshaw, King's Remembrancer. There is lately paid into the Exchequer Court by Sir Edward Greaves, bart., 330l., being paid by order of said Court for certain arrears of rent payable by him for certain forges and woods in the forest of St. Leonards in the county of Sussex, the said premises being part of the late Queen Mother's jointure, and so ought to be received by Sir Robert Long, Treasurer for that part of His Majesty's revenue. You are forthwith to pay said sum to said Long. Ibid.
Same to the Receipt for payment of 333l. 6s. 8d. to the Earl of Nottingham for half a year of his annuity of 1,000 marks per an., as by the privy seal granting him the annuities of 1,000 marks per an, and 500l. per an.: same to be by tallies on the Customs. Ibid p. 209.
Nov. 12 Treasury warrant to the Auditor of the Receipt to pay 100l. 16s. 0d. to Sir Edmund Windham: it appearing by certificate of said Auditor of 1670, July 28, that the Earl of Bath has assigned to Thomas Hookes the said sum on an order, No. 119, (for 2,625l. registered on the fee farms), by assignment dated 1670, July 22, and that Elizabeth Hookes, executrix of said Thomas Hookes, has assigned [out of said order] said 100l. 16s. 0d. to said Windham. Same to the Receipt for tallies to be levied for 3,279l. 12s. 10d. upon Sir John Shaw et al., late Commissioners for the New Imposition on Wine and Vinegar, upon their account for same for 1¼ years to 1671, Michaelmas: and for discharge of the Exchequer, to make issues to that amount to Sir Robert Vyner on the privy seal of March 29 last, ordering 12,779l. 12s. 10d. to said Vyner for chains and medals of gold and other goldworks: said Vyner having only received 9,500l. on the Treasury order drawn upon said privy seal, thus leaving said sum of 3,279l. 12s. 10d. still due to him. Same to the Customs Commissioners. It has been represented to us by you that Charles Calvert, son to Lord Baltimore, has performed very good service to His Majesty at Maryland by his care in returning punctual accounts of goods exported thence, and in returning the bonds also which were given there, for bringing the same into England. You are to order your Cashier to pay Lord Baltimore for said Calvert (who at present is resident at his Government of the said province of Maryland) 150l. for three quarters from Xmas last, and to pay a salary of 200l. per an. henceforward to said Lord Baltimore for said Calvert until Calvert shall appoint some one to receive same: same to be for the encouragement of said Calvert so long as he shall continue to perform the said service. By our warrant of May 9 last, we ordered the collectors of the outports to pay to the Conductors of Prest [pressed] men such moneys as they should lay out in that service for imprest money and conduct money. In pursuance hereof Thomas Meriton. Collector of Hull port, paid 11l. 12s. 10d. to Thomas Waade; and George Gosnell, Collector of Ipswich port, paid 65l. 5s. 2d. to Edward Rowse. To the end Mr. Mountney, the Cashier of the Customs, may the more regularly charge himself herewith, you are to order the Treasurer of the Navy to pay these two sums (amounting in all to 76l. 18s. 0d.) to said Mountney. Nov. 12 Treasury warrant to the King's Remembrancer to supersede process against Edmund Wareing, one of the sureties of William Oakes, late Collector of Hearthmoney for Kent, said Wareing being a Commissioner for the Retrospect of the late Wine Act and requiring liberty to attend that service, and having expectation also of discharging said Oakes's arrear in a very short time. Nov. 12 Treasury warrant to the Earl of St. Albans et al., Trustees of the late Queen Mother's jointure. It appears from your representation of the 6th ult. that sundry persons who have contracted for leases of lands in jointure to the late Queen Mother have not appeared to pay their fines and take their leases. You are therefore hereby authorised to contract with any other person for such leases at the fines already set upon the former contracts or for such other reasonable fines as you can get for the same. By the Act for a duty on proceedings at law it is provided that for every inventory that shall be exhibited into any Ecclesiastical Court a duty be paid to the King pro rata of the total of the inventory. We are informed that great numbers of executors and administrators (who by their oaths taken in the prerogative court and also by the law are bound to bring in perfect inventories and within the time prefixed by the Judge, do yet neglect to bring in same within the time so limited whereby the King is wholly defeated of the supply intended him by Parliament. You are hereby required from time to time to cause diligent search to be made by the Registers, scribes and clerks in the said Prerogative Court of the names of all such persons of whose will probate has been made or goods administered since 1671, May: and also to search for the names of the executors and for