Articles of agreement between the Treasury and John White, of Westminster, brewer, late Receiver of Aids for co. Oxford and High Collector for same for the divisions of Dorchester, Bullingdon, and Thame, concerning the payment of the arrear of 5,796l. 5s. 0d. with which said White stands charged on his said receipt. White agrees to assign to my Lords debts to the amount of 2,800l., and further to deliver to the Victualler of the Navy so many barrels of six shilling beer at 6s. 6d. a barrel, fit for the use of the Navy, and in such manner as the Victualler shall desire, at the rate of not more than 70 barrels a week till the balance is discharged. Treasury warrant to the Customs Farmers to permit Jacob Lucy and Samuell Swynock, of London, merchants, to unlade the "Mary and Jane," Custom free, in accordance with the permission granted by the King by letters patent under the Great Seal, 1666, April 3, permitting the commodities of Jamaica to be imported to England free of Custom for five years from 1663–4, Feb. 18, in order to advance the plantation of that island; in spite of the fact that for accidental reasons the said ship arrived in England after the time limited as above, viz., 1668–9, Feb. 18. A docquet having been this day brought to us dated June. 1669, containing a warrant to Sir George Carteret, Vice-Treasurer of Ireland, to pay 600l. to Edward Hamilton as royal bounty, and we having not been acquainted therewith before His Majesty's hand was obtained to the warrant, which is directly contrary to the order of Council of 1667–8, Jan. 31, which says that the Secretaries of State are to present no warrants or privy seals for pensions of grace and free gifts or other beneficial grants until a petition has been first signed by the petitioner in which he shall set forth the value of the thing sued for, which petition shall be transmitted to the Commissioners of the Treasury for them to report in writing to His Majesty their knowledge or opinion of the matter, or if need be to inform His Majesty of the state of his treasure or revenue with other circumstances of the profit or disadvantage in the matter, before His Majesty be engaged by his signature to consent to any such favour to the party petitioning: and that all letters orders, warrants, &c., into Ireland. for disposing any of His Majesty's treasure or revenue in that kingdom not comprised in the civil and military list there established may be first communicated to the Commissioners of the Treasury in England, that His Majesty may receive their opinion in writing before he be engaged in his signature: and finding by the said warrant that His Majesty's hand was procured to it by you we have thought fit to return you here inclosed the said warrant, together with the bill drawn thereupon and the said docquet.
