Aliens Children to inherit.
SIR Edward Hussey, according to Order, presented to the House a Bill to enable his Majesty's naturalborn Subjects to inherit the Estate of their Ancestors, either lineal or collateral, notwithstanding their Father or Mother were Aliens: And the same was received.
Ordered, That the Bill be read To-morrow Morning.
Irish Arrears.
Ordered, That the Petition of the disbanded Serjeants, Corporals, Drums, and Centinels, of the Two Marine Regiments, lately commanded by the Right Honourable the Marquis of Carmarthen, and the Honourable Sir Cloudesly Shovell, presented to the House the 6th of February instant, and ordered to lie upon the Table, be referred to the Consideration of the Committee, to whom the Petition of the Soldiers of Colonel Coot's Regiment is referred:
And that Sir Robert Cotton, Sir John Williams, Sir Tho. Wagstaffe, Mr. Blofeild, Mr. Blisse, Sir Robert Eden, Mr. Vernon, Sir Edward Hussey, Mr. Conyers, Mr. Harvey, be added to the said Committee: And that the Committee have Power to send for Persons, Papers, and Records.
Victualing the Fleet.
Mr. Papillon, according to Order, presented to the House a Copy of the Accounts, delivered by Mr. Reynolds to the Commissioners for victualing his Majesty's Navy, of the Monies received by the Right Honourable Admiral Russell in the Straits; with the Observations, Exceptions, and Transactions thereupon.
And the Title thereof was read.
The Accounts are contained in a Book by itself.
Ordered, That the Consideration of the said Accounts, Observations, Exceptions, and Transactions, thereupon, be referred to the Committee of the whole House, who are to consider further of the State of the Navy.
Darcy's Estate.
Ordered, That the Bill for Sale of some Part of the Estate late of Sir Thomas Darcy, deceased, for Payment of Debts, be read To-morrow Morning.
Liverpoole Parish.
The House resumed the further Consideration of the Report from the Committee, to whom the Bill to enable the Town of Liverpoole to build a Church, and endow the same, by their own Contributions, and otherwise; and for making the said Town, and Liberties thereof, a Parish of itself, distinct from Walton . . . . .
Ordered, That the said Report be re-committed to the same Committee, upon the Debate of the House.
Darwent Navigation.
A Petition of the Gentlemen, Freeholders, and Inhabitants, of the County of Leicester, particularly those of Kegworth, Donington, Hennington, and the Towns adjacent, lying near the River Darwent, in the County of Derby, was presented to the House, and read; setting forth. That the Bill, depending in the House, for making the said River navigable, will not only be of great Benefit to the Petitioners and the County of Derby, in the way of Trade, but will be a means to preserve the Highways in the adjacent Counties: And praying, That the said Bill may pass.
Ordered, That the said Petition do lie upon the Table until the said Bill be read a Second time.
Ordered, That the said Bill be read upon Monday Morning next, at Eleven a Clock.

Privilege of a Member in a Suit.
A Petition of Charles Bodvile Earl of Radnor was presented to the House, and read; setting forth, That the Petitioner, in Right of . . . late Wife, who was sole Daughter and Heir of Sir John Cutler, deceased, having great Demands on Edmund Boulter Esquire, relating to the real and personal Estate of Sir John Cutler, preferred his Bill in Chancery, to bring Mr. Boulter to an Account; who ought to have answered the Bill in Hilary Term then next, and promised so to do, and comply with the Petitioner's Demands; but, being since chosen a Member of this House, he insists on his Privilege; refusing to give it under his Hand, that he waves it, though he promised not to insist on Privilege, before several Witnesses; but the Courts of Law will not proceed against him, neither will he answer the said Bill: And praying, That the House will order Mr. Boulter to wave his Privilege, that the Petitioner may be at Liberty to proceed against him, as he shall be advised.
And Mr. Boulter desiring, That he may have a Copy of the said Petition, in order to give his Answer thereunto;
Ordered, That Mr. Boulter have a Copy of the said Petition; and do attend, in his Place, upon Monday Morning next.

