Goodwyn's Estate.

AN ingrossed Bill, from the Lords, intituled, An Act to enable Nicholas Goodwyn the elder, and Nicholas Goodwyn the younger, to sell the Manor of Winslow, in the County of Bucks; and, with the Money arising thereby, and other Monies to be advanced by the said Nicholas Goodwyn the elder, to purchase Lands of a greater yearly Value to be settled to the same Uses as the said Manor is now settled; was read the First time.

Resolved, That the Bill be read a Second time.

A Member discharged from custody.

Ordered, That Mr. Elson, in Custody of the Serjeant at Arms, for absenting himself from the Service of the House, be discharged out of Custody, paying his Fees.

Privilege—A Person reprimanded and discharged.

Francis Duncomb, in Custody of the Serjeant at Arms attending this House, was, according to Order, brought to the Bar: Where he, upon his Knees, received a Reprimand from Mr. Speaker.

Ordered, That the said Francis Duncomb be discharged out of Custody, paying his Fees.

Leave of Absence.

Ordered, That Mr. Serjeant Bond have Leave to go into the Country, for Recovery of his Health.

Ordered, That Mr. Gardner have Leave to go into the Country for Six Days, upon extraordinary Occasions.

Haymarket Paving, &c.

A Bill for repairing, paving, and regulating the Streets where the Carts of Hay and Straw do stand in, commonly called the Hay-market, within the Parishes of St. Martin's in the Fields, and St. James', within the Liberty of Westminster, was read a Second time.

Resolved, That the Bill be committed to Mr. Brotherton, Sir Geo. Hungerford, Mr. Hoblyn, Mr. Colt, Mr. Archer, Mr. Shackerly, Mr. Bromley, Dr. Oxendon, Sir Tho. Dyke, Sir Tho. Grosvenor, Mr. Blofeild, Mr. Hamond, Sir Robert Burdet, Sir Gero. Elwes, Sir Wm. Lowther, Mr. Henley, Sir Hen. Hobart, Sir Sam. Barnardiston, Colonel Perry, Sir Hen. Colt, Mr. Pocklington, Sir John Manwaring, Mr. Baldwyn, Mr. Watlington, Mr. Wortley, Sir Cha. Carteret, Mr. Phillips, Mr. Mountague, Mr. Foley, Mr. Fownes, Sir Fra. Returns of Juries.

Sir St. Andrew St. John reported from the Committee, to whom the Bill for Sheriffs to make Returns of Juries till Michaelmas 1697, as they formerly did; and to enforce Clerks of the Peace to make their Return of Freeholders, pursuant to the late Act for the Ease of Jurors; was committed; That they had made several Amendments to the Bill; which they had directed him to report to the House; and which he read in his Place; and afterwards delivered in at the Clerk's Table: Where the same were once read throughout; and then a Second time, one by one; and, upon the Question severally put thereupon, agreed unto by the House.

Ordered, That the Bill, with the Amendments, be ingrossed.

Dee Navigation.

A Bill for making navigable the River Dee, in the County of Chester, was read the Second time.

Resolved, That the Bill be committed to a Committee of the whole House.

Resolved, That this House will, upon this Day Fortnight, resolve itself into a Committee of the whole House, to consider of the said Bill.

Ordered, That the Consideration of the Petition of Sir Roger Mostyn Baronet, and others, which was ordered to lie upon the Table till the said Bill was read a Second time, be referred to the said Committee of the whole House.

Hill's Sinecure.

A Bill for re-vesting the Sinecure of Llandinam, in the County of Mountgomery, in John Spademan, in Trust for Joseph Hill, was read a Second time.

Resolved, That the Bill be committed to Sir Jos. Williamson, Sir Mich. Biddulph, Dr. Oxenden, Mr. Gery, Mr. Colt, Mr. Sloane, Colonel Perry, Sir Math. Andrews, Mr. Farrer, Mr. Foley, Mr. Serjeant Bond, Sir Wm. Lowther, Mr. Baldwyn, Mr. Osborne, Mr. Pocklington, Mr. Manly, Colonel Wharton, Sir Robert Cotton, Sir Cha. Morley, Sir Hen. Colt, Mr. Ashby, Mr. Mountstevens, Mr. Bromley, Mr. Arnold, Mr. Newport, Mr. Bertie, And they are to meet this Afternoon at Five a Clock, in the Speaker's Chamber:

And it is to be an Instruction to the said Committee, That they inquire, Whether the Mediety of the Rectory and Church of Llandinam, mentioned in the said Bill, be a Sinecure, or not.

Hackney Coachmen.

Ordered, That the Report from the Committee of Privileges and Elections, touching the Complaint of several Hackney Coachmen, against Richard Gee Esquire, be made upon Tuesday Morning next.

St. Botolph Church.

A Petition of the Minister, Churchwardens, and some of the Parishioners, of the Parish of St. Botolph, without Aldersgate, London, in behalf of themselves, and of all the said Parish, was presented to the House, and read; setting forth, That the said Parish-Church is so much decayed, that many of the Parishioners refuse going to it, for fear of its falling: That the said Parish is very poor, and contains 1,500 Souls that receive Alms; the Parish not having above 150 l. per Ann. to support the Church and Poor: That the Petitioners are informed, there is a Bill depending in the House, for completing the Building and Adorning of the Cathedral Church of St. Paul's, London: And praying that some Provision may be made by the said Bill, or otherwise, towards rebuilding the said Church.

Ordered, That the Consideration of the said Petition be referred to the Committee of the whole House, to whom the said Bill is committed.

Supply Bill, Duties on Paper, &c.

A Bill for granting to his Majesty several Duties on Paper, Vellom, and other Things, to encourage the Bringing in of Plate, and hammered Money, to be coined; and for other the Purposes therein mentioned; was, according to Order, read a Second time.

Resolved, That the Bill be committed to a Committee of the whole House.

A Motion being made, and the Question being put, That it be an Instruction to the said Committee, That they do leave out that Part of the Bill, which lays a Duty upon Plate not brought into the Mints, to be coined;

The House divided.

The Yeas go forth.

So it passed in the Negative.

Resolved, That this House will, upon Wednesday Morning next, resolve itself into a Committee of the whole House, to consider of the said Bill.

Ways and Means.

The Order of the Day, for the House to resolve itself into a Committee of the whole House, to consider further of Ways and Means for raising the Supply to be granted to his Majesty, for carrying on the War against France, for the Service of the Year 1697, being read;

And the Question being put, That Mr. Speaker do leave the Chair;

Sir Thomas Littleton reported from the said Committee. That they had made some Progress in the Matter to them referred; and had directed him to move, That they may have Leave to sit again.

Resolved, That this House will, upon Tuesday Morning next, after the Report concerning Letters of Marque, resolve itself into a Committee of the whole House, to consider further of the Supply granted to his Majesty, for carrying on the War against France, for the Service of the Year 1697.

Ways and Means.

Resolved, That this House will, upon this Day Sevennight, resolve itself into a Committee of the whole House, to consider of Ways and Means for raising the Supply granted to his Majesty, for making good the Deficiency of the Provision for Payment of the Interest of the Transport Debt, for the Reducing of Ireland.

Securing Debts.

Ordered, That the Bill for the better Securing of Debts, and Establishing of Credit, be read a Second time Tomorrow Morning.

Committees.

Ordered, That all Committees be adjourned.

And then the House adjourned till To-morrow Morning, Nine a Clock.
