Write Sir John Shaw to pay in 5,000l. on the new farm of the
Customs. Warrant to Mr. John Harvy [to receive] this money for
the Queen. Write Harvy to send some person to look after it. |

Sir Tho. Littleton, Sir Tho. Osborne and Alderman Backwell
[called in] about providing [money] for the Navy. He [Backwell]
says he'll furnish the 15,000l. for the fleet in the Straits on the new
farm of the Customs. Warrant for 15,000l. for the Navy on the
loans on the new farm of the Customs. |

Report to be drawn of what has been done upon Sir John Heath's

Mr. Owdart's petition is brought in by the Treasurer of the

Sherwyn and Sir G. Downing to consider of a draft commission to
the Commissioners for the Wine Licences: also how a power shall
be vested in the King from the Duke [of York] to enable him [the
King] to let them. The Attorney General's advice to be taken. |

Capt. Baron: a warrant on Sir C. Harbord's report according to
the conditions formerly agreed on. |

Sir R. Long to write in the margent of each and all orders on all
warrants [made] on loans in future the words "for which loan the
interest only of 6 per cent. is to be allowed and no reward" as by
my Lords' late warrant of July 18 last: and [the same] to be written
on those already signed. Write Sir R. Long to this effect and to
take care to observe it for what orders have been signed since or
before that time except that for 1,000l. for Shelden where [in which

Present, at the Treasurer of the Household's Chamber in Whitehall, Lord Ashley, Treasurer of the Household, the Lord Keeper. |

[Ordered] that a report be drawn up to be presented to His
Majesty upon the petition of Sir John Heath to the effect following,
viz. that the fee farm rents and other rents which are to be
sold, the inheritance of them being now vested in trustees, that
neither any of His Majesty's Counsel in the Council of the
Duchy can pretend to any right to the drawing or engrossing
any conveyances or other matters relating to them. |
That as to the fees to be taken by the clerks of the Trustees
relating to this business my Lords did settle them upon the
best advice they could take and upon several reviews and as
low as might be for the better encouragement of purchasers. |
That as to the drawing of the contracts they cannot properly
be done by any but the clerks of the Trustees. As to the
conveyances the form of them is agreed and so no need of
counsel. But if His Majesty think fit to gratify Sir John
Heath with the drawing and engrossing thereof [as far as
relates to the Duchy of Lancaster] so as it be done for the
same charge and fee as is directed by my Lords for the doing
thereof, my Lords submit to His Majesty herein. |
That when this report shall be drawn it be first shewn to
Sir R. Long and Sir C. Harbord and then to the Lord Keeper,
and then Sir John Heath to be acquainted with it before it be
offered to my Lords [for their signature]. |

Catcher's petition is considered. Warrant ordered accordingly. |

The order of Council is read and considered about summoning
bankers and others who have lent the King money from 1662,
Mar. 25, to 1667, June. [Ordered] that Sir John Nicholas be
spoken to and told that as the order of Council is drawn it will alarm
all people that have lent any money to the King since that time and
break the credit of borrowing money: that the intent was only about
such as had lent money to Sir Geo. Carteret: that the order be
worded accordingly and Sir G. Carteret advised with about it. |
