Hough's Estate.

A Bill for the Sale of the Estate of Zenobia Hough, for the Payment of the Debts of her Husband, and other Uses, was read the First time.

Farrington Roads.

Mr. Freek presented to the House a Bill for repairing and amending the Highways, from the Stream in Farrington Port to St. John's Bridge, in the Parish of Burscott, in the County of Berks: And the same was received.

Resolved, That the Bill be read upon Monday Morning.

Duty on Glass.

A Petition of John Bellingham, Richard Wilcox, and William Pate, Masters and Owners of several Glasshouses in and about London, was presented to the House, and read; setting forth, That several Petitions have been presented to this House, complaining of the high Duties upon Glass-wares, wherein are several Contradictions and Falsities alleged; and have been procured by one Mr. Francis Jackson, or his Agents, in order to ingross the whole Manufacture of Glass into his own Hands: That the present Duty on Glass, which the Petitioners have been always ready to comply with, is the only Hindrance of the Glass-makers engrossing the Trade, and lowering the Prices of Glass: And praying they may be heard before any Bill pass, in favour of the said Glass-makers Petition.

Ordered, That the Consideration of the said Petition be referred to the Committee, to whom the Petition of several poor labouring Artificers in the Glass Manufacture, in and about the City of London, is referred: And that the Committee be revived; and do sit this Afternoon.

Woollen Manufacture.

A Petition of several Merchants, trading to Flanders, was presented to the House, and read; setting forth, That the great Duties laid upon Flanders Linen, and other Manufactures of that Country, may occasion the States there to lay a Duty or Prohibition on all the Manufactures of England, intending to settle the Woollen Manufacture there: And praying some effectual Remedy may be provided for preventing the same.

Ordered, That the Consideration of the said Petition be referred to the Committee, to whom the Petition of the Gentlemen, Clothiers, Clothworkers, Traders in the Woollen Manufactures, and other the Inhabitants of the Town of Ratchdale, in the County Palatine of Lancaster, is referred.

Bramber Writ.

Ordered, That Mr. Speaker do issue his Warrant to the Clerk of the Crown, to make out a new Writ, for electing a Burgess to serve in this present Parliament for the Borough of Bramber, in the County of Sussex, in the room of John Courthop Esquire, deceased.

Nodes' Estate.

Ordered, That Leave be given to bring in a Bill to enable Richard Nodes, of London, Ironmonger, to sell Lands and Tenements, in the County of Hertford, to make Provision for his Wife and Children, and for Payment of Debts: And that Mr. Freeman do prepare, and bring in, the Bill.

Committee of Privileges.

Ordered, That the Committee of Privileges and Elections do not hear any more Causes, touching Elections, after Wednesday come Sevennight.

Aldworth's Estate.

Mr. Rowney, according to Order, presented to the House a Bill to enable Robert Aldworth, and Anne his Wife, to sell their Estate in or near Wantage, in the County of Berks, for the raising of 300 l. for Payment of his Debts; and for applying the Residue of the Monies, arising by the Sale, for purchasing some other Estate for the sole Benefit of his Wife and Children: And the same was received.

Ordered, That the Bill be read upon Monday Morning.

Sedgemore Drainage.

Mr. Hoar, according to Order, reported from the Committee, to whom the Bill for opening the ancient Roynes and Watercourses in Sedgemore, in the County of Somerset, for rendering the said Moor more healthful and profitable to the Inhabitants, was committed, That they had made several Amendments to the Bill; which they had directed him to report to the House; which he read in his Place; and afterwards delivered in at the Clerk's Table: Where the same were once read throughout; and then a Second time, one by one; and, upon the Question severally put thereupon, agreed unto by the House.

Ordered, That the Bill, with the Amendments, be ingrossed.

Tamworth Return amended.

The Clerk of the Crown attended, and, according to Order, amended the Return for the Borough of Tamworth, in the Counties of Stafford and Warwick.

Mr. Lowndes, according to Order, presented to the House the Book of Copies of Grants, since the Year 1660; and the Account of all Grants made since the First Day of January 1697.

February 1697.

A Grant to Francis Vaughan, of several Goods and Chattels of Francis Plomley's, to the Value of 129 l. seized by Robert Syderfin Esquire, late Sheriff of the County of Somerset, upon a special Capias utlagatum, issued against the said Plomley, at the Suit of the said Vaughan.

