Commission to enquire into the report that certain evildoers, scheming to hinder the king's lieges going by the roads and highways between Birmingham and Stratford and Alcester to the markets of Coleshill, Birmingham, Wallsall and Dudley in Staffordshire and Warwickshire, from buying and selling corn, victuals and other necessaries there, assembled in divers conventicles and veiling their faces with masks, with garments turned in the manner of torturers and carrying machines called "gladmeres" and other instruments lay in ambush and assaulted the king's lieges going to and from the markets and put them and their horses to flight, so that the women and children riding on the horses with sacks fell off and some died and some were injured, and cut the sacks and scattered the corn along the roads. Order to the abbot and cellarer of Ramsey to make restitution to Thomas Doue, merchant of Exeter, of 3 horses, 2 packs of woollen cloth and other merchandise, as well as certain money, or alternatively to appear before the king and council on the morrow of the Ascension next to answer for why they should not do so. As he has shown that he traded within the realm between Exeter and Boston and on his passage towards Ramsey with the horses, cloth and merchandise he was there detained with such infirmity, that for 2 days he could not travel, showing that on Sunday last, because he would not sell one of his horses to the cellarer, the abbot and cellarer arrested and imprisoned him, saying he was a thief and took his property. Order to the escheator in Suffolk to remove the king's hand from the port of Dunwich, a place called "Oldhavene" and a marsh called "Kyngesholme". The king ordered the escheator to seize them on information that Robert Swylyngton, knight, and Roger his son, claiming the port as their own and taking customs, anchorage, ferriage and toll of "pedderes" buying fish there, did also usurp wreck of sea between Oldhavene and Southwold. But Sir Roger de Swylyngton is lord of the town and manor of Blythburgh, and he and his ancestors have had there time out of mind a weekly market on Thursdays at the town which is in the precinct of the manor and 3 fairs a year, one on the feast of the Annunciation and the eve thereof, another on the feast of the Assumption and the eve thereof and the third on the Nativity of the virgin and the eve thereof and had likewise wreck of sea and toll of "pedderes" buying fish and of horses and wains loaded with victuals and wares by the sea shore in the said marsh and elsewhere within the manor, namely of every horse 1/4d., of every wain so loaded 1d. They have likewise had anchorage in the said marsh, namely 4d. for every anchor fixed there and ferryage over the port of Dunwich called "Oldhavene", namely by one boat at their cost, and Sir Roger has the same now over the river called the "Newhavene", which is on his soil on either side; and neither Sir Roger, nor before him Sir Robert are or have been encroaching on or laying claim to anything pertaining to the burgesses of Dunwich. Records of a dispute between the citizens of Winchester and the citizens of London, on complaint by the citizens of Winchester that contrary to an agreement between the cities certain of them have been distrained for the payment of customs by the sheriffs of London. (Letter Book I, p. 70) They cite in evidence: An agreement between the citizens of London and of Winchester dated 24/3/1304, according to which the citizens of Winchester shall be quit of pontage, murage, pavage and all other customs on their merchandise in London, except for tronage of wool and the customs on hides and woolfells. The citizens of London shall be quit of pontage, pavage, murage and all other toll and customs whatsoever in Winchester. (Letter Book C, p. 133) [the same agreement is enrolled a second time on p. 23] A letter (French) from the citizens of the gild merchant of Winchester to the mayor of London, citing various cases of toll and customs taken at Billingsgate, Ludgate and Newgate, contrary to their privileges. A writ of Henry IV, dated 1406-7, to the mayor and sheriffs of London, ordering them to allow the citizens of Winchester to enjoy their privileges, including quittance from toll, lastage, pontage, passage, chiminage, murage, pavage, quayage, picage and all other customs, which they have repeatedly denied them, or alternatively to appear themselves before the king at the quindene of St Hillary to answer for their contempt. A writ of Henry IV dated 10/10/1408 to the sheriffs of London regarding the non-appearance of the former sheriffs of London, Henry Barton and William Crowemer. [Winchester Black Book, 10-15]
