African Company.
A Petition of the Royal African Company of England was presented to the House, and read; setting forth, That the Trade to Guinea cannot be maintained without Forts and Castles for the Protection of the Europeans, and their Goods, from the Treachery of the Natives; and other Nations that traffick into Africa, have found it impracticable to improve that Trade, save by incorporated Companies, who are only able to bear the Charge that Forts and Castles require: That the Trade to Africa is of more Importance to England than to any other State, it being chiefly carried on by the Exportation of Woollen, and other English Manufactures, the Returns whereof are in Gold, &c. and Negroes to supply their Majesties Plantations; and ought the rather to be encouraged, for that many potent Rivals lie in wait to ingross that Trade to themselves: That the Petitioners have, for many Years past, been at about 20,000£. per Annum Charge, in maintaining several Forts and Castles; and, since the War, have been at many Losses by Sea; and unless they be supported and encouraged, in a short time the Trade to Africa will be in Danger of being utterly lost to this Kingdom: And praying Leave to bring in a Bill for the preserving and establishing the Trade to Africa, according to the Charter granted to the Company, or with such Alterations as shall be thought necessary.
Ordered, That the Examination and Consideration of the said Petition be referred to a Committee: And that they do report their Opinion therein to the House:

Apulby Writ.
Ordered, That Mr. Speaker do issue his Warrant to the Clerk of the Crown, to make out a new Writ, for electing a Burgess to serve in this present Parliament for the Borough of Apulby in the County of Westmorland, in the room of Charles Boyle Esquire, now Lord Clifford, called up to the House of Peers.
Supply.
Sir Thomas Littleton, according to the Order of the Day, reported, from the Committee of the whole House, to whom it was referred to consider of the Supply to be granted to their Majesties, for carrying on the War against France with Vigour, the Resolutions of the said Committee; which they had directed him to report to the House; and which he read in his Place; and afterwards delivered in at the Clerk's Table: Where the same were read; and are as follow; viz.
Resolved, That it is the Opinion of this Committee, That, towards the carrying on the War against France with Vigour, there be Provision made for maintaining Forty thousand Seamen for Thirteen Months, for the Service of the Year 1695.
Resolved, That it is the Opinion of this Committee, That the Sum of 4 l. 5s. per Man, per Month, be allowed for the said Forty thousand Men.
Resolved, That it is the Opinion of this Committee, That, of the said Sum of 4 l. 5s. per Month, 30s. be allowed for Wages.
Resolved, That it is the Opinion of this Committee, That, of the said Sum of 4 l. 5s. per Month, 28s. be allowed for Wear and Tear.
Resolved, That it is the Opinion of this Committee, That, of the said Sum of 4 l. 5s. per Month, 20s. be allowed for Victuals.
Resolved, That it is the Opinion of this Committee, That, of the said Sum of 4 l. 5s. per Month, 7s. be allowed for Ordnance Stores.
Resolved, That it is the Opinion of this Committee, That the Sum of 85,740 l. be allowed for the Ordinary of the Navy.
Resolved, That it is the Opinion of this Committee, That the Sum of 16,972 l. be allowed for the Officers of the Two Marine Regiments.
Resolved, That it is the Opinion of this Committee, That the Sum of 135,835 l. 18s. 11d. be allowed for building, and furnishing with Rigging, Sea Stores, and Ordnance, and Gunners Stores, Four Second-rate Ships, of Ninety Guns each.
The First Resolution being read a Second time;
An Amendment was proposed to be made therein, by leaving out "there be Provision made;" and, instead thereof, inserting "a Supply be granted to their Majesties:"
And the same was, upon the Question severally put thereupon, agreed unto by the House.
Resolved, That the House do agree with the Committee in the said Resolution, so amended, That, towards the carrying on the War against France with Vigour, a Supply be granted to their Majesties for maintaining Forty thousand Seamen, for Thirteen Months, for the Service of the Year 1695.
The Second, Third, Fourth, Fifth, Sixth, Seventh, and Eighth Resolutions, being severally read a Second time, were, upon the Question severally put thereupon, agreed unto by the House.
The last Resolution being read a Second time;
Several Amendments were proposed to be made therein, by leaving out "135,835 l. 18s. 11d.;" and inserting, instead thereof, "70,000 l.;" and by leaving out "for;" and, instead thereof, inserting "towards:"
And the same were, upon the Question severally put thereupon, agreed unto by the House.
Resolved, That the House do agree with the Committee in the said Resolution, so amended, That the Sum of Seventy thousand Pounds be allowed towards building, and furnishing with Rigging, Sea-Stores, and Ordnance, and Gunners Stores, Four Second-rate Ships of Ninety Guns each.
Resolved, Nemine contradicente, That a Sum, not exceeding the Sum of Two Millions Three hundred Eighty two thousand Seven hundred and Twelve Pounds, be granted to their Majesties, for the Maintenance of the Navy, for the Year 1695, for carrying on the War against France with Vigour.
Tryals in Lancashire, &c.
Ordered, That the several Persons who were, on Wednesday last, ordered to attend this House To-morrow touching the late Tryals in Lancashire and Cheshire, do attend this House upon Wednesday Morning next, at Ten a Clock.
And then the House adjourned till To-morrow Morning, Eight a Clock.