A Grant to Sir Francis Leigh Knight, in Consideration of 600 l. to be paid into his Majesty's Exchequer, and 1,000 l. to Sir Henry Sheers, of several Messuages, Lands, and Tenements, within the Parish of Sutton at Hone, in the County of Kent, forfeited by John Stafford Esquire, alias Howard, who stands outlawed for High Treason; habend' to the said Sir Francis, and his Heirs, for ever, under the yearly Rent of 6s. 8d.

March 1697/8.

A Grant to Ralph Gray Esquire, Governor of Barbados, of 1,200 l. per Annum, out of the Duty of Four and Half per Cent. arising within the said Island, from 24th July 1697, during his Majesty's Pleasure, for his Support in that Government.

A Grant to Samuel Day Esquire, Governor of Bermudas, or Summer Islands, of 240 l. per Annum, out of the Exchequer in England, from the 14th of January 1697, during his Continuance in that Government.

April 1698.

A Release, or Discharge, unto Antony Stoner, and others, as Sureties for Daniel Ballard, of a Bond of 2,000 l. entered into by them, to John Dutton Colt Esquire, HeadCollector of the Customs in the Port of Bristol; to whom the said Ballard, who had withdrawn himself, was Clerk; with an Authority to give Allowance of the said 2,000 l. to the said Mr. Colt, who assigns the said Bond to his Majesty, upon his Account of Customs not specially appropriated by Act of Parliament.

May 1698.

A Privy-Seal for paying unto the Prince of Denmark 85,000 l. with Interest, after the Rate of 6 l. per Cent. (fn. 1) [per Annum] from the 31th July 1691, in lieu of 340,000 Rix-dollars, due to the said Prince, upon Two Mortgages, which he had upon the Isle of Femeren, and the Baliages of Tremsbuttill and Steinhorst, Part of the Duke of Holstein's Territories, which Mortgages were surrendered to the said Duke, upon his Majesty's Promise to pay the same.

His Majesty signed a Warrant, authorizing the Lords Commissioners of the Treasury to direct the Trustees for Sale of Fee-farm Rents to convey a Fee-farm Rent of 66 l. 13s. 4d. per Annum, issuing out of Brigstock Park, in the County of Northampton, to Frances Countess Dowager of Salisbury, her Heirs and Assigns for ever, in Corroboration of her Title to the said Rent, and the Arrears thereof, which she had purchased under his Majesty.

May 1698.

A Grant to Isaac Manley Esquire, of 200 l. per Annum, for the Life of his Father John Manley Esquire, payable out of the Revenue of the Post-Office, from Lady-day 1698.

A Privy-Seal for paying a Pension of 120 l. per Annum, unto George Feilding Esquire, late One of the Pages of Honour, from Lady-day 1697, during his Majesty's Pleasure.

June 1698.

A Gent to the Mayor and Burgesses of the Town of Newcas e upon Tyne, of the Office of Tronor and Poisor there so the Term of Three Lives therein named.

A Discharge unto the Marquis of Winchester, of 1,050 Ounces of White Plate, delivered him from the JewelOffice, for the Service of his Table, as Chamberlain to the late Queen.

July 1698.

A Warrant for paying unto the Treasurer of Greenwich Hospital 19,500 l. being the Fines lately imposed, by Parliament, on John Goudet, and others.

A Grant unto Nathanael Crow, of the forfeited Estates both real and personal, found, by Inquisition, to belong to Arthur Mangey, Robert Child, and John Hurst, convicted of High Treason, subject to the Payment of 256 l. 6s. and Interest, to Richard Ashton Esquire, and 300 l. to such Persons as his Majesty shall appoint.

A Grant to the Churchwardens of Saint Margaret's, Westminster, for the Benefits of the Poor of the said Parish, of the old Clock-house, and the Bell therein, in the PalaceYard, Westminster, the Ground whereon the said Clockhouse stands, being only excepted.

A Grant to Otto Baron of Schwerin, his Heirs and Assigns for ever, of the Estate of Erngert Maria his Wife; which, by reason of his being an Alien born, is vested in his Majesty.

A Grant to Doctor Titus Oates for Ninety-nine Years, if he, and Rebecca his Wife, or either of them, shall so long live, of an Annuity of 300 l. per Annum, out of the Revenue of the Post-Office, from Lady-day 1698.

A Grant and Demise to Sidney Lord Godolphin, of the Isles of Scilly; habend' for the Term of Eighty-nine Years, after the Expiration of the Lease in being, at the yearly Rent of 40 l. payable to the Receiver-General of Cornwall.

August 1698.

A Grant to Elizabeth Tillotson, Widow of the late Archbishop, of an Annuity of 200 l. per Annum, in Addition to her former Annuity of 400 l. payable out of the Duty of 4 and ½ per Cent. during her Life.

