Dutton's Estate.

SIR Henry Colt, according to Order, presented to the House a Bill to enable Sir Ralph Dutton Baronet to raise Money upon his Estate, for Payment of his Debts: And the same was received.

Ordered, That the Bill be read To-morrow Morning.

Duties on Marriages, &c.

A Bill for preventing Frauds and Abuses in the charging, collecting, and paying, the Duties upon Marriages, Births, Burials, Bachelors, and Widowers; and for better answering the Produce thereof into the Exchequer, for or towards the Satisfaction of the Principal and Interest-money charged thereupon; was read a Second time.

Resolved, That the Bill be committed to a Committee of the whole House.

Resolved, That this House will, To-morrow Morning, resolve itself into a Committee of the whole House, to consider of the said Bill.

Raising the Militia.

Mr. Norris, according to Order, reported, from the Committee of the whole House, to whom the Bill for raising the Militia for the Year 1698, though the Month's Pay formerly advanced, be not repaid, was committed, the Amendments, made by the Committee, to the said Bill; which they had directed him to report to the House; which he read in his Place; and afterwards delivered in at the Clerk's Table: Where the same were once read throughout; and then a Second time, one by one; and, upon the Question severally put thereupon, agreed unto by the House.

Ordered, That the Bill, with the Amendments, be ingrossed.

Prevention of Gaming.

A Petition of Colonel Baldwyn Leighton was presented to the House, and read; setting forth, That, in the Bill to prevent Gaming, there is a Clause relating to the Royal Oak Lottery; wherein your Petitioner's Interest is concerned, for Monies expended for the Service of the Government: And praying to be heard, before the said Bill do pass.

Ordered, That the Consideration of the said Petition be referred to the Committee of the whole House, to whom the said Bill is committed.

Ditto.

A Petition of Major Henry Foubert was presented to the House, and read; setting forth, That, in a Bill depending before this Honourable House, there is a Clause relating to the Royal Oak Lottery: That the Petitioner is concerned in Interest, in respect to the Rents reserved from the said Lottery to the Crown: And praying to be heard, before the same do pass.

Ordered, That the Consideration of the said Petition be referred to the Committee of the whole House, to whom the said Bill is committed.

Impeachment of Goudet, &c.

Sir Rowland Gwyn reported from the Committee, to whom the Answers of John Goudet, and others, impeached of High Crimes and Misdemeanors, were referred; and to draw up Replications thereunto; That they had drawn up the same accordingly; which they had directed him to report to the House; which he read in his Place; and afterwards delivered in at the Clerk's Table: Where the same were twice read; and, upon the Question severally put thereupon, agreed unto by the House; and are as follow; viz.

The Commons, having considered the Answer of John Goudet, to the Articles of Impeachment exhibited against him, by the Knights, Citizens, and Burgesses, in Parliament assembled; for Replication to the said Answer, do say, That the said John Goudet is guilty of the High Crimes and Misdemeanors mentioned in the said Articles; and that the said Commons are ready to prove the same.

The Commons, having considered the Answer of David Barreau, to the Articles of Impeachment exhibited against him, by the Knights, Citizens, and Burgesses, assembled in Parliament; for Replication to the said Answer, do say, That the said David Barreau is guilty of the High Crimes and Misdemeanors mentioned in the said Articles: and that the said Commons are ready to prove the same.

The Commons, having considered the Answer of Peter Longueville, to the Articles of Impeachment exhibited against him, by the Knights, Citizens, and Burgesses, assembled in Parliament; for Replication to the said Answer, do say, That the said Peter Longueville is guilty of the High Crimes and Misdemeanors mentioned in the said Articles; and that the said Commons are ready to prove the same.

The Commons, having considered the Answer of Stephen Seignoret, to the Articles of Impeachment exhibited against him, by the Knights, Citizens, and Burgesses, assembled in Parliament; for Replication to the said Answer, do say, That the said Stephen Seignoret is guilty of the High Crimes and Misdemeanors mentioned in the said Articles; and that the said Commons are ready to prove the same.

The Commons, having considered the Answer of Rene Baudovin, to the Articles of Impeachment exhibited against him, by the Knights, Citizens, and Burgesses, assembled in Parliament; for Replication to the said Answer, do say, That the said Rene Baudovin is guilty of the High Crimes and Misdemeanors mentioned in the said Articles; and that the said Commons are ready to prove the same.

The Commons, having considered the Answers of Nicolas Santini, to the Articles of Impeachment exhibited against him, by the Knights, Citizens, and Burgesses, assembled in Parliament; for Replication to the said Answer, do say, That the said Nicolas Santini is guilty of the High Crimes and Misdemeanors mentioned in the said Articles; and that the said Commons are ready to prove the same.

The Commons, having considered the Answer of Peter Diharse, to the Articles of Impeachment exhibited against him, by the Knights, Citizens, and Burgesses, assembled in Parliament; for Replication to the said Answer, do say, That the said Peter Diharse is guilty of the High Crimes and Misdemeanors mentioned in the said Articles; and that the said Commons are ready to prove the same.

The Commons, having considered the Answer of John Pearce, to the Articles of Impeachment exhibited against him, by the Knights, Citizens, and Burgesses, in Parliament assembled; for Replication to the said Answer, do say, That the said John Pearce is guilty of the High Crimes and Misdemeanors mentioned in the said Articles; and that the said Commons are ready to prove the same.

Ordered, That the said Replications be ingrossed.

Woollen Manufacture.

An ingrossed Bill for the better Improvement of the Woollen Manufacture was, according to Order, read the Third time.

And several Amendments were proposed to be made to the Bill: viz.

Pr. 1. L. 30, leave out "Pinnings," and insert "Pinions" instead thereof.

Pr. *, L. *, to add "Averdupoise."

Pr. 4. L. 8, after "County," insert "Riding."

L. 17, and 37, the same.

Pr. 5. L. 4, insert "or Worcester."

And the Question being put, That the Bill do pass;

It passed in the Negative.

Supply Bill; purchasing Annuities.

The House, according to Order, resolved itself into a Committee of the whole House, upon the Bill for enlarging the Time for purchasing certain Estates, or Interests, in several Annuities, therein mentioned.

Mr. Speaker left the Chair.

Sir Tho. Littleton took the Chair of the Committee.

Mr. Speaker resumed the Chair.

Sir Tho. Littleton reported from the said Committee, That they had gone through the Bill and made several Amendments to the same; which they had directed him to report, when the House will please to receive the same.

Supply Bill; Duties on Lustrings, &c.

The House, according to Order, resolved itself into a Committee of the whole House, upon the Bill for increasing his Majesty's Duties upon Lustrings and Alamodes.

Mr. Speaker left the Chair.

Sir Tho. Littleton took the Chair of the Committee.

Mr. Speaker resumed the Chair.
