The Treasury Lords to the Customs Farmers until further order to forbear any more payments to the executors of Sir Nicholas Crispe on the grant made to said Crispe by letters patent of 1662, Dec. 11, of the two-third part of the Customs of imported spices until 20,000l. should be paid thereon: the executors of said Crispe having neglected to bring the account of the moneys received thereon. The Treasury Lords to the Lord Mayor, &c., and the Commissioners of Assessments for London. When you appeared before the King in Council, Feb. 25, about the great arrears standing out on the city of London of the two Aids and the Eleven Months' tax, you undertook that the said arrears should be forthwith reassessed and levied, and by order in Council you were that day directed so to do. Sir W. Doyly has often solicited you therein, but with no success. Therefore desire you to make good your engagement to the King herein, otherwise process must issue out for the recovery of the King's money. Warrants Early XXXIV. p. 237.
May 4 Money warrant for 45l. to Sir Edw. Griffin and Treasury warrant to Griffin to assign same to John Woolly, keeper of the Council records, for provision of Council books, pens, paper, &c., for the Council Chamber for six months to 1668, Dec. 31. Warrants Early XXVII. p. 1.
Sir G. Downing to Mr. Pepys. There is a small sum of 100l. odd demanded by Sir Thomas Bond for charges in bringing over some of the late Queen's goods, which he desires may be paid into the Navy office [to be thence issued as for that service] and my Lords have so ordered it. May 6 Money warrant for 2,006l. 10s. 0d. to Sir Robert Southwell, representing the unpaid balance of the 3,133l. warranted to him by the privy seal of Apr. 20 in full of his pretences in his employment as late Envoy Extraordinary to Portugal: the balance due to said Southwell hereon, amounting to 1,126l. 10s. 0d., being represented by two sums of 647l. and 479l. 10s. 0d., respectively, received by said Southwell in Portugal out of the Queen's portion. Same to the King's Remembrancer for a commission under the Exchequer seal to 12 persons, detailed, for a discovery of concealments, encroachments, and forfeiture in co. Yorks. Ibid, pp. 345–7.
Prefixing:—(1) Petition from William Sanderson and his wife, praying a grant of such concealments, &c, as above as they shall discover.
(2) Report thereon from the Surveyor General of Crown lands. By a letter of Jan. 7 last from some persons of credit inhabiting near Hatfield Chase, co. Yorks, it is certified that a parcel of ground there called Incklemoor, comprising about 20,000 acres, was formerly a turf graft and was granted by King John to the inhabitants of Thorne, Fishlake, Goole, Sykehouse and Crowle, and as the turf or most of it is now taken off the firm ground is become a common waste and of little advantage to any person, and the right and title thereof in the King, the present yearly value thereof not above 12d. the acre: and if taken in and enclosed would be of great advantage to the people; and there are so many other commons near it that there is no need of this, and it may well be spared to be taken in for the benefit of the Crown, of the towns adjacent and of the undertakers, who would be at great charge in taking in and improving same. They further certify that there are 800 acres in Batley parish of the King's waste taken out of Morley Moors by consent of the freeholders without licence, and now improved and converted to their own use and now valued at about 2s. the acre, which they know is and always was the King's. And in a further letter of Jan. 20 last they further certify as to certain parcels of land lying in Ecclesall parish in the West Riding, viz. Harthill grove, Roehill and Swother moor, containing about 1,000 acres and a moor called the Briots which they know to be Crown property: and that there are other commissions [sic for commons] containing about 700 acres belonging to the manor of Ecclesall, viz. Bruntcliff Edge, Dobenhils, Little Common, Broad Oak, Greystones. Casterknell and Little Sheffield moor and a parcel of ground called Crooks moor which lies betwixt Ecclesall, Hallam, Crooks and Sheffield, but none of these places claim any right therein and that they are clearly the right of the Crown. Auditor Aldworth certifies that he cannot find any grant of Inclemoor or of anything of that name, but if it be parcel of the manor and level of Hatfield then it is possible it may be comprehended within the general words of Sir Cornelius Vermuyden's grant.