August 1698.

His Majesty signed a Warrant for the Trustees for Sale of the Fee-farm Rents to contract with the Earl of Dorsett for 500 l. per Annum, in the said Rents; and to convey the same unto him.

A Privy-Seal for Payment unto Sir Benj. Bathurst, Treasurer to his Highness the Duke of Gloucester, of 15,000 l. per Annum, from Lady-day 1698, during his Majesty's Pleasure.

A Grant to the Earl of Jerzey of 3,000 l. as his Majesty's Bounty.

The like to Doctor Oates, of 500 l. as his Majesty's Bounty.

September 1698.

A Warrant for paying of 15,000 l. to Edward Nicholas Esquire, as his Majesty's Bounty to the French Protestants.

A Grant to Laurence Earl of Rochester, his Heirs and Assigns for ever, of a Piece of Wood-land in New Park, at Richmond, valued at Six Pounds per Annum, rendering Six Shillings Eight-pence per Annum Rent.

A Grant unto Sir William Forrester and Sir James Forbes, and their Heirs, in Trust for the Earl of Ranelagh, and his Heirs, of the Reversion, after several long Terms in being, of and in certain Parcels of Ground in the Parish of Chelsea, upon Part whereof his Lordship hath built a House, under the yearly Fee-farm Rent of 5 l.

November 1698.

A Grant to Japhet Crook, of the Shares forfeited to his Majesty, in the Phenix Brew-house, by the Attainder of Sir John Freind for High Treason, in Consideration of 5,500 l. to be paid into the Exchequer:—This is not yet passed.

A Discharge unto John de Senne, of his Majesty's Part of a Fine of 300 l. imposed on him for Silk and Lace, imported from France; who hath been long a Prisoner for the same.

December 1698.

A Grant unto Patience Bond of a Lease seized into his Majesty's Hands, upon an Outlawry, sued forth at his Suit, against Epaphroditus Marsh.

His Majesty signed a Warrant for the Trustees for Sale of Fee-farm Rents to contract with Richard Topham Esquire, for the Purchase of 14 l. 5s. 4½ d. per Annum, payable out of the Manor of Windsor, under Ore and Sunning-hill Park.

A Discharge unto Peirce Row of a Fine of 500 Marks, for assisting Sir James Montgomery in his Escape; the said Row having been several Years in Prison for the same.

A Grant to James Castigny, of a Pension of 500 l. per Annum, out of the Revenue of the Post-Office, during his Life, from Christmas 1697.

A Grant, or Warrant, for Payment, unto Thomas Vincent Esquire, of 600 l. being the Remainder of 1,800 l. set insuper, upon the Proprietors of the New River Water, in the Receivers Account of the Poll Tax for London and Middlesex, granted in the 1st Year of his Majesty's Reign.

A Grant unto John Gore Esquire, his Heirs and Assigns for ever, of the Reversions expectant upon several Estates for Lives, of and in divers Manors and Lands, which were of Sir William Williams Baronet, deceased, and which were devised to his Majesty, after the Deaths of Boucher Wray, and Chichester Wray, Sons of Sir Boucher Wray, and others, subject to the Payment of a Rent-charge of 540 l. per Annum; granted by the said Sir William to Charles Allonson, and his Heirs and Assigns, and all other lawful Incumbrances thereupon.

February 169 8/9;.

A Grant unto William Petre, of several Goods and Chattels of Sir Augustine Palsgrave, seized into his Majesty's Hands upon an Outlawry, sued forth at the Suit of the said Petre.

Abstract of Letters, signed to the Lords Justices of Ireland, importing Grants to be made in that Kingdom, from 1st January 1697.

January 1697.

A Warrant to the Lords Justices, for levying the Sum of 8,000 l. pursuant to a Clause in the Act of Settlement, or Explanation, on the Estates of several Roman Catholicks in that Kingdom, liable thereunto; and to pay the same unto Lionel Earl of Orrery, pursuant to a Grant from King Charles the Second to Roger Earl of Orrery, his Grandfather.

February 1697.

A Grant unto John Yeard, of the Profits of the Deanry of Acchory, and Chantership of Killala, from the Vacancy of the said Deanry and Chantership, to the Time he was intitled thereunto.

For granting unto Dorothy Baroness Dowager of Upper Ossory, for 99 Years, if she shall so long live, several Parcels of Land in the said Barony, and Queen's County, in that Kingdom, of the Value of 35 l. per Annum.

March 1697/8.