the days assigned to them by the Judge for bringing in said inventory: and failing the bringing in of such inventory that you attend the judge of said court and on His Majesty's behalf desire and obtain citations and processes against all and every said executors and administrators. Royal sign manual to the Attorney or Solicitor General to prepare a grant to Thomas Aram of the place of Surveyor and Receiver in the Exchequer Court for the surveying and receiving of all fines, issues, amerciaments, forfeited recognizances and all and every the sum or sums of money commonly called Greenwax moneys from June 24, and for paying same into the Receipt: said office being now void by the King's resumption of the farm of the fines and forfeitures commonly called Greenwax money [from Sir Robert Howard et al.]. By the letters patent of 1663, Aug. 17, the King declared his determination of settling 40,000l. per an. in lands on the Queen Consort, and that "in regard of the length of the particulars the same could not suddenly be perfected she should in the meantime receive the said sum of 40,000l. out of the Receipt." Pursuant hereto the Honor of Grafton and other rents, lands. &c., to the value of 22,875l. 11s. 03/8d. per an were settled upon her by letters patent of 1663–4, Jan. 15, and 1665, June 30. There thus remained a shortage of 17,124l. 8s. 115/8d. per an. Also of the said 22,875l. 11s. 03/8d. per an. there happened to be defective rents to the yearly value of 414l. 14s. 8¾d., which ought to be supplied, making a total shortage of 17,539l. 3s. 8¾d. By the privy seal of 1671, May 19. the King directed payment of 51,010l. 16s. 11¾d. to the Queen, being the arrears grown due on this shortage to 1670, Sept. 29. By the letters patent of July 31 last there have been further settled upon the Queen, lands, &c., to the value of 6,566l. 4s. 4⅓d. per an., of which she is to receive the half year's rent grown due at Michaelmas last There thus remains only a shortage of 10,972l. 19s. 3 1/24d. per an., and an arrear on the whole from 1670, Michaelmas to 1672, Lady Day, of 31,795l, 5s. 2 1/12d. By reason of the sale of fee farms under the Act of Parliament it is possible that there may not be rents left sufficient to complete the said 40,000l. per an. But the King is resolved that the said shortage be made up and the said arrear paid. You are therefore to prepare a bill to pass the Great Seal for settling the said 10,972l. 19s. 3 1/24;d. per an. on the Excise granted by the Act of 12 Car. II. for taking away the Court of Wards and Liveries, and also (for better security failing this first fund) upon the Act of 12 Car. II. granting certain impositions upon beer, ale, &c. The said sum to be paid by the Farmers of said Excise for the time being; the first quarterly payment to be made at Xmas next. "And in regard we have in the said last mentioned sum given recompense for the aforesaid defective rents amounting to 414l. 14s. 8¾d. per an., you are to take care that the same be either surrendered or otherwise duly re-conveyed to us." Lastly, a clause to be inserted authorising the Treasury Lords to pay 31,975l. 5s. 2 1/12d. to the Queen's Treasurer or Receiver General for the abovesaid arrears. Ibid, pp. 180–3.

Entry of a Treasury minute in the form of an order of reference as follows. The Treasury Lords having acquainted His Majesty with the report of Sir Ro. Long, Sir Ro. Howard, Sir C. Harbord and Auditor Beale, who have by the said report presented that they find that the late Earl of Sandwich, Ibid, p. 191.
Master of the Great Wardrobe, did not intermeddle with any [Wardrobe] money except what did belong to him for fees and perquisites as Master of said office and that the said late Earl's Deputy, Thomas Townsend the elder, having also acknowledged the same and charged himself with all receipts and accounts thereunto belonging, and hath attested the same under his hand: and His Majesty being graciously inclined to extend his grace and favour to the present Earl of Sandwich in relation to the late Earl's accounts in his said office, his executors having besought the King that they may be discharged and that said Townsend may remain accomptable for same: therefore the Treasury Lords refer it to the former referees as to the whole matter and to advise with the Attorney General how the heirs and executors of said Earl may be discharged from being accomptants for the said office of the Wardrobe and yet in discharging him not in any way to discharge said Townsend but to make him accomptant for the whole receipts and payments of said office.

Nov. 30 Sir Ro. Howard to [the Customs Commissioners] to deliver half a tun of Rhenish wine imported in the "Speedwell," of Leith: being for the Duke of Lauderdale. "If you desire any further warrant please to let me know, and soe soon as my Lord Treasurer's patent is sealed, which will be on Monday, I will take oare to have such warrant as you desire."