Abuses in King's Bench and Fleet Prisons.
A Petition of Thomas Hammersley and Henry Caldecott, Citizens and Linen-drapers of London, was presented to the House.

Members accepting Places.
Sir Godfrey Copley reported from the Committee, to whom was referred the several Lists of Commissioners and Receivers, with the Names of the Members of the House therein contained; which he read in his Place; and afterwards delivered the same in at the Clerk's Table: Where the same were read; and are as follow; viz.
That Richard Woollaston Esquire, now a Member of this House, by several Commissions from the Right Honourable the Lords of the Treasury, was appointed Receiver-General for the County of Hertford, of the Duties upon Marriages, Births, and Burials; and also, of the Duties upon Houses: And it does not appear to the Committee, That the said Commissions have been altered, or any others appointed, by new Commissions, to succeed him:
That Sir William Scawen, a Member of this House, was one of the Receivers of the first Fourth Part of Twelve hundred thousand Pounds, contributed to the King's Use, by Subscribers to the Bank of England, in the Year 1694; being thereunto appointed pursuant to an Act of Parliament, which was passed in the Session held, by Prorogation, upon the 7th Day of November 1693; and was a Member of Parliament, in the same Session; and the Money by him, and others, received for the said first Fourth Part, was by them paid into the Exchequer, and accounted for, in the said Year 1694:
That Sir William Ashurst and Sir Joseph Herne, Members of this House, are Two of the Trustees for Exchanging of Exchequer Bills; the Subscribers having appointed them, amongst several others, to be their Cashiers, and to manage their Money: But it appeared to the Committee, That Sir Wm Ashurst hath declined to act in that Trust, since his being a Member of Parliament.
Commissioners of the Treasury.
Sir Steph. Fox Knight, Sir Edw. Seymour Baronet, Ch. Mountague Esquire, were Commissioners of the Treasury at the Time of making the Act, passed in the 5th and 6th Years of his Majesty's Reign, for granting to his Majesty certain Rates and Duties upon Salt, and upon Beer, Ale, and other Liquors.
Commissioners of the Customs.
George Booth Esquire, Sir Robert Clayton Knight, Cha. Godolphin Esquire, were Commissioners of the Customs at the time of passing the said Act.
The Commissioners of the Excise that were in Commission at the time of passing that Act are none of them Members of this present Parliament.
Treasury.
Cha. Mountague Esquire, Sir Steph. Fox Knight, John Smith Esquire, Sir Tho. Littleton Baronet, Tho. Pelham Esquire, are the present Commissioners of the Treasury; and Members of this House.
Customs.
Cha. Godolphin Esquire, Sir Walter Young Baronet, Robert Henley Esquire, Sir Wm. St. Quintin Baronet, are the present Commissioners of the Customs; and Members of this House.
Excise.
Edward Clark Esquire, Foot Onslow Esquire, Philip Meadowes Esquire, Sir William Ashurst Knight, Christopher Montague Esquire, William Carr Esquire, William Fleming Esquire, are the present Commissioners of the Excise; and Members of this House.
Ordered, That the said Report be taken into Consideration upon Monday Morning next: And that the Members therein concerned do then attend the House; in their Places.
Woollen Manufacture.
Ordered, That the Report from the Committee of the whole House, to whom the Bill to encourage the Woollen Manufacture in England; and to restrain the Exportation of Woollen Manufactures from Ireland into any foreign Parts; and for the better preventing the Exportation of Wool from England and Ireland; was committed; be made upon Wednesday next, at Eleven a Clock; and othing to intervene.

Ordered, That Sir Thomas Alston have Leave to go into the Country for a Week, upon extraordinary Occasions.
State of the Navy.
The House, according to the Order of the Day, resolved itself into a Committee of the whole House, to consider further of the State of the Navy.

Mr. Speaker resumed the Chair.
Mr. Boyle reported from the said Committee, That they had made a further Progress in the Matter to them referred; and had directed him to move, That they may have Leave to sit again.
Resolved, That this House will, upon Monday Morning next, resolve itself into a Committee of the whole House, to consider further of the State of the Navy.