A Grant to George Fitzgerald, in Consideration of Surrender of the Office of Comptroller of the Musters in that Kingdom, of 200 l. per Annum, payable out of the Revenue there, from Christmas 1697, during his Life.

July 1698.

For granting unto the Earl of Rochford, his Heirs and Assigns for ever, several forfeited Lands and Estates, in that Kingdom, specified in a Schedule to the said Letters annexed, of the clear yearly Value of 679 l. 17s. 1d.

A Grant to Sir Edward Byron, of certain forfeited Lands there, to the Value of 104 l. 3s. 8d. per Annum, for the Term of 99 Years from the Date of such Grant; which Lands are specified in a Schedule to the said Letters annexed; and this done in lieu of a Grant to him formerly directed.

A Grant to John Butcher, of certain Quit-rents, and Crown-rents, in that Kingdom, to the Amount of 883 l. 9s. per Annum, for the Term of 99 Years from Michaelmas which shall be in the Year of our Lord 1700; of which Quit-rents the said John Butcher had a former Grant for 21 Years, which is now surrendered.

A Grant to Thomas Prendergast, his Heirs and Assigns for ever, of several forfeited Lands in that Kingdom, of the clear yearly Value of 334 l. 0s. 2d.½, to make good the Deficiency of a former Grant of 500 l. a Year, which his Majesty intended him.

August 1698.

A Grant to James Puissar Esquire, of several forfeited Lands and Estates, in that Kingdom, of the clear yearly Value of 341 l. 14s. 6d.½, specified in a Schedule to the said Warrant annexed; habend' to him, and his Heirs for ever; and mentioned to be granted to him by way of Reprisal, for Deficiency of a former Grant to him in that Kingdom.

A Grant unto Colonel Gustavus Hamilton, his Heirs and Assigns for ever, of certain forfeited Lands, specified in a Schedule to the said Letters annexed, and therein mentioned to be of the clear yearly Value of 500 l. 8s. 6d.½.

For granting a Custodium unto Christopher Wray Esquire, of the forfeited Estate of Sir Drury Wray, his Father, during his said Father's Life.

A Grant to Doctor John Leslie, of the Inheritance of several forfeited Estates, to the Value of 400 l. per Annum, which were before granted to him for 99 Years, if he should so long live.

A Grant to Thomas Lord Coningsby, of the Offices of Vice-Treasurer, General-Receiver, Paymaster-General, and Treasurer at War, within that Kingdom, with the yearly Fee of 65 l. 13s. 4d.; and Six-pence in the Pound upon the Payments, which shall be made by him, or his Deputies, in respect of the said Offices; during Pleasure.

October 1698.

A Discharge unto Sir Richard Bellingham, of the Remainder of a Debt of 2,000 l. and Interest, owing by him to the Lord Gormonstowne, a forfeiting Person, in Consideration of several Losses sustained by the said Bellingham's Father, in the time he was Deputy ReceiverGeneral to the Earl of Anglesey there.

December 1698.

A Warrant for allowing, or discharging, unto William Griffith, Collector of Slego, the Sum of 894 l. 13s. 7d.¼, which he was robbed of.

January 1698.

For granting, or demising, unto Dame Frances Oneile, and her Daughters, for certain Considerations therein mentioned, the forfeited Estate of Sir Neile Oneile, in that Kingdom; habend' for 41 Years, from the Date of such Grant, rendering the ancient Quit-rents and Crownrents.

February 1698.

A Grant to Richard Fitzpatrick, his Heirs and Assigns for ever, of all the forfeited Estate of Barnaby Lord of Upper Ossory, or Bryan late Lord of Upper Ossory, to whom he was nearly related, valued at 60 l. per Annum, and subject to the Payment of 25 l. per Annum to Dorothy Lady Dowager of Upper Ossory, during her Life.

A Grant, or Demise, to Major-General Stuart, in Consideration of a Release of 3,537 l. 12s. 8d. due to him, on Account of his Regiment, and the Loss of his Right Arm, and other Losses, in his Majesty's Service, of certain forfeited Estates, specified in a Schedule to the said Letters annexed, and therein mentioned to be of the clear yearly Value of 751 l. 18s. 6d.¾, habend' for 99 Years from the Date, rendering the ancient Quit and Crownrents.

A Grant unto John Ellis Esquire, his Heirs and Assigns for ever, of the forfeited Estate of Sir William Ellis his Brother, from whom there was 1,200 l. and Interest, due to the said John Ellis, and very great Incumbrances on the said Estate, almost to the full Value.

