White Paper Manufactory, Bill.

The Earl of Rochester reported, "That the Committee have considered the Bill for encouraging and better establishing the Manufacture of White Paper throughout the whole Kingdom; and their Opinion is, that the said Bill do pass, without any Amendment."

And the House agreed with the Committee.

Hodie 3^a vice lecta est Billa, "An Act for encouraging and better establishing the Manufacture of White Paper throughout the whole Kingdom."

The Question being put, "Whether this Bill shall pass into a Law?"

It was Resolved in the Affirmative.

Message to H. C. that the Lords agree to it.

A Message was sent to the House of Commons, by Sir Miles Coke and Mr. Merideth:

That the Lords had agreed to the Bill for encouraging and better establishing the Manufacture of White Paper throughout the whole Kingdom.

Message from thence, with a Bill.

A Message was brought from the House of Commons, by Sir Edw. Hussey, &c.

Who brought up a Bill, intituled, "An Act declaring the Hereditary Revenues of the Crown to be vested in Their Majesties;" to which their Lordships Concurrence is desired.

Bill to vest the Hereditary Revenue in Their Majesties.

Hodie 1^a vice lecta est Billa, "An Act declaring the Hereditary Revenue of the Crown to be vested in Their Majesties."

Bill to vest Forfeitures in Their Majesties.

Hodie 2^a vice lecta est Billa, "An Act for vesting certain Forfeitures of Five Hundred Pounds in Their Majesties, and for the speedy levying of the same."

ORDERED, That this Bill is committed to a Committee of the whole House; and to be taken into Consideration on Wednesday next, at Three of the Clock in the Afternoon.

D. Bolton versus Plunket & al. for pressing Swainston, his Servant.

Upon Oath made at the Bar of this House, "That Joseph Plunkett Press-master, and Drake Lieutenant in Their Majesties Ship The Cambridge Frigett, did press Rob't Swainston, menial Servant to his Grace the Duke of Bolton, and speaking contemptuous Words of his Grace:"

It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the Gentleman Usher of the Black Rod attending this House, his Deputy or Deputies, do forthwith attach the Bodies of the said Joseph Plunckett and Drake, and bring them in safe Custody to the Bar of this House, to answer for their high Coutempt; and this shall be a sufficient Warrant on that Behalf.

To Sir Tho. Duppa, Gentleman Usher of the Black Rod attending this House, his Deputy and Deputies, and every of them.

Foster versus Bernard & al.

It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That this House will hear the Cause wherein Anthony Forster is Plaintiff, and John Bernard and others Defendants, on Thursday next, at Ten of the Clock in the Forenoon.

Burrowes versus Dodd & al.

Upon reading the Petition of Thomas Burrowes; praying, "That his Counsel may be present To-morrow, when the Counsel of Anne Dod and others attend upon their Petition, complaining of the Lords Commissioners of the Great Seal, when the Speaker is to acquaint their Counsel with what the Lords Commissioners have said:"

It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That his Counsel shall be admitted to be present; but not to be heard to the Merits of the Cause.

Lords to be summoned.

ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That all the Lords in and about the Town be summoned to attend this House To-morrow, at Ten of the Clock in the Forenoon.

General Pardon, Bill.

This Day the Lord President brought into this House, by His Majesty's Command, a Bill, intituled, "An Act for the King and Queen's Majesties most Gracious, General, and Free Pardon;" which Bill was signed by His Majesty.

Then, the Precedent in the Journal of the 28th May; 1673, was read, concerning the Manner of receiving such a Bill.

After Debate thereupon;

Method of passing General Pardon Bills.

It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That it is hereby referred to the Lords Committees for Privileges, to inspect and consider Precedents, what hath been the Form, Manner, and Method, of passing Bills for the King's Majesty's most Gracious, General, and Free Pardon; whose Lordships are to meet at Four of the Clock this Afternoon, in the House of Peers; and to report to the House To-morrow, at Ten of the Clock in the Forenoon.