Treasury warrant to the Receipt to observe a warrant of the late Lord Treasurer Southampton of date 1665, Nov. 15, " and being informed that several holy days are observed by you in the Receipt of the Exchequer which are not observed in the Court of Exchequer nor in any other Court in Westminster Hall, which proves of great inconvenience for that such as many times comes to Westminster to pay money into the Receipt are thereby disappointed and forced to carry the same back again, we think fit further to direct and require that noe other holidays be observed by you in the Receipt of the Exchequer during the term time than such as are observed by the Court of Exchequer and other Courts in Westminster Hall. And considering of how great consequence it is to His Majesty's service and for the honour of the Exchequer that all possible expedition be used and satisfaction given to such as are willing to lend any money to His Majesty and pay the same into the Receipt of the Exchequer, wee think fit further to direct and require that when any persons shall bring any money thither to be lent to His Majesty that a bill be presently thrown down by the respective Tellers into whose office it shall be brought, and his [the said lender's] tally forthwith despatched and delivered out to him. and where it is known upon what found [fund] the same is to be repaid that his [the said lender's] order of repayment with interest after the rate of 6l. per cent. per an. be also that afternoon drawn and sent to the Treasury to be signed at our next meeting: and upon return back thereof to you that the Auditor of the Receipt do take care that an entry or registry be forthwith made thereof in his office, so as that the party concerned may without delay have the same from him. And we further direct that the Auditor of the Receipt do take care that all interest and over interest upon such order be punctually from time to time paid, and that the order be by him accordingly directed and be immediately recorded by the Clerk of the Pells. And for preventing of the delay in the payment of the over interest occasioned by the drawing and sending of orders to us [i.c. to the Treasury from the Exchequer] for each sum we are contented from time to time to lodge and intrust a certain number of blank orders of that kind in the hands of the Auditor. of the Receipt, he leaving with us from time to time notes under his hand of the receipt of them, and in his weekly certificates giving us an accompt how they are made use of: which notes shall be re-delivered to him when the entire number delivered to him at any one time shall thereby appear to have been made use of. And we doe further authorize and direct the making use of the moneys which shall come in upon each branch of His Majesty's revenue for the payment of the interest and over interest of such loans as are ordered to be repaid out of such branches respectively: and when the monie of such branch shall by any means fall short or not come in in time for the doing thereof we direct that the Auditor of the Receipt from time to time apply to us for a provision of other moneys for the doing thereof. And for the further ease and encouragement of all lenders we direct that no fee be taken neither for throwing down the bill or striking the tally of loan, or drawing, entering or registering the orders of repayment, nor for repayment of the principal, interest, or reward money. And yet thinking it very meet and reasonable that you should not want your due encouragement we direct that the Auditor of the Receipt do after the expiration of every quarter day in each year draw an order upon the old general letters patent dormant in the name of some one person to be agreed upon by you for the satisfying and paying to each of your offices so much money as your accustomed fees would have amounted unto for the services abovementioned for the preceding quarter." Instructions from the King to Edward Backwell, alderman of London. appointed Treasurer for His Majesty for the receipt of the residue of the [wedding] portion of the Queen Consort:— Warrants Early XLII. pp. 1–5, 7–8 (reverse).
(2) By the decree of the Prince of Portugal of 1669, May 20 (stilo novo) and by a declaration of accompts dated 1668–9. Mar. 12, there was acknowledged due to us 669,000 cruzados: for the payment of which we are by the said decree to receive the half customs of all goods belonging to Englishmen coming from England to the Custom House of Lisbon, and there to be paid by the Treasurer of that Kingdom to some person to be appointed by us; and further there is by the said decree to be yearly paid to us 40,000 cruzados coming yearly to Lisbon on the fleet from Brazil.
(3) You are to receive instructions from the Treasury for the remitting this money into the Receipt.
(5) By privy seal of April 20 last, we acknowledge that 3,129 mill. 237 reys, were received by Sir Robert Southwell, late Envoy Extraordinary in Portugal, and by Francis Parry, our agent now residing there. If any further sums have since been received by said Parry you are to take the same into your hands.
(6). By our letters of 1667–8. Feb. 15. we directed payment of 10,850 cruzados to Bishop Russell, of the abovesaid residue of the portion: and Sir Robert Southwell having on our behalf made an agreement with him [Russell] of date 1669, June 4, that the said 10,850 cruzados should be paid in two years by 6,000 at the return of the first Brazil fleet which may now be about July next, and the residue at the return of the following Brazil fleet, which may be about the July in the year ensuing, you are to pay the said moneys accordingly.
(7) You are to keep Francis Parry informed of all moneys or custom house bills for money received on accompt of this debt, and to pay nothing without his knowledge and to consult him as to the rates of exchange in making remittances home.

(1) Because you were there on the place while that whole affair was negotiated by Sir Robert Southwell you are the better enabled to remove any difficulties that may arise in the progress of the payments. If any such arise, and more especially if any attempt be made to divert the payments established. you are to repair to the Prince or his Ministers, and by discourse or writing obviate the same by all fairways and the best endeavours you can; yet letting them know (in this latter case) that we had not accepted so unequal a payment to the importance of the debt but in expectation of larger assignations as soon as they [the Portuguese] had partaked a little more the benefits of the peace and that we shall never suffer to have the orders and decrees of the said Prince broken to our disadvantage while we see the Dutch daily partake the benefit of their agreement with that [the Portuguese] Crown and receive the payment of what they have demanded, though on a very different accompt.
(2) You are to keep entries of all payments, and enquire diligently as to rates of exchange for remittances in order to Backwell's assistance. "If our Receiver [Backwell] shall at any time desire to transport some of the said monie here for England in specie and insist upon a public warrant for the [unmolested shipping of] same you are to demand such warrant from the Prince; which we suppose he will not refuse inasmuch as by the Treaty of mariage that Crown was obliged to pay in the whole portion here in London."
(3) Any moneys which you have received over and above the 1,331 mill 917 reys (which you have applied to the use of Sir Robert Southwell, and for which you have a privy seal of discharge of April 20 last), you are to pay to Backwell.
(4) You are to accompt to the Treasury for your proceedings herein.