A Discharge to James Viscount Lanesborough, of 162 l. 7s. 10 d.½, due for Quit-rents, out of certain Lands belonging to him in that Kingdom.

March 169 8/9.

A Warrant directing the Lords Justices to cause the forfeited Estates of Sir Valentine Browne and Sir Nicholas Browne to be set at the best improved Value, for 21 Years, and, out of the Produce, to pay 1,000 l. a Year to the Earl of Bellomont, which, by virtue of a former Grant, was charged to be paid out of the said Estate to the said Earl, for the Term of 999 Years, and 400 l. per Annum more to Helen Viscountess Kenmore; for the Support of herself, and Children.

The Grants passed within the Duchy of Lancaster, if there be any such, are unknown to me.

This, pursuant to an Order of the Honourable House of Commons, bearing Date the 16th Instant, is humbly presented

Resolved, That the Bill be committed to Mr. Freeman, Mr. Worsley, Mr. Scobell, Mr. Palmes, Mr. Hoar, Mr. Perry, Mr. Hoblyn, Mr. Gwyn, Lord Cornbury, Sir Robert Marsham, Mr. How, Mr. Ash, Sir Richard Farrington, Mr. Clayton, Sir Wm. Ashurst, Mr. Hammond, Mr Osborne, Sir Samuel Barnardiston, Lord Cheney, Mr. Foley, Mr. Proby, Mr. Halsey, Mr. Hayes, Sir Robert Davers, Sir Jacob Astley, Sir Richard Cox, Sir Wm. Hustler, Mr. Lowther, Sir Robert Cotton, Mr. Sergison, Sir John Bland: And they are to meet at Five a Clock this Afternoon, in the Speaker's Chamber.

Liverpool Church.

Sir Robert Cotton, according to Order, reported from the Committee, to whom the Bill to enable the Town of Liverpool to build a Church, and endow the same, by their own Contributions, and otherwise; and for making the said Town, and Liberties thereof, a Parish of itself, distinct from the Parish of Walton; was re-committed; That they had made some other Amendments to the Bill; which they had directed him to report to the House; which he read in his Place; and afterwards delivered in at the Clerk's Table: Where the same were once read throughout; and then a Second time, one by one; and, upon the Question severally put thereupon, agreed unto by the House.

Ordered, That the Bill, with the Amendments, be ingrossed.

Message from the King—Dutch Troops.

The Earl of Ranelagh acquainted the House, That he had in Command from his Majesty a Message to deliver to this House, signed by his Majesty, and all of his own Hand-writing; which the said Earl delivered in to Mr. Speaker: Who read the same to the House; and is as followeth; viz.

HIS Majesty is pleased to let the House know, That the necessary Preparations are made for transporting the Guards who came with him into England; and that he intends to send them away immediately; unless, out of Consideration to him, the House be disposed to find a Way for continuing them longer in his Service; which his Majesty would take very kindly:

Upon which, a Question being proposed, That a Day be appointed to consider of his Majesty's said Message;

The Question was put, That That Question be now put;

And it passed in the Negative.

Resolved, That a Committee be appointed to draw up an humble Address, to be presented to his Majesty, representing the Reasons why this House cannot comply with the Purport of his Majesty's Message this Day communicated to this House:

And it is referred to Lord Norris, Mr. Gwyn, Sir Chr. Musgrave, Mr. Harley, Mr. Bridges, Sir Richard Onslow, Sir Godfrey Copley, Mr. Pagitt, Mr. Clarke, Mr. Palmes, Mr. How, Mr. Cooke, Mr. Mountague, Mr. Smith, Sir Barth. Shoar, Mr. Byerly, Colonel Granville, Mr. Boyle, Sir John Bolls; or any Five of them; to prepare the said Address: And they are to meet this Afternoon at Five a Clock, in the Speaker's Chamber.

Supply Bill; Land Tax.

Resolved, That this House will, upon Wednesday Morning next, resolve itself into a Committee of the whole House, to consider of the Bill for granting to his Majesty the Sum of One Million Four hundred eighty-four thousand and Fifteen Pounds One Shilling Eleven pence Three Farthings, for disbanding the Army, providing for the Navy, and for other necessary Occasions.

Ordered, That all Committees be revived.

Privilege of a Member in a Suit.

The House being acquainted, That the Matter between the Earl of Radnor and Edmund Boulter Esquire, a Member of this House, was agreed:

Ordered, That the Petition of the Earl of Radnor, relating to the said Mr. Boulter, be withdrawn.

And then the House adjourned till Monday Morning, Eight a Clock.
